HomeMy WebLinkAboutParks And Recreation Board - Minutes - 05/27/1992CITY OF FORT COLLINS CULTURAL, LIBRARY, AND RECREATIONAL SERVICES PARKS AND RECREATION BOARD CITY COUNCIL LIAISON TO THE BOARD: STAFF SUPPORT TO THE BOARD: Jerry P. and Jackie Rael, Administrative Aide II MINUTES: Regular Meeting -- May 27, 1992 Councilman Gerry Horak Brown, Assistant to the Director, Board Members Bob McCluskey, Jr., Karen Schubert, Marilyn Barnes, Roger Tarum, Elery Wilmarth, and K-Lynn Cameron, along with Poudre R-1 Representative Dave Danielson, and Staff Members Diane Jones, Jerry P. Brown, Tim Buchanan, Craig Foreman, Leslie Bryson, and Jackie Rael toured via Transfort several Parks and Recreation projects and facilities starting at 4:00 p.m. Staff Members Randy Balok and Virgil Taylor drove a City vehicle on the tour. First on the tour, the Board visited the 22 acre site for Greenbriar Neighborhood Park, which will be the next park constructed. Park Planner Leslie Bryson showed the Board a conceptual plan for the park. The tour then went to Riverbend Ponds where Manager of Park Planning and Development Randy Balok, and Manager of Parks Virgil Taylor escorted the Board while they walked on the newly constructed 60 ft. boardwalk that was built with funding from a $3,400 grant received by the department as a means of preserving the Prairie Gentian plants that are thriving in the Riverbend Ponds area. The boardwalk was built by volunteers of the Larimer County Youth Services Bureau under the supervision of the Parks staff. Staff also wanted the Board to have a visual focus of where the Timberline Road extension would occur and its effect on the Riverbend Ponds and also to envision the Prospect Corridor. Next the Board visited the Edora Park Restroom and Concession Building that was completed this past month with funding from the Choices 95. The project was described by Leslie Bryson. The Board members then walked to the new Edora East Trail, where Parks Engineer Craig Foreman explained the construction. The tour then visited the Senior Center site selection at Raintree. Recreation Manager Jean Helburg met the Board and showed them a conceptual drawing of the center and a map of the area. Rogers Park was the next stop on the tour. This 8-acre neighborhood park is our newest park. The existing barn on this property was renovated for a shelter. Project Manager Leslie Bryson explained the project, and Virgil Taylor briefly discussed the vandalism issue. The Board then toured the Northside Aztlan Community Center where Jean Helburg explained the projects that were funded with money donated by Anheuser-Busch. Board members and staff completed their tour at the Downtown Community Center, where the Senior Center staff served dinner to the Board and staff. AGENDA REVIEW: No changes to the printed agenda. APPROVAL OF MINUTES: The minutes of the regular meeting of April 22, 1992 were approved unanimously on a motion by Karen Schubert, seconded by Elery Wilmarth. CITIZEN PARTICIPATION: No citizen participation. MINOR LEAGUE BASEBALL UPDATE Jerry P. Brown gave the Board an update on the proposed Arizona Rookie League baseball moving to Fort Collins. He showed the Board a schematic map of the baseball park. This joint private/public project would be situated between Loveland and Fort Collins on 287 west of the old drive inn theater and Resthaven Memorial Garden. The map indicates three phases to the project. Phase I of this minor league park would be the acquisition of the 188 acre parcel of land, developing 75 of those acres. The cost to each of the cities could be shared. City Council has directed the Parks and Recreation Board to look at this project. Jerry read an electronic message received from Mayor Susan Kirkpatrick regarding this project. The Mayor attended a baseball meeting in Grand Junction with organizers from nine other Colorado communities. The memo stated her thoughts about the baseball league coming to our community and the benefits and amenities that would derive from having this rookie league. The Mayor seemed to be favorably impressed. The league is looking at several locations in the Rocky Mountain region and according to Rick Der of the Fort Collins -Loveland Baseball Association, the committee will make its decision by July 1. If our community is chosen, then Council will probably need to act upon this by January 1993. At the next Parks and Recreation Board meeting, the Fort Collins -Loveland Baseball Association will make a presentation to the Board and at that time ask for the Board's recommendation to Council. Marilyn Barnes asked if we could use Lottery money for acquisition of this land. Jerry replied that the City Council has designated Lottery funding for trails and open space. Bob McCluskey attended a baseball meeting a few weeks ago and is also impressed with the amount of information and enthusiasm that has been generated since that meeting. He asked the Board members to think about this project and read whatever material that is available on the project before next month's meeting. K-Lynn Cameron said that although the proposed land for the baseball park is located in the County, the County would not participate in funding because it doesn't fall in the purview of the County's Master Plan for Parks and Outdoor Recreation. Parks and Recreation Board Minutes May 27, 1992 Page 3 SENIOR CENTER UPDATE Recreation Manager Jean Helburg updated the Board on the Senior Center project. She reviewed the Council's meeting last week where they, by resolution, selected Raintree as the preferred site for the senior center. At the next Council meeting, staff will present an ordinance authorizing purchase of the land. Staff will be recommending that the $433,000 for the seven acre parcel be taken out of the project money ($4.7 million). The cut would eliminate the 4-lane lap pool. Council could choose this option or they could choose to use prior year reserves to purchase the land. K-Lynn Cameron said the senior center will be an asset to this community for many years and the pool should not be cut from the project, and asked why staff would ask for less? Jean replied that it would be the financially responsible position to take, and the O&M for the 4-lane lap pool would cost $107,000 annually in subsidy. Poudre R-1 Representative Dave Danielson suggested an agreement with Pulse to use their pool on off hours. Karen Schubert said ideally it - would be great to build the facility with the pool; however, we need to think of this financially. There is a demand for a pool in the southwest area of our community for all users. She also asked if the pool could be added at a later date? Jean said that would be a possibility, but there would be no identified funding for it. OTHER BUSINESS Jerry mentioned the CML conference will be held in Fort Collins June 16 through June 20. The programs that the Parks and Recreation Board might be interested in would be Parks and Recreation: "A Key to Your Community's Quality of Life" on Thursday morning. If any Board members are interested, call Jerry so staff can make a reservation and have a badge made for this session. The session would be free, however, if attending the luncheon, a $75 registration fee plus lunch would be charged individually._ BOARD MEMBERS AND STAFF COMMENTS/REPORTS K-Lynn Cameron stated the Volunteers for Outdoors Colorado will be constructing a 3/4 mile trail at Horsetooth Mountain to Horsetooth Falls June 6 and 7. There will be 150 volunteers on each of these days. If you are interested in volunteering for this event, contact K-Lynn. Bob McCloskey thanked staff for the time they took to tour the Board this afternoon. Jerry thanked Karen Schubert for her eight years of dedication to the Parks and Recreation Board. Karen challenged the Board to continue the high standards for quality facilities for this community. .
