HomeMy WebLinkAboutGolf Board - Minutes - 01/16/1991CITY OF FORT COLLINS CULTURAL, LIBRARY, AND RECREATIONAL SERVICES GOLF BOARD MINUTES: Regular Meeting of January 16, 1991 The meeting was called to order at 7:35 p.m. by Board President Roger Sample. Agenda Review: No changes to the printed agenda. Minutes: The minutes of the Special Meeting of December 10, 1990 were approved unanimously, as submitted, on a motion by Terry Gilmore, seconded by Dan Preble. Citizen Participation: No citizen participation. Election of Officers for 1991 The Golf Board by-laws call for annual election of Board officers at the January meeting. -- Cathy Fromme nominated Roger Sample for President; Terry Gilmore seconded the nomination; there were no other nominations and Roger Sample was unanimously re-elected as Board President for 1991. -- Steve Jouard nominated Dan Preble for Vice President; there were no other nominations and Dan Preble was unanimously re-elected as Board Vice President for 1991 -- Terry Gilmore nominated Steve Jouard for Board Secretary; there were no other nominations and Steve Jouard was unanimously re-elected as Board Secretary for 1991. Collindale Golf Course Restroom Civil Engineer Craig Foreman from the Park Planning and Development Division explained the possibilities and costs associated with the restroom project as follows: - Sewer hook-up fee $ 2,700 - Sewer easement 1,500 - 350' Sewer line 3,500 - Porcelain plumbing fixtures 4,000 - Concrete work 4,000 - Concrete block 5,000 - Roofing materials 2,000 - Partitions 800 - Doors 1,500 - Survey 500 - Skylights 700 Total $26,200 Balance of $3,800 for contingency, etc. Roger Sample asked if we could reduce the cost by removing one stool from both the Men's and Women's sides. Craig projected a maximum savings of maybe $2,000. Craig noted this restroom will not have heat nor will it be insulated, so it will not be used in the winter months. The time frame for the project would include bids in March with construction in April and May. The goal is for completion no later than June 1. Board members unanimously concur with the project as presented. Golf Board Minutes January 16, 1991 Page 2 Status of SouthRidge Golf Course Jerry P. Brown stated that staff is continuing to try to get the best proposal to sell SouthRidge. The two proposals "on the table" are the $2,800,000 bid from Accent Resources of Fort Collins, and the $3,000,000 lease/purchase offer from Robert Ehrlich of Windsor, Colorado. The December 7 bids to sell SouthRidge were all rejected as not meeting exact specifications. Mike Powers and Jerry met with or talked with five of the seven councilmembers and their consensus was for staff to negotiate the best sale offer and bring it to Council for a decision. Members of Council would like to bring a 'closure' to this issue, to either sell or not sell. The current plan is for Jerry, the Purchasing Director and the City Attorney's office to put together a 'public announcement' that re -opens negotiations, with any new offers being better than the two existing offers. Council will receive an ordinance to sell SouthRidge (to the best offer) at their meeting of February 19. Generally, the City will need around $3,200,000 in cash to break even on the existing debt. In addition, the cost of leased City water will be roughly $6,000 per year. Jerry noted that in any sale of the course there is a deed restriction that requires that SouthRidge remain a public golf course. Cathy Fromme expressed concern that the new owners could raise fees too high which could impact play on Collindale and City Park Nine. Roger asked if Council members had contacted any Golf Board members about a recommendation? There has been no contact. Board members then agreed to meet on February 13 to review the status of the SouthRidge sale and to maybe make a recommendation to Council. Collindale Superintendent Doug Evans thinks it is appropriate for the Board to make a recommendation to Council. Community Value of Golf Discussion During the July Council worksession, "community value of golf." Currently, percent of their own way, and SouthRidge of roughly $235,000 to $265,000 per year issue with a goal of reaching a finishe by May. Other Business d there was much discussion about the Collindale and City Park Nine pay 100 has an annual average taxpayer's subsidy through 2002. The Board will study this product on the community value of golf Jerry announced the permanent appointment of Doug Evans as the new Superintendent of Collindale, replacing Neil Johnson. Al Bednarz and Terry Gilmore were on the review committee and unanimously recommended Doug. Terry is very confident in Doug's ability and believes he will do a good job. Since Doug was promoted from the Assistant Superintendent position, we are now recruiting from within the Golf Division to replace Doug. Golf Board Minutes January 16, 1991 Page 3 - City Park Nine Superintendent Dave Sadler has been appointed as Acting Superintendent at SouthRidge pending the course sale. Former SouthRidge Superintendent (for the Bucain Corporation) Randy Bonneville has accepted the position of Assistant Superintendent at SouthRidge on a contractual basis for 1991. - There will be a public reception honoring Bill Metier who is retiring as the Collindale Golf Professional after working nearly 26 years for the City. The retirement party will be on Bill's last day, Thursday, January 31, from 4:30 to 8:00 p.m. at the Marriott Hotel Centennial Ballroom. Snack foods will be provided and there will be a cash bar. - Council approved on second reading on January 15 the two ordinances approving the agreements with Joe Nance and Jim Greer to be the Golf Professionals at Collindale and City Park Nine respectively through 1995. - Council approved on first reading on January 15 the ordinance granting the access easement to Platte River Power Authority at SouthRidge. Second reading is scheduled for February 5. - An agreement has been reached with Kent Heusinkveld to be the contractual Golf Pro at SouthRidge in 1991. If the City sells SouthRidge prior to October 1, we will pay Kent a $13,000 severance as previously agreed by the Board. We have also reached an agreement with Derek Cordova to remain as the SouthRidge Snack Bar/Restaurant Concessionaire in 1991. If we keep SouthRidge, we will bid the Pro Shop and Snack Bar/Restaurant for 1992. Jerry reported that we ended 1990 at 93 percent expenditures and 112 percent revenues in the Golf Fund. We also set all-time usage records for green fees and annual pass rounds at both Collindale and City Park Nine.
