MINUTES: Regular Meeting - April 27, 1982 .CITY CLERK
The meeting was called to order at 6:37 P.M. by Chairman, Mike ImMasche.
Board members Ken Nelson and Jan Sheppard called informing us that they cannot
attend tonights meeting.
Chairman ImMasche introduced new Board member, Dave Adamson, who was appointed
until July 1, 1984, replacing Wes Sargent.
The minutes of the regular meeting of March 23, 1982 were unanimously approved as
submitted, on a motion by Frances Bujack; seconded by Bob Aukerman.
MOVIE - "IS WINNING EVERYTHING"
Dave Mosnik, Sports Recreation Supervisor, Terry Keith, Youth Sports Recreation
Specialist, and Donna Iverson, Recreation Specialist, presented to the Board a
Barton -Cox, Jr. film entitled "Is Winning Everything". The movie theme was
philosophy of youth sports. After the movie, there was a question and answer
session. In Fort Collins we stress not to pressure kids, not to discourage
players, and emphasize the positive social and athletic aspects of sports. Dave
Mosnik distributed to Board members our 'Youth Sports Coaches and Officials Manual",
which was prepared by Donna Iverson. Many other cities, both in and out of Colorado,
have requested information about our program. On Wednesday, May 12th, we will be
hosting a CARA (Colorado Association of Recreational Athletics) Youth Sports Clinic
at the Lincoln Center.
STATUS OF INDOOR POOL
H. R. Phillips reported that the Council approved $50,000 in emergency repairs at
the Indoor Pool, which are being completed at this time. The pool will be closed
for a total of three weeks, and should re -open next week. Some items are still
on 'order' and won't be finished for awhile, but we shall re -open anyway. Overall,
things are progressing well. Last week the Council approved an additional
$100,000 for 'pools', but at this point in time we are not certain what the money
is to be used for.
1982 BUDGET CUTS AND HIRING FREEZE
Distributed in Agenda packets for Board information, were memos by John Arnold
on "Budget Cuts" and the "Hiring Freeze", as well as copies of our 1982 economy
plan budget cuts by detail showing items cut, amount of cuts, and harm. Total
direct cuts equal $81,000 thus far, with more money cut through overtime reductions,
fuel reductions, and the full-time employees hiring freeze. H. R. stated that
we can live with these cuts.
1983 BUDGET
Jerry P. Brown explained the methodology for preparing the 1983 Budget. We will
be limited to the 1982 approved amount (after economy plan budget cuts) which
equals a base of $2,349,771 in the General Fund, for Administration, Forestry,
Parks, Planning and Open Space, and Recreation. The budget will include an
'inflation/deflation concept', whereby supplemental requests for over the base
amount can be added, if the economy gets better, and conversely, up to a 5%
identified decrease will automatically be subtracted from the base should
economic conditions worsen.
OTHER BUSINESS
H. R. reported on the status of the Community Parks: (1) Moore Park bids were
opened last week, with the low bid submitted by Afcon for $2.3 million. High
bid was $3.2 million, and our Engineer's estimate was $2.8 million. Construc-
tion could begin approximately June 1st, and should take 500 working days to
complete. (2) Edora Park work has begun on schedule. We should be completed
in July. (3) City Park work is two weeks ahead of schedule. We are having
some trouble with the ballfield bleachers, getting City approval for nationally
accepted standards. We will hopefully be completed around Memorial Day.
H. R. reported that the construction of final segments of the trails connecting
the Poudre with the Spring Creek (Mulberry to Prospect) will begin soon; and
that portion of the Spring Creek Trail at Lemay would soon be completed, now
that we have secured all of the rights -of -way. By Fall, we should have 12
continuous miles of paved trails from Taft Hill Road along the Poudre to Spring
Creek to Moore Park.
H. R. stated that the story in tonight's Coloradoan regarding Huidekoper Park
was misleading. The School Board simply reviewed the proposed blaster Plan for
the Park adjacent to Lincoln Jr. High School, that was shown to the Board on
January 26, 1982. No commitment to development was made until money becomes
available and the City agrees to begin. The park site is presently located
out of the City boundaries, and existing City sites have first financial priority.
- Jerry reminded the Board that the terms of Bob Aukerman and Ken Nelson expire
July 1st, and if those two are interested, they must re -apply for membership.
- Jerry discussed the memo on the Warren Park and Moore Park ceremonies, and
invited all Board members to attend.
- H. R. distributed Quarterly Reports.
The meeting was adjourned at 8:07 P.M. on a motion by Mary Elson, seconded by
Ann Schroeder. Passed unanimously.
