Brown, Assistant to the Director, and Jackie Rael, Administrative Aide II MINUTES: Regular Meeting -- March 25, 1992 President Bob McCloskey called the meeting to order at 7:05 p.m. Board Member John Barnett and Poudre R-1 Representative Dave Danielson both called to say they would not be able to attend tonight's meeting. AGENDA REVIEW: No changes to the printed agenda. APPROVAL OF MINUTES: The minutes of the regular meeting of February 26, 1992 were approved unanimously on a motion by Mary Ness, seconded by Roger Tarum. CITIZEN PARTICIPATION: No citizen participation. BOLTZ JUNIOR HIGH SCHOOL/PARK MASTER PLAN Park Planning and Development Manager Randy Balok discussed the status of this project with the Board. This will be a joint effort among the City, the School District, Youth Baseball, and the Soccer Association. Civil Engineer Craig Foreman reviewed a drawing of the site with the Board. This plan displays the redirection of the football field to face north -south with the new track built around it. The plan showed two baseball/softball fields and two soccer fields. However, the Soccer Association doesn't have the full funding that they had originally proposed. The City and Youth Baseball are the main participants in this effort, and the project hinges on the School District's decision to move forward. Under the maintenance agreement for Boltz fields, the School District would maintain the grounds for nine months during their usage and the City would maintain it for three months in the summer while we programmed it. The problem that has risen is that the School District's maintenance budget keeps getting cut and they cannot make a commitment on maintenance in accordance with the City's standards. After much discussion, the Board, on a motion by Marilyn Barnes, seconded by Karen Schubert unanimously (6-0) voted to accept this conceptual drawing of Boltz Junior High School Athletic Fields as presented by staff. They recommended that staff proceed with the project, however, the Board is concerned about the maintenance agreement with Poudre R-1. PARAGON POINT PARK Park Planner Leslie Bryson introduced Byron Collins, developer for Paragon Point, and Jim Sell, Landscape Architecture for Paragon Point. The developer is proposing to construct a park and donate it to the City in return for reimbursements of the Parkland fees as they are generated. Paragon Point is Parks and Recreation Board Minutes March 25,, 1992 Page 2 south of SouthRidge Golf Course. This 10+ acre park would be built to the City's specifications for neighborhood parks and the developer would maintain it for the first two years. The original negotiations were for a 3.45 acre neighborhood park, however the developer increased the size to 10+ acres. The total value of this park would be $400,000. This is the first time a developer has proposed to construct a neighborhood park. He wants to use the park as a focal point of the development as a marketing tool. The construction of the park would be in 1993 and the City would take over maintenance in 1995. The Board questioned the liability of the two irrigation ponds that would be adjacent to the park. Byron responded that the ponds would be the Homeowners association's liability and that the City would own up to the ponds. Board Member Marilyn Barnes, who is a realtor with the Group, abstained from discussing this issue because of a perceived conflict of interest. Roger Tarum asked if this park meets the same criteria in the Parks and Recreation Master Plan for neighborhood parks? Randy said that some concepts are outside of the neighborhood criteria, i.e., it will serve neighbors in a one -quarter mile radius; is in the natural flood plain and is on an arterial street; but it will have good neighborhood pedestrian access. Although the park would not be suited for regulation soccer, it could be used for a practice soccer field. K-Lynn Cameron said the concept is a good idea. After much discussion, the Board felt this is an excellent opportunity. On a motion by Karen Schubert, seconded by K-Lynn Cameron, the Board voted to accept the concept of the master plan for the Paragon Point neighborhood park as presented by staff. If negotiations are successful with the developer, staff will return to the Board with a final master plan for their review. The Board voted 4-1-1 (Bob McCluskey, K-Lynn Cameron, Karen Schubert, and Roger Tarum voted yes; Mary Ness voted no; and Marilyn Barnes abstained). OTHER BUSINESS - Jerry P. Brown noted we have one vacancy on the Board due to the sudden death of Mr. Alexander and Council will fill that position in July. However, the terms of Mary Ness and Elery Wilmarth also will terminate in July and they need to reapply if they choose to continue their terms on the Board. Karen Schubert has served eight years on the Board and City's policy by resolution states that a Board Member cannot serve more than two consecutive full four-year terms on one Board. Therefore, we will have at least two new Board members in July. Mary Ness said he already reapplied for his position on the Board. - Jerry reported that at the April Board meeting, the final plan for Prospect Road will be presented and Recreation Manager Jean Helburg will report on the City Council's involvement in human services in Fort Collins. - The May meeting will be the Board's tour of capital projects and facilities starting at 4:00 p.m. Staff is securing a bus for the tour which will last approximately three hours. / Parks and Recreation Board Minutes March 25, 1992 Page 3 BOARD MEMBERS AND SUFF COMMENTS/REPORTS - K-Lynn Cameron spoke to the Women's Commission and received many concerns regarding the senior center site selection. Mike Powers said that this is Council's avenue to allow the people one last chance to talk to them before a final selection is made. - K-Lynn asked if the City is planning any trail activities for the Colorado State Trails Days May 16-17. Park Planning staff will let the Board know at the April meeting. - Marilyn Barnes said after seeing the CSU sign by Moby Arena, she is glad the Board voted no for the scoreboard signs at last month's meeting. - Marilyn went on a tour of the old water works land with the Natural Resources Board last week. She reported that the Natural Resources Board is going to host a workshop for those interested in this area. - Marilyn asked if staff has looked senior center. She said it is an street from the Coloradoan Building, to Recreation Manager Jean Helburg. at the Vineyard Christian Church for a. excellent facility located across the Staff will pass that information along - Bob McCluskey attended the City Council meeting last week where a resolution honoring deceased Board Member Bob Alexander's contribution to the City were recognized by Council. Mrs. Alexander was very touched by this resolution honoring her late husband. - Jackie Rael asked the Board if they wanted to continue exchanging Board minutes with the Natural Resources Board. Several Board members have found these minutes beneficial and desire to continue the exchange.
