NIeete'ng was called to order by Vice Chairman, Bob Crockett, at 7:Ot P.M.
Members present were: Bob CrocUtt, I=_•eve ":Oliver, Clara Donahoe, Ken Nelson,
Charlie Basham, Dave Philips, and Derain hiller. Staff me>nbers present were
Yi. T, Phillips, Virg Taylor and Larry Brooks.
H. R. reported on a concern with the School District. He reported on a meeting,
between himself, Tom Frazier, Bob Brunton and Don Webber fbere they discussed
the matter. There are continuing, pressures exerted by outside groups to increase
fees charged by the schools for Parks amd Recreation use. H. R. reminded the
others of the many Parks and Recreation facilities which ..he School District Pass
at no charge. Don Webber has asked H. R. to prepare a list of all facilities
used by both groups so that an attempt :an be made to justify a trade-off between
the two parties. H. R. reiterated that thei:-,a was no seri3ua problem between the
Parks and Recreation Department and the Poudre R-I School District. H. R. reported
that they had made a request for a chance to look at new ,lementary school con-
struction being proposed with the possibility of the City adding enough extra
funds to build a gym facility large enough tr, enable effiAeut Parks and Recreation
use.
H. R. reported that Chico Martinez had bee; terminated an3 that his position had
not been filled to date. Employees in the Community Ed Program and the County
will continue to supervise the programs themselves during this interim period.
The Department is continuing to support the programs as bsfore.
The seminar scheduled for March 25th and 26th in Cheyenne was discussed. At
least five members indicated their intention of attending, It was reported that
the Department would pay for the registration fee and the one meal involved, but
that the membera would be required to pay for lodging themselves, if they stayed
overnight.
Larry Brooks reported on the continuing paint problem at ,he swimming pool. The
Chester Pool Company did the painting. Subcontractors hape indicated that they
feel there is approximately thirty square feet of defective paint. Larry and
the Department have estimated the defective aces at between 800 and 900 square
feet. It was felt that the Department had three alternat:Lees:
(1) to have the paint subcontractor rebuff and taper r_he unsatisfactory
area and repaint the same, which would then renew the one-year guarantee.
This would be the third time this had been done.
(2) To terminate association completely with this firm and keep the $9,000
which has been withheld from final payment.
(3) shut down the pool entirely and completely sandblast and refinish the
area with a new firm.
Art March is to prepare a letter to the Cheater pool Company, stating sour
Position in the matter.
Larry also gave a progress report on the advertising prog:.am. Management had
requested that 75% of the cost of this publication be def:-ayed by selling
advertising subscriptions. The total cost of this pro'ecs: last year was $1,500.
Advertising is being sold at the following rates* 114 paf;e - $100.00;
1/2 page - $190.00; full page - $370.00. To date seven ae:a have been sold,
totaling $750.00. Larry said this was not going very wel_'., and he seriously

Virgil Taylor reported that they are in the process of replacing two or three
Positions which have been Vacated during the past thirty days. They arc now
starting ballfield preparations; fertilizing and seeding programs will be
starting soon. A design contract has been let for the Lee Martinez Park for
a shelter and plaza, and it is hoped this will be finishecd prior to dedication
this Spring.
H. R. reported that application is being made for "Tree City, U.S.A." award.
No Colorado city has aver received this award and H. R. felt we met a%.1 the
requirements.
Clara Donohoe reported that McDonald's has agreed to sponsor the "schedule
program". Each month the Parke and Recreation schedule will be printed and
used as placemats at both of the local McDonald's locations.
Bob Crockett asked for a discussion on questions proposes by the City Council
in the January loth meeting. He questioned whether Boars members felt that
they need to answer the questions posed by City Council. It was agreed that
additional thought would be given to these questions by each member in an attempt
to furnish answers at the next regular meeting.
Bob reminded the Board of the email task forces appointed by Chairman Bob Hunt
and asked the new members to consider which of these mini committees they wish
to serve on.
Dwain Miller reported on the progress of his survey. It will involve fifteen
separate areas in the City of Fort Collins. It is designed to assess people's
needs and desires for Parks and Recreation programs and facilities. It has
been set up on the computer and will be compared to the 1972 survey. Results
should be compiled for presentation at the April meeting.
H. R. reported that there was a question on a proposed west -aide park area,
due to problems with the proposed site. He is working on the possibility of
two or three alternative sites within the development to see if a satisfactory
solution can be reached.
