MINUTES OF OCTOBER 14, 1980 MEETING

Meeting called to order at 4:40 p.m. by Chairman Liebert.
II. Guest speaker
Dr. Gil Carbajal discussed Chicano dropout at PRI. According to
Dr. Carbajal, the present dropout rate of Chicanos is 60% - 70% and
most of it occurs prior to high school grades.
Dr. Carbajal also discussed Chicano values and attitudes and compared
them to the Anglo culture. He stressed that understanding of cultural
differences was essential to better human relations.
The HRC, after listening to the above presentation, made the following
motion intended to tie the presentation with the Commission's goal of
improving the hiring of ethnic minorities by the City of Fort Collins.
Motion by Don Shoemaker
The Chairman of the HRC is to contact the Chairman of the Personnel
Board and inform him of the HRC goal and request his assistance to
meet this goal and input on how both Boards can assist each other.
Motion passed 6 yes, 1 abstention.
Action Requested of Staff
To provide information to the HRC by the next meeting on different
Affirmative Action systems which are presently in use in various
areas of the county and the pros and cons of each system.
Action Taken
Chairman Liebert will contact the City Manager to inform him of the
HRC interests in Affirmative Action.

III. Subcommittee Reports
Handicapped Advisory Board
Beverly Jensen requested that the minutes of that Board be sent to
her. John McGraw, staff, is to follow it through.
IV. Other Business
Barbara Jerman informed that she contacted Lynn Boyer, Director of
Larimer County Human Development Department, and Lynn will be
requesting the City Council that an HRC member be appointed to that
Department's Board as liaison person.
Chairman Liebert requested that bylaws of the County's Human Deve-
lopment Board be circulated to all HRC interested members.
Beverly Jensen reported that the Workathon by foreign students netted
only $1,000. It was not well received by the community as there were
failures on how to work with individuals of different cultures.
John McGraw circulated an article on discrimination brought to his
attention by Ex-Councilmember Arvid Bloom. Mr. Bloom wanted to know
how the HRC felt about the issues raised in the article.
Beverly Jensen mentioned that she was contacted by KCOL for public
relations advertisement for encouraging citizens to apply to Boards
and Commissions, but there was no follow through.
Rosita Bachmann shared information as to the sex and ethnic compo-
sition of the recent applicants to Boards and Commissions (October
advertisement) per information on data sheets.
