Citizen Review Board Minutes
NNUNN Fort Collis Subcommittee for Case IA#00-14
Wednesday, July 19, 2000 8:00 p.m.
Human Resources Conference Room, 200 W. Mountain Ave.
Present: Brian Carroll (Chair), Rick Aulino, Becky Richardson
Absent: Don Colby
Others: Lt. Karen Carlson (Police Services), Greg Tempel (Asst. City Attorney)
Agenda:
• Call to order
• Listen to public input
• Questions of City staff
• Go into executive session to discuss the case
• Come out of executive session and vote (if needed)
Call to order:
The meeting was called to order at 8:00 p.m. The first order of business was to make Becky a
regular subcommittee member. We waited for 30 minutes for Don to come to the meeting.
After unsuccessful attempts to reach him (at both home and work), Rick made a motion
that Becky become a regular subcommittee member replacing Don and that Brian
become Chair of the subcommittee. Brian seconded the motion. There was no
discussion and the motion passed 2-0.
Listen to public input:
No members of the community were present, so there was no input for the board to receive.
Questions of City staff:
Becky asked Karen about parts of the reports that appeared to be missing. It looked like one
of the officer's report was missing the first few pages, as the narrative started abruptly. Karen
replied that that is the way the official report was written. The copy we have in our
investigation folder matches the report that was filed.
Brian followed with another question for Karen. Brian asked about the public intoxication
laws. Karen stated that there are no public intoxication laws covering Fort Collins, either City
