HomeMy WebLinkAboutParks And Recreation Board - Minutes - 11/23/1976PARKS AND RECREATION ADVISORY BOARD MEETING JpA MBER 23, 1976 The reQ+-;9.ar meeting of the Parks and Recreation Advisory Board was held on Tuesday, November 23rd, at the Community Center. Previous month's minutes were approved. President Bob Hunt presented a plaque to Gladys Eddy on behalf of the Parks and Recreation Department and Advisory Board for her 14 years of service on the Advisory Board. Dave Mosnik of the Parks and Recreation staff presented an appeal from Mike Miranda to be re -instated in the adult basketball league. Because of verbal abuse and misconduct in the basketball program, Mr. Miranda had been suspended In 1974 from all Parks and Recreation activities. The staff's recommendation was to allow him to be re -instated under Drobation. If another violation of Player Code of Conduct occurs, suspension shall be for no less than two (2) years. A motion was made by Bob Crockett to accept the staff's recommendation; motion carried. Prior to participation, Dave Mosnik will discuss conditions of re- instatement with Mike Miranda. AQUATICS Dave Mosnik presented request by two women with infants, who wish to use play - peas adjacent to swim pool during noon hour, adult swim time. Present policy states only adults are to be at noon hour swimming. Concern was expressed by the Board for - 1, safety of small children while mothers swim 2. controlling number of children allowed, if present policy is changed 3. nuisance created for other swimmers, if children cried 4, liability of Parks and Recreation Department, should a mishap occur Dwain Miller made a motion stating that adults swim time should be for adults only; no children are to be allowed. Motion carried. PARKS Virgil Taylor reported on park maintenance, which includes draining irrigation ditches, repair of picnic tables and playground equipment, cleanup and winter- izing, re -tar boat docks. Construction efforts include repair of pool concrete, stabilizing lake bank, change dock locations, re -seeding of sod farms, renova- tion of ballfields and renovation of equipment. Projects include - light poles at City Park ballfields, re -sodding ballfield areas, irrigation system at Blevins Park, basketball and tennis courts completed at Lee Martinez Park, (no grass for a couple of years) arboretum irrigation system completed, bridge at Edora Park and sodding at Library Park. 1977 pians - 1. Alta Vista Park 2. Blevins - new playground equipment 3. Lee Martinez - finish landscaping; dress up playground area 4. Legacy Park - inatell equipment 5. New irrigation wyetem at Edora 6. Get on computes system for better cost accounting PARK PROJECT PROGRESS -- Report by Randy Balok Blevins - Randy showed model of concrete playground structure. It will be approximately 60 It. and cost $3,500. Park will be 7 acres, plus the school area. Lee Martinez - Wooden play platform is nearly completed. Other play strur_tc..res include a cable slide, covered wagon, j sagle but and swinging bridge. 91 priority is the parking lot ($79,000.00 budgeted) d2 priority is the shelter and plaza. Dedication will take place in May or June Rolland Moore Park - To be started in 1979 or 1980. This park will be mainly an athletic park; i.e. tennis courts and ballfielde Ice Rink - Cost at this time would probably be $900,000. There is adequate room at Edora Park for ice rink and pool. Several private parties have indicated interest in building rink and then sub -leasing to city,. Open Space Trails and Bike Trails - It is hoped that bike trails can be started in 1978. City has purchased the Pine Ridge property (331 acres) next to the foothills; the property shows good possibilities for a golf course. OTHER BUSINESS Susy Danford will be taking Norm Chung's position. She will be in charge of the handicapped program. Chico Martinez will now be a full-time employee in the youth area. Jack Lundt has been named assistant aquatics director. The Depart- ment hopes to have a full-time arborist by January. One additional person is needed to help Terry Keith at the Community Center. Reports were made by several Board members on their assigned interest area. These areas are: 1. Budget and Finance - - - - - - - - - - Bob Hunt 2.
