HomeMy WebLinkAboutParks And Recreation Board - Minutes - 02/23/1982FORT COLLINS PARKS AND RECREATION DEPARTMENT PARKS AND RECREATION ADVISORY BOARD MINUTES: Regular Meeting - February 23, 1982 The meeting was called to order at 7:05 P.M. by Chairman Mike ImMasche. The minutes of the regular meeting of January 26, 1982, were unanimously approved as submitted, on a motion by Frances Bujack; seconded by Mary Elson. Poudre Area River Concept Presentation H. R. Phillips introduced John Dewhirst, Sherry Albertson -Clark. .and Ken Waido from the Planning and Development Department. John briefly explained the back- ground of the Poudre Area River Concept (PARC), and then showed a slide presen- tation prepared by students at C.S.U., and distributed Volumn I of the written report to Board members. Generally, the concept covers 2 square miles from Taft Hill Road to Colorado 14/Lemay. John and Sherry then presented supplemental slide information, explaining their method of collection, more specific data, a variety of recommendations, and generally the relationship of the river to all types of recreational activities/experiences. The City Council saw this presentation several weeks ago, and they are very ex- cited about the concept. John then asked Parks and Recreation Board members to review the written report, and to provide any input to the Planning Department as soon as possible. Board members asked several questions and made various observations and comments. The Board basically is also very excited about this concept. Naming of New Community Park Staff members originally suggested naming the new Community Park site to the south "Fossil Creek Park"; however, several individuals in the area have ex- pressed concern with that name. The Board proceeded to discuss this issue. Frances Bujack noted that the historic preference for naming the park after Fossil Creek should be our priority. The Board decided to delay making a decision until the next meeting, and they will think about a variety of names until then. Dogs in Parks At the request of Frances Bujack, this item was placed on the Agenda. Frances said she would like to completely ban dogs from parks, especially City Park. She said one day last weekend she personally observed 35 loose dogs in the park, which created a hazardous situation to children and older adults. Mike ImMasche and H. R. Phillips responded that there is an existing 'leash law' but that enforcement of the law is the key issue. The Police and Animal Control people basically will enforce the law if it becomes evident to them or a serious problem results. Frances said the leash law is a sham, if it is not enforced. Children can be bitten and older people annoyed and knocked down. -It was requested that H. R. Phillips talk to Chief Smith about his perceptions of this issue, and report back to the Board. Park Concessionaires/Hawkers Rules Jean Helburg reviewed her memorandum to the Board regarding Park Rules and Regulations as it pertains to Park Concessionaires, Hawkers and other organ- izations. The City contracts annually with a concessionaire to vend in the summer months from established stands located in City Park at the ballfields, train and outdoor pool, and at Lee Martinez Park ballfields, Edora Park ball - fields, Spring Park ballfields„ and in 1984 at Moore Park ballfields. The problem is that many new people have taken out Hawkers licenses, and set up their portable stands near our established stands. The City receives a per- centage of our concessionaire revenues, but nothing from hawkers. Therefore, we have asked them to leave the park. We also reason that hawkers are a bother to park patrons. After thorough discussion, the Board unanimously voted on a motion by Jan Sheppard, seconded by Chuck Solano, to support the staff's recommended policy banning all hawkers from the boundaries of any city parks, unless they are under contract. In addition, service organizations must obtain a Park Permit to sell on a special event basis (i.e. July 4th). Review of Department Issues Chairman Mike ImMasche received a memorandum from the City Manager asking him to help identify issues of concern to the Board as it affects Parks and Recreation in the coming years. Jerry P. Brown contacted Mike, and discussed a response submitted by staff. Staff identified the issues of - 1) lack of recreation facilities south of.Mulberry/recreation program delivery; 2) expansion of the 25 mile trail system and the purchase of additional open space; and 3) quality of maintenance. OTHER BUSINESS H. R. Phillips updated the Board on the progress of City Park, the Edora Park Bid (approximately March 1st), the Moore Park Bid (approximately April 1st), and additional Trails Bids. - Jean Helburg talked about the Indoor Pool. - The Board reviewed, with regret, the letter of resignation from Wes Sargent.
