Memorandum from the City Manager was given out by H. R. Phillips. A. Reviewed Advisory Board status and channels to work through B. Budget hearings 1. Will be involved in pre -budget hearing.so will have better communication between staff and Council. C. Charlie Basham made a motion - The Advisory Board recommends the Council carefully consider the question of operating and maintenance funds in view of increasing development of park land and open space. II. Bob Crockett reported on Capital Improvements Bob reported in general there is an outstanding program for the next few years. A. Under Capital Improvements, the Board recommended that the Council request the Mayor to communicate with Duane Woodward their support regarding the Sweepstakes Bill for him to urge the Senate to adopt House Version HB 1596. Was adopted by majority B. Attach copy C. Bob Crockett asked H. R. to consider increasing expenditures by staff for 1977. H. R. reported that because of staff demands and time, it was hard to develop more areas this year. D. One consideration presented was to purchase land which requires minimal time and staff. E. Evaluate the operating and maintenance needs for future programs. III. Dwain introduced Howard Alden, President of the Greenbelt Association. These were some of his recommendations: 1. Council and Manager needs to make a decision on operating and maintenance regarding open space. 2. Advisory Board needs to make a recommendation to Council. 3. Land acquisition needs to be.part of Parks and Recreation Capital Improvement Program. 4. One person from Advisory Board attend the Greenbelt Board meetings. Bob and Charlie will attend. 5. The Board made a recommendation to Council on Open Space. Motion was made by Dwain Miller. 6. The Board recommends that Council should consolidate the Open Space Program under the direction of the Parks and Recreation Director, which would include: 1. Planning 2. Site selection 3. Land Acquisition 4. Development 5. Operating and maintenance Adoption unanimous. IV. Programs 1. Ken Nelson will be on programs committee. 2. Tom Frazier said there is one new program planned for this summer. "Drop in Basketball" at Martinez Park, which is to be a family activity during the evenings. 3. Didn't see an increase in fees for next year. 4. Swimming pool will be closed 2 weeks for cleaning and minor repair work. Repainting pool is not scheduled at this time. Painting will probably be done this fall. V. Will have_a meeting June 28th, 7:00 P.M. at the Community Center, 145 E. Mountain Ave. Meeting was adjourned.
