HomeMy WebLinkAboutParks And Recreation Board - Minutes - 03/04/1975PAiU AND RECREAPIDN ADVISORY Bwi) Special Meeting on March 4, 1975 A special meeting of the Parks and Recreation Advisory Board was called to ojzder by the President, Gladys Eddy, at 7:45 P.M. in the Parks Maintenance Building. Gladys Eddy reported that the Parks and Recreation Advisory Board has been asked to make recommendations to the City Council on the programs to be held in the old Coloradcan building and the uses of the building. She said that the charge which has been given to the Board is to gat input from the Senior Citizen's Commission on uses of the building. Members of the Senior Citimm's Commission who were present to present ideas on used of the old Coloradoan building were: C.E. Hammon Charles Shapardson Fred Chambers James Conlon Ed Martin John McGraw - City Mr. Hommon from the Commission reported that the group wanted to try to consoli- date offices of senior citizen groups which are spread throughout the community. Be reported that representatives of the human care agencies bad not to give the Commission Ideas on use of space and their individual needs. Dr. Shepardson presented a plan which included the space needs for the various agencies. He stated that Home Helps, RSVP, Visiting Nurses Assoc., and Care-A-Vaa have expressed a desire to move into the old Coloradoan building. He listed other groups which would like to have space for meetings. General space needs for a reception area, meeting and activity rooms, and a kitchen that could be used for coffee, snacks, and covered -dish luncheons were cited. Gladys Eddy asked what sources of funding these agencies now have. Dr. Shapardson listed revenue sharing, United Way, fees, and government grants as the main sources. He stressed that the old Coloradoaa building is in the center of town, is on the ground floor, and that people could ride the bus to the building. He said the Commission feels that this makes the building suited to senior citizen needs and that there should be one central place for all services to senior citizens. A lengthy discussion followed concerning the present location of the agencies, their space needs, etc. Dr. Shepardson said that a congregate feeding program might be something to be considered in the future. Mr. Chambers stated that he feels that the building should be functional for all ages and that the needs of the Parks and Recreation staff are important items to consider. Mr. Bob Hunt asked whether or not the Commission's long range objective is to move all human care services for the senior citizens into this one building. He stated that the Parks and Recreation Department has tremendous needs at the present time for space for their staff and for their programs. Dr. Shepardson said that he sees no immediate need for more agencies to go into the building, but that if there are growing demands in the future, agencies might have to look for space someplace besides the Coloradoan building. Bob Hunt said there is concern about which programs are compatible with the total use of the building. Mr. Martin stated that a 36x40 area in the northeast corner of the building fright Bar" the total needs of the senior citizens for office space. H.R. Phillips and Town Frazier stated that the Parks and Recreation staff needs to be on the main floor in order to be accessible to the public. They stated that there Is need for 13 office spaces and an office for Peg County. If too many other offices are added to the building, than the program space is cut. The group agreed that the Parks and Recreation Board will need to decide which Programs are compatible and desirable for the total Parks and Recreation program. Mr. Conlon asked what the petition stated that had been circulated for support for the purchase of the olt Coloradoan building. The petition had stated that the signers supported the purchase of the building to be used as a community center in which all age groups could participate. Tom Frazier pointed out that the Parks and Recreation Board was concerned that the rooms should be open for use and be flexible and that they shouldn't be locked in to scheduled meetings. The building should serve large numbers of people. Gladys Rddy thanked the Senior Citizen's Commission for their input and favited them to attend the regular meeting of the Parks and Recreation.Board and to contact her if they wish to be on the agenda to give more information. Gladys Zddy asked for Input from the Parks and Recreation Board on the preliminary recommendations for use of the old Coloradoan which were written from the Board ambers' ideas. This recommendation will be reviewed at the next regular Board meeting. The Board asked that H.R. Phillips go through the building with an architect and a building inspector before the Parks and Recreation Board makes a final recommendation on use of the building. Larry Brooks asked if the indoor swimming pool could be used on Sunday mornings for special practices and team meets. The Board agreed that the pool could be used for these programs. Tom Frazier stated that the nee indoor pool may have to be closed for 4 to 5 weeks for the necessary repainting, the sandblasting of the deck area, and to resolve other problems. He stated that this will be an added expense. There being no further business, the meeting was adjourned at 10:00 P.M. The old Coloradosn building shall be used as a Community Recreational Center, nanaged and supervised by the Parke and Recreation Department. To provide the best and highest use of space, the building will be designed to accommodate the following programs - I. Extensive senior citizen recreational activities. 2. Recreation Department sponsored classes and programs. 3. Youth activities compatible with building design. 4. Admit activities compatible with building design. S. Community activities needing meeting space - on a scheduled basis. 6. Offices and work space for recreation staff. t i March 25. 1973 It is important in the near future to establish a rental Policy for facilities under the Jurisdiction of the Parks and Recreation Department. The following are awe areas of concern which will warrant discussion when the time canes to establish these policies. L Rental of inside facilities - Coloradoan, Senior/Youth Center In City Park, Community Rouse. a. groups seeking meeting rooms. be groups seeking space for clinics or workshops at no charge to the public. c. groups seeking space for clinics or workshops with a charge to the public. 2. Rental of tennis courts. a. Tennis Club closed tournaments and socials. b. Tennis Club open tournaments and clinics. c. Private groups wishing to have court time for whatever reason - i.e., Newcomer tennis lessons, church-eponsored tournament. d. Court fees for all persons to reserve time to play at Rdora Park.(it would not be feasible to establish this policy anywhere else until the tennis complex is completed at Rolland Moore Park.) 3. Rental of softball/baseball fields. a. Youth baseball b. Youth baseball tournaments. c. Private groups dishing to reserve for 1 or 2 days for a tournament. d. Individual teams dishing to reserve fields for organised gauss with other teams.
