GOLF BOARD
MINUTES: Regular Meeting - May 21, 1986
The meeting, held at the Collindale Brick Maintenance Building, was
called to order at 7:30 p.m, by President Dick Zubradt. Alternate
member Al Cavallaro is still very ill and could not attend. All
regular Board members were present.
Agenda Review: No changes to the printed agenda.
Citizen Participation: No citizen participation.
Minutes: The minutes of the special meeting of May 7, 1986, were
approved unanimously, as distributed, on a motion by John Drescher,
seconded by Dan Preble.
Collindale Fencing Needs Along Lemay
Last year when the City was planning the improvements to Lemay, the
Golf Board, at the March 20 meeting voted unanimously "...that the
project should not include sidewalks adjacent to golf course property.
Board members stated, for the record, that it should be fully
understood that the Golf Fund will not pay for any fencing that is not
(now) included in the project; if at a later date it is determined that
fencing is needed because of (potential) liability problems..."
At the May Board meeting, staff informed the Board that Project Manager
Mark Sears said that management decided that there would be no sidewalk
on Horsetooth, but that Lemay would be built to full arterial standards
with medians, sidewalks, left and right turn lanes, etc. Mark said
that there would be a seven foot chain -link type fence built 15 feet
east of the row of Russian olive trees from near Horsetooth south to
the ditch, then continue south adjacent to the sidewalk to the end of
the golf course property. Staff and Board agreed to this unanimously.
However, the former City Manager decided that a fence was unnecessary
and deleted it from the plan. Staff and Board disagreed with this
action. In October, the Interim City Manager met on site with staff to
discuss the fence situation. It was agreed that a fence would be
authorized (to be paid out of project funds) if Board members truly
desired it, but we should wait until May 1986 to decide, after we could
observe heavy golf play. Therefore, that is the purpose of this agenda
item and the reason for meeting on site tonight.
Board members and staff walked around the area for a general overview.
Project Manager Mark Sears answered questions about the construction.
Superintendent Neil Johnson said he really needed security by the #8
tee box, and Golf Professional Bill Metier said lots of kids come in
from Warren Park and the neighborhoods taking his range balls and
endangering themselves. After much discussion, the Board, on a motion
by Tom Skillman, seconded by Eileen Banks voted unanimously to request
fencing along Lemay as outlined by Mark Sears. Tom Suggested we
possibly consider adding ivy at a later date if appropriate.

Rules
At the meeting of April 16, staff distributed copies of the proposed
rules for golf courses which we will recommend to Council in Ordinance
form. Staff requests that the rules be approved by the Board so that
we can have them added to the municipal code for enforcement purposes.
Board members asked several procedural questions and there was a brief
discussion. On a motion by John Drescher, seconded by Dan Preble, the
Board voted unanimously to approve the Golf Rules as prepared by staff
and recommended same to City Council.
Other Business
- The Public meeting for the City Park Nine Clubhouse Renovation and
Maintenance Building Projects is scheduled for Tuesday, May 27, at
7:30 p.m. at the City Park Nine Clubhouse. Staff prepared a fact
sheet which has been distributed, and the plans for the projects
are on display at the Clubhouse.
- Brief discussion was held about the H. R. Phillips Festival and the
golf tournament.
- John Drescher thanked staff for providing him the data on the
funding of the City Park Nine Clubhouse and Maintenance Building
projects. Several Board members plan to talk with Council about
trying to get some City general funds for the project.
- Dan Preble asked about how someone gets appointed to the Golf
Board.
- Dan thanked the two golf professionals for their assistance with
this year's Junior High School Golf program.
- Dick Zubradt mentioned he has received several comments from people
about golf balls hitting houses that surround SouthRidge.
- The April financial/statistical reports show operating and total
fund Golf revenues at 39 percent for the year, which is the best
percentage ever recorded.
The meeting was adjourned at 8:55 p.m.
