Regular Meeting Minutes - April 10, 1980

Meeting called to order at 7:10 p.m, by Chairman Zimdahl. Minutes of 3-13-80
were approved as presented by Secretary Ontiveros.
I. Action Requested:
Mr. Ralph Wilson requested H.R.C. looks into application of local leash
ordinance in relation to wild dogs killing his animals.
Lt. Deryl O'Dell, Fort Collins Police Department (P.D.) explained that the
P.D.'s animal control unit is in charge of reponding to calls of dogs at
large. There is only one Animal Control Officer on duty each shift which
makes it difficult to patrol a big area.
In 1979 - 1980, Mr. Wilson requested 5 times assistance against wild dogs.
Due to the many wild dogs loose, the Animal Control Unit has not been
successful most of the time in solving Mr. Wilson's problem.
O'Dell stated that the Animal Control Unit will continue working with Mr.
Wilson to set dog traps, or provide him with other acceptable means of
catching wild dogs. Individual to contact at P.D. for aid is Adrian
Shutes, Support Services Supervisor.
Action Taken
Chairman Zimdahl will write a letter to Mr. Wilson stating what the H.R.C.
has done and making some recommendations.
II. Action Requested:
Response to issues brought'up to the H.R.C. members at the community meeting
of January 10, 1980.
1. Police grievance evaluation (Ernie Miranda).
2. Problems with wild dogs killing animals (Ralph Wilson).
3. Health clinic with free services to the poor (Mary Whiteside).
4. Trailer Parks which require ownership. Licensing of rental property
(Ginger Gruber 484-5010).
S. Transportation system sensitive to Spanish speaking elderly needs (Ester
Moore).
6. Employment of Chicanos at the City (Ernie Miranda).
Action to be Taken Per Above:
Item 1 H.R.C. subcommittee on Police grievance will be conducting an eval-
uation of the procedure.

Item 2 H.R.C. will send a letter to Mr. Wilson (see above I).
Item 3 To be referred to Dr. Robert Sherwood, Larimer County Public Health
Department.
Item 4 To be referred to Wayne Taylor, Fort Collins Local Housing Authority.
Item 5 Commission will deal with this issue. Rosita informed H.R.C. members
that Transfort bus drivers will be learning basic Spanish this summer
and that Spanish speaking applicants will be given preference for bus
drivers' jobs.
Item 6 H.R.C. will decide by next meeting how much they are going to be in-
volved with this issue.
Chairman Zimdahl will be writing individual letters to all citizens who raised
issues at the January loth Community Meeting. He will communicate to them the
Commission's decisions on the issues.
III. Plan for H.R.C. Meetings in the Community
Commission members agreed not to meet again in the community this year. They
recommended nevertheless that the next H.R.C. tries to schedule Community
meetings prior to setting their goals and objectives for the year, 1981.
IV. Appointments to Larimer County Resource Board
The following individuals have been chosen:
Barbara Jerman, Mary Ontiveros:
Paul Thayer, Don Shoemaker, pending their acceptance.
� _ V. Other Matters:
A. Summary Report of meeting with City Council on Selection and Appoint-
ment to City Boards and Commissions was made by H.R.C. subcommittee
members: Zimdahl, Jerman, Ontiveros.
Ontiveros instructed staff to call a special meeting of all Boards and
Commission Chairpersons to discuss Council's recommendation. Meeting
is to be held as soon as possible.
B. Police Grievance Procedure
Karen Mack was instructed by Chairman Zimdahl to coordinate with Don
Shoemaker and Kelsey Smith for next month's meeting a presentation on
evaluation of police grievance procedure.
VI. Career Development/Affirmative Action Slide Presentation
H.R.C. members saw a slide presentation on what the City is doing in terms
of career development/affirmative action.
Members instructed staff to gather by the next meeting statistical data on
the City of Fort Collins' workforce composition, how it was at the time of
the first Affirmative Action Program and how it is now.
