HomeMy WebLinkAboutParks And Recreation Board - Minutes - 09/27/1977PARKS AND RECREATION ADVISORY BOARD Minutes of Meeting September 27, 1977 The regular monthly meeting of the Parks and Recreation Advisory Board was called to order by President Bob Crockett on Tuesday, September 27th at 7:15 P.M. Previous month's minutes were approved. OLD_ BUSINESS: Eldon Chent is re -assigned to the Public Relations sub -committee Capital Improvement: Bob Crockett asked about the cost of accelerating the spending for Rolland Moore Park. Revenue projections for housing units in 1977 is $339,000.00 (1,400 units) or $120,000 in revenue more than planned. 1,200 units are planned for 1978. A request has been made by this committee to see cost projections for operations and maintenance far enough ahead so that decisions to build can be made more intelligently. Planning and Acquisition: Dwain Miller's report with results from city survey, was distributed. Advisory Board members and staff were asked to give reactions at later meeting. What does the survey tell us? Which results are good recommendations: [,That can be acted upon? Chuck Mayhugh and client will prepare a conceptual sketch of property at Cunningham Corner with input from Planning and Zoning Board and Parks and Recreation staff, concerning building facilities on a lease -back program to city; e.g. ice arena, indoor pool and tennis courts. Randy Balok reported on current and pending land acquisition: 1. West Neighborhood Park - 9 acres - under new ownership; BOR grant is available for purchase of property. 2. Alta Vista Park - BOR applications have been approved for two federal grants for the play area, one for property acquisition and one for developing. 3. South of Rolland Moore Park (along Spring Creek) - seven (7) additional acres with 29 additional acres over 3 years at $1,000 an acre would bring Rolland Moore Park to total of 105 acres. 4. Suitts property - 50 acres across from Flatirons donation (Riverbend area) is for sale at $1,800 an acres; this property has access to Mulberry and will tie into Flatirons property. No decision as yet by City Council. 5. Ditches north of Rolland Moore Park - 11 acres between two irrigation ditches; negotiations are in process; area will be useable as trails to Rolland Moore and then to Spring Creek. 6. Woodwest - with newest filing, developers have to provide for detention ponds. Three acres will be available at no cost to city, possibly as a neighborhood playground, with one acre serving as an active area. 7. Near Beattie School - possibility of 10 acres to serve as detention pond; no cost to city for the land. . 2. • 8. Additional properties being looked at - south of Collindale and also property south of Warren Lake. 9. Bike lane and trail - looking into using easement land under power line and along railroad - vicinity of Timberline Road and Edora Park. 10. Lindenwood area - possibly looking at proposed park sites in Lindenmeier area, and also southeast of there. 11. Flatiron property - additional property donations north and south of Flatiron land could be coming in 2 to 3 years, rather than 6 to 8 years. Public Relations: A suggestion was made to distribute a map of all city parks, along with recreation program brochure to newcomers via Welcome Wagon. According to H.R., the Department could underwrite cost of maps. Chuck Mayhugh suggested approaching the new insurance company's home office to give out to their new employees. NEW BUSINESS: Review of Budget: According to H. R. Phillips, proposed operating and maintenance budgets were well received by Council. Budgets were prepared using the zero -base budget system with service level #1 representing 75% of 1977 budget. Most departments had three service levels; some had five. Service level analysis gives services available for certain number of dollars. It was decided that this Advisory Board would be sub -divided to look at three budget areas. They are - FORESTRY PARKS: RECREATION Ken Nelson, Chairman Chuck Mayhugh, Chairman Donna Beard, Chairman Eldon Ghent Charles Basham David Philips Dwain Miller Irene Toliver Bob Crockett Written recommendations will then be presented to City Council prior to the October 18th hearing. STAFF REPORT Jim Roberts was introduced as the Administrative Aide for Parks and Recreation Department. His duties will include work on swimming pools, tennis, cemeteries, assessments, etc. A letter from Bob Morris, Division of Parks and Outdoor Recreation, was read asking for support for purchase of land, adding to Lory State Park. This additional land will provide trails that would connect Horsetooth Mountain and Arthur's Rock. A motion was made by Chuck Mayhugh and seconded by Eldon Ghent that this Advisory Board send a letter endorsing the land purchase to State legislators and the State Park Board. Motion carried. H. R. Phillips reported that bids have been accepted on Lee Martinez and Buckingham Parks for shelters, restroom and plaza. Sewer is in at Buckingham. i 0 3 Election of officers was held; they will hold office through June 30th. Meeting adjourned at 9:30 P.M. Due to holidays, November and December meetings will be scheduled November 15th and December 13th.
