The meeting was called to order at 4:45 p.m. The August minutes and agenda were accepted as submitted. II. A reminder: If you want your committee to be on the agenda, committee chairs need to call Jaime or Paula 10 working days in advance. III. Bud Reed, of the Police Department, sought clarification of # 7-C of the proposed 1986-87 goals which reads, "Improve general manners of police." David Lipp explained that there hasn't been the best of manners displayed by police in past years, but that the rapport between police and citizens has improved in recent months. He also stated that officers' attitudes are an individual matter often reflecting their personal lives. The police committee has addressed the issue of police/citizen rapport and hopes that the improvement in this area will continue. IV. Committee Reports A. CED Committee on Executive Delegation September 2, 1986 Minutes I. HRC information packet - In response to Dr. McEvoy's request for information regarding the formation of current HRC's the CED will submit a packet of materials relevant to the informa- tion of the Fort Collins Commission. Included in this packet will be copies of the city charter, bylaws, discrimination ordinance and any other materials deemed beneficial. Randy Ross will draft a cover letter to accompany the packet. II. ACIR letter - The Fort Collins City Council received a letter from ACIR Advisory Commission on Intergovernmental Relations) announcing a public hearing on Low Income Assistance Programs. This hearing will be held on September 22, 1986 in Denver. Written testimony may be submitted up until September 30, 1986. • Such hearing will supplement the Commission's study of Welfare which was ordered by President Reagan in his State of the Union address last January. Randy sent copies of the ACIR letter to the agency panelists who were present at the regional HRC meeting in August. Through this means, the information can be relayed to interested citizens in these agencies and organizations. III. Commission on Status of Women - Paula will draft a letter to this commission seeking a joint work project with HRC. The letter is also intended to facilitate communication between the two commissions. IV. HUD video tapes - Free video tapes on fair housing practices are available for lending. These tapes are produced by CCRD through HUD Fair Housing Assistance program grants. The tapes discuss the responsibility of housing providers to ensure fair housing and the rights of citizens to fair housing practices. Randy and Paula will look into the possibilities for promoting and airing these tapes. One suggestion is showing the tapes at Foothills Fashion Mall. The League of Women voters is also interested in viewing the tapes as housing will be one of the issues they research this year. V. Council report - The HRC Annual Report to City Council is due in October. Each committee chair needs to submit a summary of its committee's accomplishments during the 1985-86 year. These reports are to be submitted to Jaime Mares, in Employee Development, by September 17, 1986. VI. Monthly moments with a member (or issue of the month) - Any HRC member may volunteer to report on a particular issue of his/her choice. Presentations are to be no longer than 5-10 minutes. David Lipp will make a presentation in October. B. Police Mary Schultz reported that this committee has started prioritizing its goals and is on target according to its stated goals. C. EEO Paul Loopo and Sam Blanco stated that this committee's work is ongoing and that they hope the committee can present its findings to Council in November according to their proposed goals. 1] D. CAB David Lipp reported that the Human Resources Committee is listening to proposals for Larimer County requests for money. Requests out- number money by $109,000, 45% of total. Allocation will be completed by end of September. Also, these results are likely to change due to further discussion of goals and their re -prioritization. Some Committee members felt that the proposed goals as stated at the HRC August retreat, are too broad and need to be broken down into major categories with subtopics. It was felt that more specificity would make prioritizing the goals easier. An example is: I. Discrimination A. Housing - limited choice 1. Aged 2. Handicapped 3. Single heads of households B. Employment 1. Age 2. Handicapped 3. Sex C. Public Accommodation - transportation 1. Handicapped 2. Aged Susan Lamb also suggested infusing some of the ideas mentioned by panelists at the HRC Regional Retreat with some of our Goals. Members should be prepared to discuss group and prioritize goals at the October meeting. VI. Other Business A. Orientation packet There were no further suggestions for inclusion of additional materials in this packet. For itemized materials already proposed, see August minutes. B. David Lipp reported that Mr. Miller of the ACLU is coming to Fort Collins for a meeting. The date is to be set for October or November. David moved that the HRC co-sponsor a meeting of the ACLU of northern Colorado. Susan Lamb seconded the motion and the vote was unanimous. Further details will hopefully appear in PSA's and/or City News insert of Utility bill. C.
