HomeMy WebLinkAboutParks And Recreation Board - Minutes - 05/01/1985• CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT Parks and Recreation Board MINUTES: Special Meeting - May 1, 1985 The meeting was called to order at the Northside Aztlan Community Center at 6:40 p.m. by President Bill Loy. Board Secretary Mike ImMasche called to say he could not attend. President Loy appointed Vice -President Cathy Mulcahy to be acting secretary for the meeting. nda Review: No change to the printed agenda. Citizen Participation: No citizen participation. Northside Aztlan Community Center Renovation and Gymnasium Floor Resurfacing Projects Jerry P. Brown updated the Board on the prior meetings concerning this project and why a special meeting was called. The complete report from the consultant, as well as the staff report summary, were distributed to Board Members last Friday. Jerry stated that staff still recommends the "medium fix" as the most cost effective and logical alternative for renovation. He explained the options available to the Board, reminding them that budget limitations were the primary problems in the past. Project Manager Ted Rutledge reviewed the history and need surrounding the facility, and why a consultant was needed. The original scope was for designing expansion, the feasibility of expanding, the soil concerns, and working toward recommendations for final design of building expansion. Safety is the major objective. Additional storage is also needed. Essentially there are three approaches to renovation: 1. The band -aid fix; 2. The medium fix; 3. The big fix. The consultant has recommended the medium fix which should stabilize the life of the building. Consultant Bob Sutter discussed the technological elements of the building and the possible solutions, including the mechanical system, new roof, gym floor and all other modifications, which have been addressed and added to the medium fix. Mr. Sutter said if we choose to go with the big fix for $550,000, we might as well ask for more money and actually build a new center. The medium fix has the highest probability of success while being most cost effective. He then went on to explain the foundation and soil conditions, settlements and voids, structural failures, where bedrock is located, the potentials of methane gas, etc. He stated that the methane gas impact is minimal, as verified by Health Department testing. Mr. Sutter then explained the proposed stabilization process, including the alternative of perma-jacking (a thick low -slump type grout injected under pressure) to bedrock 14 feet to 16 feet below surface, steel rods, beams, etc. Bob said that there are two existing conditions of bedrock under the main frame and nowhere else, with the footings on grade. The destruction in settlement has caused the gym floor to drop Parks and Recreation Board Special Meeting--2 and it will fail eventually. In response to a question, he said that in all prior correspondence, he could find no evidence of irresponsibilities. Most destruction is limited to the slab. He then asked the Board to not take a doomsday attitude. He explained the big fix and again why he is recommending the medium fix. Basically we will underpin all structural walls to upgrade the structure. Bill Loy asked about the departmental long-term goals. Jean Helburg responded that the City is always looking ahead. If this center closes, we would hope to open something else new in the north side of town. She reminded the Board, after another question on the poor condition of city buildings, that both of our facilities (Northside Aztlan Community Center and the Indoor Pool) were originally built with limited funds. Ann Schroeder said she wanted to know more about the finances. Fran Bujack said we could borrow from the Parkland Fund or Lottery Fund. Jerry responded that the $260,000 is available from existing City Capital funds and Energy funds. All money over that amount should come from City General Capital, and we should not reroute the money from neighborhood parks or open space funding sources. David Shands left the meeting at 8:00 p.m. because of a prior appointment. Fran Bujack left the meeting at 8:15 p.m. also because of prior commitments. Councilman Horak also left early. There were many questions, answers, and comments. Among those, Bob Aukerman stated he supports the consultant/staff recommendation of the medium fix as logical and cost effective. Bill Loy feels maybe we should recommend a new building to Council. Chuck Solano said if we move the center, we will lose the reason it was intended for originally: to provide for the lower socio-economic population. Cathy Mulcahy agrees with staff on funding. She feels it is a City/Community responsibility to pay for this project. She also agrees with Chuck in that the Center should be where it is. She also supports the consultant recommendation on the medium fix for the renovation. At the last meeting on April 23, the Board voted 7:1 to recommend to City Council that the Board endorse the $260,000 (medium fix) renovation project, but asked that Council consider somehow funding the full $550,000 for maximum (big fix) renovation, even if it takes two years worth of funding sources to accomplish it. Bob Aukerman made a motion to now recommend the medium fix ($260,000) and because of growth and need, to take the additional money estimated for the big fix (approximately $300,000) and apply it into expansion because of life expectancy of the buildings to make the facility right. Chuck Solano seconded the motion. Ann Schroeder asked if we could table the motion until other engineers have a chance to discuss the probable methane gas situation. Karen Schubert is not in favor of the $300,000 for expansion, but does favor the medium fix. Karen then made an amendment motion to delete the $300,000. Ann Schroeder seconded the amendment. The Board voted 3:3 on the amendment, which failed. The original motion is still on the floor. Parks and Recreation Board Special Fleeting--3 Chuck Solano withdrew his second and Bob Aukerman withdrew his motion. Bob Aukerman then made a motion that the Board STRONGLY recommends the medium fix of $260,000. Chuck Solano seconded the motion. The Board voted unanimously (6:0) to approve the motion. Bob Aukerman made another motion that the Board also recommend expansion of the Northside Aztlan Community Center, as detailed in the consultant report for $312,000 with the funding coming from the City Capital General Fund in order to meet the original expectations, and because of growth and need, etc. Chuck Solano seconded the motion. After further discussion, including the statement by the consultant that the medium fix should stabilize the structure for up to 30 years, and an expansion addition would last up to 40 years, so any expansion should be done within the next five years or not at all. The Board voted 4:2 to approve the motion, with Ann Schroeder and Karen Schubert voting no. Karen said she feels the concept is right, but the site is wrong. Ann agreed. Bill Loy later requested that staff for a joint meeting of the Board discuss expansion of Northside. Corridor Alternatives Resort Update prepare a letter to Council asking and Council, or a worksession, to Jerry re-emphasized the report on corridor alternatives previously distributed and requested that if any individual Board Member has any input that they should contact the Planning Department or Councilman Ohlson or Stoner as soon as possible. We will also discuss it as a topic at the next Board meeting. Other Business - Staff distributed the draft of the minutes of the April 23 meeting for approval at our next Board meeting. - Staff previously distributed copies of a report on development of neighborhood parks, which will also be a topic at our next Board meeting. - Bill Loy shared the letter from Mayor Rutstein on Board involvement with the Poudre River Trust and Art in the Parks.
