HomeMy WebLinkAboutParks And Recreation Board - Minutes - 10/01/19800 FORT COLLINS PARKS AND RECREATION DEPARTMENT PARKS AND RECREATION ADVISORY BOARD MINUTES - Special Meeting: October 1, 1980 The meeting was called to order at 5:40 P.M. REVIEW OF THE NEIGHBORHOOD PARK CONCEPT AT ROLLAND MOORE COMMUNITY PARK Superintendent of Planning and Open Space, Randy Balok, presented the staff report. He stated that City Council and Management had requested potentially developing a portion of Rolland Moore Community Park as a 'neighborhood park concept' in 1981. The Parkland Fund budget has $70,000 appropriated in 1980 for preliminary design work/engineering and $92,000 in 1981 for some actual construction work. The consulting firm of ZVFK was hired to prepare the development plan. The Plan, as presented, is divided into three phases. These phases are consistent with the Master Plan for eventually developing the Community Park, as previously approved. Since no large amount of money is available to complete the community park, it was determined to at least get started with this neighborhood concept. Phase I will cost $236,000 - Phase II will cost $140,000; and Phase III will cost $166,000. Board members then discussed this proposal. Among concerns expressed: too low of a percentage of landscaping in certain areas; ability to provide adequate maintenance; not happy about developing a 'neighborhood concept' because this is a Community Park and should be developed as such; Management and Council may not be aware that a neighborhood concept does not meet the needs for the City developing this park; political reality of the situation may dictate what happens; a softball complex is still the most needed development in the park. In general, the Board agreed that the plan as presented by staff, is good, but it is not what is needed. On a motion by Charles Basham, seconded by Charles Mayhugh, the Board voted 5 to 1 (Sheppard dissenting), the following: "The Rolland Moore Park site should be developed according to the approved Master Plan as a total Community Park, and the development should begin as soon as possible. The City should utilize creative financing to build the park, which could even mean a bond issue. Money should not be spent at Moore Park on a neighborhood concept. Parkland and neighborhood park funding should be spent at other neighborhood park sites, if a neighborhood park is desired". Staff concurs with the Advisory Board that it would be most desirable to be able to construct the entire Community Park, as originally planned. However, since total adequate funding is apparently unavail- able for this purpose, the 'Neighborhood Concept' as presented tonight, is a positive step towards the final goal.
