A regular meeting of the Liquor Licensing Authority was held on December 16, 2002 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated that Teresa Ablao, Assistant City Attorney, has reached a stipulation
agreement that will be presented prior to the manager registration o£Jon Osell as Manager of Bottom's
Up Bar Service.
Show Cause Hearing for LaCosta Grill,
185 North College Avenue, Order Signed
Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee was
Present to answer questions. She stated the Licensee has agreed to a 10 day suspension, with 5 days
actually served and 5 days held in abeyance for 1 year for after hours consumption and purchasing more
than $500 of alcohol beverages at retail.
Jesus Gonzalez, representative for Azteca Mexican Restaurant of Wyoming, Inc., the Licensee, stated
he understands the details of this stipulation agreement.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for LaCosta Grill, 185 North College Avenue.
Registration of Jon Osell as Manager of
Bottom's Up Bar Service (Senior Center). 1200 Raintree Drive, Approved
Mr. Osell briefly described his background. He currently manages Bottom's Up Bar Service and trains
the cart servers. He is taking the TIPS program. Mr. Osell has had no issues with sale of alcohol and
stated they have a training manual that they review with each new employee. He added this is a mobile
bar service and he and Kevin are the only key holders. Mr. Osell stated he would terminate an employee
that violates the liquor code though he has not had to discipline any employees for any liquor violations.

Judge Lane approved the registration of Jon Osell as Manager of Bottom's Up Bar Service (Senior
Center), 1200 Raintree Drive.
Transfer of Ownership of Harmony Liquors, 115 East Harmony Road, #100,
from Bong Ok Hwang to Huy Lai Corporation. Approved
Tristan Tran, representative for the Huy Lai Corporation, stated he received training from the City of
Lakewood and he would like to take training here. He has two new part-time employees with whom
he has reviewed his notebook. He added the previous owner did not have a training manual. Mr. Tran
stated he cards patrons that appear under 35. He does not have the liquor code on premise.
Judge Lane approved the transfer of ownership of Harmony Liquors, 115 East Harmony Road, #100,
from Bong Ok Hwang to Huy Lai Corporation.
Hearing on a New Application from T.E.H. Enterprises, Inc., for a Beet and Wine License
at Boomer's Beef, 634 South College Avenue. Approved with Condition
Tony Emerich was sworn in and stated he has been in the restaurant business for 27 years. He briefly
described his background and training and stated he has received TIPS training. He has not had any
training on Colorado liquor laws. Mr. Emerich stated they have five employees and if either owner were
not present, the manager would serve the alcohol. He stated the liquor storage will be locked and only
the owners and manager will have a key. Mr. Emerich stated food sales will be far more than beer and
wine sales and i.d.'s are checked when the beer is ordered at the counter for anyone that appears to be
under 30 years old. He stated he is familiar with the signs of visible intoxication and that he does not
have a copy of the liquor code on premise.
The Judge accepted the petitions and marked them as Exhibit 1. Mr. Emerich briefly explained the
petitioning process and stated he witnessed all the signatures.
Mr. Emerich stated he has not made an appointment to attend training offered by Officer Younger.
Judge Lane adopted Resolution 2002-21 approving an application from T.E.H. Enterprises, Inc., for
a beer and wine license at Boomer's Beef, 634 South College Avenue, conditional upon training received
by the owners and the manager. The training should be specific to selling liquor in the state of Colorado.

for a Hotel -Restaurant Liquor License at Mulligan's Food and Ale,
2439 South College Avenue. #C-1. Approved
Alix Joseph, attorney representing the applicant, stated they are ready to proceed. Greg Gondrezick was
called and sworn in. Mr. Gondrezick stated he is the owner and president of the corporation. He stated
the restaurant opened in August of 1990 and has not had any liquor code violations. Mr. Gondrezick
briefly described the current premises and the training provided for employees. He has his own training
manual and has received training from the liquor enforcement officer. Mr. Gondrezick stated that most
of his customers are post -college age.

Michael O'Brien, 600 Dartmouth Circle, was sworn. He stated he has a need and desire that this license
be granted.
Don Uhel, 121 Dartmouth, was sworn. He stated he has a need and desire that this license be granted.
George Gondrezick was sworn. He stated that he recently joined as an equal partner. Mr. Gondrezick
stated has not had previous experience in the sale and service of alcohol but has attended training that
employees have received. He stated that he has a copy of the liquor code on premise and estimated
food sales to be 40-55% of gross sales.
Valerie Gondrezick was sworn. She stated that she is the current manager of Mulligans at 2439 South
College Avenue.
Max Scott was sworn and submitted the petitions, which were marked as Exhibit 1. He briefly
described his experience with petitioning and stated the contract specifically states they do not
`guarantee' the outcome of the petitions.
Ms. Joseph requested the Judge grant the liquor license, noting the applicant is of good moral character.
Judge Lane adopted Resolution 2002-26 approving an application from Mulligan's, Inc., for a hotel -
restaurant liquor license at Mulligan's Food and Ale, 2439 South College Avenue, #C-1.

Alix Joseph, attorney representing the applicant, stated Mulligan's, Inc., is ready to proceed.
Judge Lane took notice of the previous character testimony.
Mora Winkel, 4307 Kingsbury Drive, stated there is a need and desire that this license be granted.
Greg Gondrezick was sworn and briefly described the new premises. He stated it will be casual fine
dining and food sales is expected to be 50-55% of gross sales. Mr. Gondrezick stated that the seating
capacity will be approximately 200, not including the patio. He stated he will use the same training
program as the Mulligans on College and will have four assistant managers on the floor at all times. Mr.
Gondrezick stated he has a zero tolerance for liquor code violations; employees in violation of the liquor
code will be terminated. Mr. Gondrezick submitted a diagram of the final design.
Max Scott was sworn and briefly described the petitioning process.

days held in abeyance for 1 year.
Eric Rabinowitz, representative for E. Davis, the Licensee, stated he understands the details of this
stipulation agreement.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for The Starlight, 167 North College.
