Bud Reed Absent Susan Lamb Rosemary Sheridan Staff Jaime Mares I. The meeting was called to order at 4:30 P.M. The May minutes and agenda were accepted as submitted. II. Janet Abbey, Public Information Officer with Larimer County, discussed the County's programs to recognize employees. Annually, County employees may nominate fellow employees in September. Recipients are selected in one of three areas; outstanding service to the public, outstanding service to the County, and supervisory/managerial. A banquet in December is held to honor not only for those receiving recognition awards but for all employees. In addition to the annual awards, the County operates the "Give -A -Darn" program where an employee is recognized every 2 months. Janet Abbey offered to answer any further questions that HRC members might have. III. EEO/AA Committee - Committee members have no report. Jaime Mares submitted a minority status report of City employees. IV. HRC Award Committee - Committee members will be meeting with Lorrie Wolfe and Suzanne Jarboe -Simpson concerning the human service awards in the City and County. There will be further discussion on City employee recognition program. V. CED Committee - Dr. Dorothy Porter has agreed to speak at the northern Colorado HRC's regional meeting. A meeting place is needed since the Lincoln Center is no longer an option. A panel of individuals knowledgeable on education, religion, social service, disabilities, etc., will be invited. The HRC retreat has been issued the following tentative agenda: - Team building exercises - Discussion of general goals, - Presentation of committees' goals - Brainstorming - Election of officers, and - Refreshments. VI. CAB Committee - The Human Resource Committee has completed mission statements and goals. VII. AIDS Committee - Members met with Mayor Kelly Ohlson for direction of AIDS policy for the City. This process will continue through the summer. VIII. Police Committee - Members discussed committee goals with a time frame. The County Sheriff's department does not have a written policy concerning citizen complaints. All citizens should be referred to Undersheriff Bill Thomas. A response will be issued by either Undersheriff Thomas or Sheriff Black. There isn't a timeframe for responding to citizens. IX. Polygraph Committee - Jaime Mares met with City Attorney, Steve Roy on the polygraph policy. Mr. Roy suggested dropping the statement, "The City may terminate employees for refusal to submit to the polygraph or on evidence of deception on the polygraph." A request for a job description of Polygraph Operator was submitted to Police Chief Bruce Glasscock. Polygraph policy is expected to be finalized next month. X. Age Discrimination - According to Ed Gibbs, the Civil Rights Commission now has jurisdiction to hear charges of age discrimination in employment. The commission will begin hearing cases July 1. XI. Bylaws - The final copy of the HRC Bylaws were approved unanimously by the members present. The Secretary has been requested to write a cover letter to accompany the bylaws. Final approval of the bylaws from City Council is needed. XII. Fair Housing Video Tapes - Free shows (video tapes) on fair housing produced by CCRD through HUD Fair Housing Assistance Program grant, are available for lending. The video tapes discuss the responsibility of housing providers to ensure fair housing and the rights of citizens to have fair housing. It was suggested to recommend these video tapes to David Herrera of the Housing Authority. Such tapes could be viewed on City cable. XIII. HRC received a letter from Neil E. Reichenberg concerning the Supreme Court Decision in Wygant vs. Jackson Board of Education. Next month's meeting is July 16, 1986 at 4:30 p.m. The meeting adjourned at 6:05 p.m.
