P. Kelly Steve Roy, City Attorney Becky O'Donnell Ann Azari, Council Liaison Meeting was called to order by Gary Wells at 5:35 p.m. A motion was made to accept the February minutes. Motion was accepted by all members present. The March HRC meeting will focus on the police citizen review process. Only the subcommittees with updates will be reporting on their status. Human Relations Award As of March 12th, the HRA has received 1 response from the public for nominations for the Human Relations Award. It was agreed that in order to expedite the process, the members of the HRC will place phone calls to organizations on the mailing list, as well as resubmitting the press release - with follow-up to the Coloradoan and Triangle Review. The new due date for the nominations will be April 8th. Becky will provide the members with the mailing list of organizations, along with extra nomination forms and flyers. CED Linda will be in charge of presenting the "Voices" program to the City of Fort Collins Employee Development Department. Interest in the translation of forms project has increased in the City departments. Several departments are requesting that their forms be translated into various languages. However, the program will translate forms in three languages: Spanish, Arabic, and Chinese. Some department representatives noted concern for the accuracy of the translation. The CED will try to find persons within the City and/or community who might be able to translate Spanish, a suggestion of contacting Andy Gavaldon at the Public Defender's office was recommended. • HRC minutes March 1992 page 2 Police Report The Health and Safety Committee met to discuss the recommendations that were submitted by the HRC. Ann indicated that the Health and Safety Committee would like the HRC to revisit this important issue. The committee would like a consensus from the HRC on what process they would recommend to the Health and Safety Committee. City Attorney, Steve Roy provided the HRC will the following City Charter regulations: ■ City Charter requires City Manger to make final employment decisions. ■ City Charter hinders City's ability to defend disciplinary decisions when there is a significant difference of opinion between the HRC and the Chief as to the appropriate discipline. ■ Meetings held on personnel/discipline must be closed to public unless the employee(s) waive closure. Complaints cannot attend closed session except to provide their own testimony/comments. The HRC spent several hours discussing different options on what role the HRC should play in the citizen complaint process. The final option selected by the HRC will be sent to the Health and Safety Committee. Meeting is adjourned at 7:45 pm. Gary Wells, Chair Rudy Garcia, Secretary
