HomeMy WebLinkAboutHuman Relations Commission - Minutes - 11/10/19940 HUMAN RELATIONS COMMISSION MINUTES Regular Meeting - November 10, 1994 Council Information Center, City Hall West 5:30 - 7:00 p.m. Council Liaison: Ann Azari Staff Liaisons: Jaime Mares Gabe Serenyi A regular meeting of the Human Relations Commission was held on November 10, 1994, in the Council Information Center, City Hall West. HRC Members present: Rickie Calkins, Letty Coykendall, Tim Dolan, Bob Lank, Shari Olson, Rick Payne and Ramona Robertson. HRC Members absent: Linda Beardsley and Man Oberoi. Guests present: Lu Fisk, Commission on the Status of Women and Lt. Deryle O'Dell, Police Services. Staff Members present: Jaime Mares and Gabe Serenyi. I. Meeting was called to order by Rick Payne, Vice -Chair, at 5:35 P.M. A motion to approve the minutes of the regular meeting of October 13, 1994 was made by Rick Payne. The motion was seconded Shari Olson, and approved by the HRC. II. Subcommittee Reports Committee on Executive Delegation. Bob Lank reported that the sub -committee had met on October 28th to discuss the 1995 Work Plan, and to discuss follow-up on the issues of the appeal process for human rights complaints and the proposed letter to the Chair of the Poudre R-1 School Committee. Bob had discussed the appropriateness of sending the letter to the school board with Mayor Azari. The Mayor had a concern about getting involved in school board politics, and suggested that the Chair be invited to an HRC meeting during which HRC members could discuss their views and concerns. On the topic of the appeals process for human rights complaints Mayor Azari suggested that the HRC invite one of the City attorneys to an HRC meeting and get his/her input and suggestions. Jaime Mares had also given Bob Lank a copy of the Colorado Civil Rights Commission appeals procedure, and suggested that that procedure could be used or adapted by the HRC. Rick Payne suggested that it may be a better idea to invite either the Superintendent or the Assistant Superintendent to an HRC meeting rather than the chair of the school board because those individuals have more continuity with the school system. Rick also stated that he was disappointed at Mayor Azari's recommendation that the letter to the Poudre R-1 School Board not be sent out. Rick Payne made a motion to approved the CED 1995 Work Plan. The motion was seconded, and approved by the HRC. 0 0 Human Relations Commission November 10, 1994 Page 2 Human Resource Grants Committee. Shari Olson reported that the Committee had made its final recommendations to the Community Action Board regarding the allocation of funds to those organizations requesting support. Shari had spoken with Mayor Azari regarding increasing the City's contribution of funds. The Mayor had indicated that the City will probably increase its contribution to the CAB by 3%. Rick Payne asked for a discussion of the 1995 Human Resource Grants Committee Work Plan. No changes or additions were suggested, and the plan as presented was approved by the HRC. Police Subcommittee. Rick Payne reported that Lt. O'Dell had agreed to join the next meeting of the Police Subcommittee to discuss current issues. Rick also encouraged HRC members to go on Police ride-alongs. Rick asked for a discussion of the Police Subcommittee Work Plan. No changes or additions were suggested, and the plan as presented was approved by the HRC. Diversity Subcommittee. Rickie Calkins suggested that all subcommittees should include as part of their goals and work plans the commitment to cooperate and work closely with Alma Vigo -Morales, the City's new Human Rights Officer. HRC members felt this would be an appropriate goal for the entire HRC, and should be included in 1995 Work Plan. Rick Payne asked for a discussion of the 1995 Diversity Subcommittee Work Plan. No changes or additions were suggested, and the plan as presented was approved by the HRC. Human Relations Award. Subcommittee chair Tim Dolan indicated that a heavy load of business commitments had prevented him from developing a 1995 Work Plan for the subcommittee. Rickie Calkins made the suggestion that the language from the 1994 Work Plan be used since no significant changes were planned. The text from the 1994 Work Plan was read to the HRC, and adopted without changes for the 1995 Work Plan. At this point Rick Payne thanked all the subcommittees for their hard work and dedication in developing the 1995 HRC Work Plan. Gabe Serenyi was asked to combine all the subcommittee work plans into a formal document and forward it to the City Clerk's Office by the November 30th deadline. HRC members indicated that they did not need to see the final document before it was sent to the City Clerk's Office. III. Old Business Gabe Serenyi reported that the Poudre R-1 Video describing the City's work environment had been found/re-created by the instructor at Poudre R-1 who had worked with the students to develop the video. A brief discussion took place about how to best use the video. The recommendation was then made to view the video before any decisions were made. Gabe indicated he could arrange for the video to be shown in the Human Resources Department large conference room at 4:45 P.M. on Tuesday, November 15th. All HRC members were invited to view the video at that time. Rick Payne requested that a letter be sent to the Rocky Mountain High School teaches to thank him for his efforts on this project.
