Minutes of previous meeting were approved. In response to a memorandum from Susan Jones, assistant to the City Manager, the goals and objectives for 1976 of this Advisory Board were formulated as follows: Goal: The Parks and Recreation Advisory Board gives concrete recommendations to City Council and to the Parks and Recreation Department in the development of long- range, economical parks and recreation programs which will meet the needs of the entire community. Objectives: 1. Advise Council and department concerning recreation fees needed to supplement the support of programs. 2. Make recommendation on the feasibility of sliding scale for recreation fees. 3. Review recreation programs periodically. 4. To further the development of park sites, open space and trails, facilities and programs consistent with the development and needs of the community. An evaluation of the Boards and Commissions manual was asked for. This Board felt there was no need for names of all Board members to be included in the manual becuase the list became outdated quickly. A savings of time and paper would be realized by eliminating the name list; City Council members are probably the only persons needing such a list. The biard felt the manual contained valuable information from p. 18 on. H. R. Phillips indicated that the Parke and Recreation Advisory Board must develop some by-laws. The meeting was adjourned at 8.30 pm. The neat meeting of the Board will be April 27 at the Community Center. The agenda will include: 1. Discussion of by-laws. 2. Opening of the Ft. Collins Community Center. 3. Hiring of Chico Martinez for Low Income areas. 4. Discussion of recreation program costs. 3. Progress reports. Respectfully submitted, Donna Beard, Secretary Members present: Clara Donohoe Lela Ryder Gladys Eddy Donna Beard H. R. Phillips yui 1 Parks 8 Recreatirn Department - 145 E. We feel the input by coaches and physicians is invaluable where the safety of these young players is concerned. The Board would like to see a continuing discussion on the football program and urges a meeting next fall. between physicians and coaches from all levels - J.A.A. program through the high school level. It is suggested that a written list of safety in- structions be placed in the hands of J.A.A. coaches from the Parks and Recreation Department.
