HomeMy WebLinkAboutGolf Board - Minutes - 01/23/19850 • CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT GOLF BOARD MINUTES: Regular Meeting - January 23, 1985 The meeting was called to order at 7:30 p.m. by President Eileen Banks. Board member John Drescher was absent. Therefore, alternate member Al Cavallaro was granted voting status. Photographs were taken of board members during the beginning of the meeting as a part of the City Manager's Office Public Information Program. Agenda Review: No changes to the printed agenda. Citizen Participation: No citizen participation. Minutes: The minutes of the last regular meeting of October 17, 1984, were approved unanimously, as submitted, on a motion by Tom Skillman, seconded by Dick Zubradt. Award of Collindale Snack Bar Concession Jerry P. Brown distributed the report from the Collindale Concession Review Committee to board members. The committee was composed of six people. They were Nan Rubin, Collindale Woman's Golf Association President; Jeff Boulter, Collindale Men's Golf Association President; Board Members Eileen Banks and Dan Preble; Opal Dick from Purchasing; and Jerry P. Brown from Parks and Recreation. The committee originally met in October to formulate the process for the snack bar Request for Proposals (RFP's). Purchasing mailed RFP packets in mid -December. Newspaper stories and ads appeared in both the TRIANGLE REVIEW and COLORADOAN several times. We also mailed letters to every restaurant in Fort Collins. On January 4, there was a pre -proposal meeting at Collindale and approximately 15 people attended. Nine sealed proposals were received by Purchasing, and opened at 10:00 a.m. on January 11. The committee members then individually reviewed each proposal, and separately rated the proposals using total points. Each member provided their independent total to Purchasing, where they computed the results and determined the proposals with the highest four combined scores. These top four were then interviewed by the committee on January 21. Each of the four finalists had 30 minutes to explain their proposal. After the interviews discussion by everyone. Implementation of The Smoking Ordinance Board members read the information provided by staff. Jerry addressed some general thoughts and comments. It was agreed that for now, smoking areas would be designated at the Collindale Clubhouse in the southwest corner near the television set, and at the City Park Nine Clubhouse in the southeast corner, also near the television set. If there are problems, we can investigate venting. We will continually monitor the situation once the season starts around April. Board Goals for Junior Golf Al Cavallaro and Dan Preble serve as the Junior Golf Subcommittee. Al did some research and distributed a document prepared by Mike Williams of Hyland Hills (Greeley) about their Junior Golf Program. They have a more advanced program than Fort Collins, according to Al. He also has solicited businesses and organizations to financially support a program for trophies and promotional competitive tournaments. Jerry reminded the board that no matter what program we develop, that the Golf Fund will not suffer financially. Someone will pay, and fees will not be waived. Also, whatever we do, we must remember that we have agreements with the two golf professionals, and they should be consulted and should concur as to our program. Jerry said that the goals of youth sports in Fort Collins stressed learning and participation rather than competition. No awards or trophies are given for any other youth sports. He suggested that the committee work with the youth sports staff of the Recreation Division. The Golf Board will take steps to get various organizations involved, such as the men's and women's associations. Al and Dan will continue to gather information and data, and there will be further discussion at the next board meeting. Other Business - Eileen Banks mentioned that during the interview process for the Collindale Snack Bar, and after reading through all of the pro- posals, it became obvious that there is a need to upgrade the beverage concession to include wine as well as beer. Most women golfers prefer wine, and with the new competition from South Ridge, we should consider the possibility of expanding our service. Jerry talked about the potential changes in the Colorado Liquor laws, and said he would Golf Board--3 further investigate. - Jerry discussed the new golf scorecards/yardcards prepared by Par Pal of Fort Collins. Next time we do cards we will reduce or eliminate the picture of Greg Norman and enlarge the rules and golf etiquette. - Jerry discussed the December financial and statistical reports. We ended the year with 97 percent operating revenue and 100 percent total fund revenue, for a grand total of $569,411.10 received. All expenditures totalled $545,179 as of December 31, which equalled 96.5 percent of the budgeted amount. The number of golf rounds was down 10,000 over the previous three years to 81,816. Bad spring and late fall weather, and the opening of South Ridge were the main impacts.
