HomeMy WebLinkAboutParks And Recreation Board - Minutes - 04/26/1977PARKS AND RECREATION ADVISORY BOARD MINUTES April 26, 1977 The regular monthly meeting of the Fort Collins Parks and Recreation Advisory Board was called to order by President Bob Hunt at 7:15 P.M. on April 26, 1977. Minutes of the March meeting were approved. Dwain Miller and members of his class in Recreation Resources presented the results of the community survey concerning recreation needs. The survey will be given to the Board in written form at a later date. The presentation was divided into two parts: I. Community survey results; and II. Survey of territory around city for potential parks. Using random sampling of addresses from water bills, 300 houses were surveyed, representing 1.5% of 60,000 population. Samplings were broken down into zones of the city. I. Results of Community Survey 40% of households surveyed have lived here less than 5 years. Comparisons were made of the use of vacation times and the use of city facilities during vacation times. Most people here take vacation times in July and August, as national figures also indicate. Therefore, city facilities are used more during time spent living and working here. People won't stay here for vacation, even if more facilities are available. Ranked in order of descending priority by citizens - bikeways and swimming pool, greenbelts, tennis courts, nature trails, ice arena, etc. Lower percentage ranking on graphs indicates need is being or has been satisfied e.g. indoor pool, community center, playgrounds. Graphs were drawn of working hours of household head; the less established person works more and less time for recreation. Graphs also showed by zone what those residents considered as top priorities for recreation. Suggestions by the recreation class for city planners include - 1. facilities perhaps, should be smaller and de -centralized 2. facilities should be other than the vacation type; e.g. bike trails that can be used after the working day is over. II. Potential Park Sites Graphs were shown showing radius of use of large parks, smaller parks and playgrounds. To develop a system of land acquisition for parks, these criteria should be used. 1. Pressure of development 2. Proximity to schools 3. Presence of cultural or historical features 4. Unusual natural features 5. Presence or nearness of water to site 6. Demand exceeds supply 7. Linkage - bike and hike trails - greenbelt 8. Ease of acquisition u L, A Suggestions by class include: Zone A (Northwest) Increase greenbelt area along Poudre River; two community parks, a few neighborhood parks, possible golf course. Zone B (Northeast) Greenbelt areas around present lakes; greenbelt along Larimer County Canal; neighborhood park near Highway 1; neighborhood park at end of Lindenmeier Lake; neighborhood park near Andersonville. Zone C (Southwest) Community park at Mulberry and Overland Trail; several neighborhood parks; greenbelt along Fossil Creek; possible golf course at Drake and Overland Trail. Zone D (Southeast) Neighborhood park on Shields; community park at Fossil Creek Reservoir; greenbelt along Fossil Creek as a buffer zone; neighborhood park near Lake Sherwood and new elementary school. Greenbelt acquisition would take care of number of priority demands; e.g. bike and hiking trails. OTHER BUSINESS: Tim Buchanan was introduced as the new City Arborist. Dedication of Lee Martinez Park will take place in early June; playground is nearly completed. Tom Frazier said the summer program brochure has been totally paid for by ads. Virg Taylor indicated most watering will be done at night; much of it will be automatic. Maintenance costs (no capital) per one acre of park are now $1,000. With these high costs, perhaps some of the medians in the City (12-14 acres of medians in Fort Collins) will have to be put into materials other than grass, such as interlocking paving blocks, etc. This would cut down on operating and maintenance costs. H. R. said six spaces have been retained in the Community Center parking lot- - for department use. Bob Crockett asked for Board input on his handout sheet for Capital Improvements.
