Parka and Recreation Advisory Board Meeting
September 23, 1975
The regular meeting of the Parke and Recreation Advisory Board was called
to order by the President, Gladys Eddy, at 7.30 pm in the Fort Collins Com-
munity Center. Minutes of the previous meeting were approved as presented.
Gladys Eddy introduced two new members, Don Peters and Abel Amaya. She
announced that regular meetings are held on the 4th Tuesday of each month
and that the Board also meets whenever there is a need to call extra meetings.
H. R. Phillips reported that membera of City Council have asked that the
Parks and Recreation Board study the fees charged for the various recreation
programs. Board members were also asked to review activities and programs of
the recreation department to see how many people participate in each activity
and to determine costs of each program. Council members asked that the Parks
and Recreation Board study the possibility of using a sliding scale to deter-
mine fees to be charged.
H. R. Phillips reported that the Trooper program has been cut back in
order to keep the recreation budget as low as possible. This program was
developed to employ 40 boys and 40 girls ages 14 through 17 to work in the
parks and in the summer playground program.
Discussion of various fees for recreation programs followed. Gladys
Eddy stated that the philosophy of the Board has been to provide the beat
programs possible at the lowest cost in order for all people to be able to
participate.
Tom Frasier reviewed program costs and stated that the major team sports
with large numbers of people participating are where the big costs exist. He
reported that administrative costs had not been included in attemtping to
charge fees which cover the entire cost. The Board felt that additional time
is needed to determine administrative costs. The Board felt that evaluation
of programs is continual because programs are dropped if people don't parti-
cipate, or programs are added if there is a demand for that activity.
Board members discussed concerns in the following areas:
1. Families with several children may find higher fees difficult to meet.
2. The need to have 12 months to re-evaluate programs and costs.
3. Tha complexities of developing a sliding scale which is not a huge task
to administer and which people feel comfortable using.
Dwain Miller moved that the Board state that it is opposed to a sliding
scale to determine fees because it is an impossible administrative task.
Lela Ryder seconded the motion. Discussion followed and the Board voted
6-2 in favor of the motion. The Board stated that the sliding scale method
of determining fees may be a possibility in the future. Abel Amaya expressed
the feeling that the sliding scale would be beneficial to those who can't
afford the full cost.
Discussion of fees for the swimming pools followed. Bob Runt had sent
a written recommendation that the fee for 12 years and under for the outdoor
Pool should be 44. The Board agreed with this recommendation and voted that
all other fees for the swimming pools remain the same.
Don Peters moved that the staff work toward increasing the total fee
income by 5%. Donna Beard seconded the motion and it was passed.
