HomeMy WebLinkAboutYouth Advisory Board - Minutes - 12/14/1994CITY OF FORT COLLINS YOUTH ADVISORY BOARD CITY COUNCIL LIAISON TO THE BOARD: Councilman Will Smith STAFF SUPPORT TO THE BOARD: Peggy Bowers, Recreation Program Administrator, Scott Gammon, Police Officer, and Jackie Rael, Administrative Aide II MINUTES: Regular Meeting -- December 14, 1994 CALL MEETING TO ORDER: The meeting was called to order at 7:05 by Board President Callie Sigl. Dallas Davis called to say he was unable to attend tonight's meeting. APPROVAL OF MINUTES: The minutes of the meeting of November 9, 1994 were unanimously approved on a motion by Leticia Martinez, seconded by Abby Jones after they were amended by Crissy Maxwell correcting the spelling of Professor Gregg's name to "Grigg". AGENDA REVIEW: No changes to the printed agenda. CITIZEN PARTICIPATION: No citizen participation. SOUTHWEST AND FOSSIL CREEK COMMUNITY PARKS Dave Mosnik spoke to the Board regarding the two proposed community parks. He referred to the material that was sent to the Board. There is a citizen initiative to request the voters to fund the development of these two community parks. He reviewed the park planning process and reviewed the amenities that all of the community parks presently possess. Callie Sigl asked what the sports complex would have? Dave replied six baseball fields, softball fields, skateboard facilities, and in line skate. He encouraged the Board members to fill out the comment sheet and to have their friends fill out one and return them to Dave by January 1. If everything goes as planned, final design would be done in 1995; construction in 1996; and open the park in 1997/1998. Callie asked about the concerns of the neighborhood at last week's meeting. Dave replied that their major concern is the lighting, traffic with Overland Trail connecting to this park for access, and crime that could be associated with the park. OLD FORT COLLINS HIGH Peggy Bowers said that at our last meeting the Boys and Girls Club representatives came to the Board meeting. Since the last meeting, staff has met with the representatives of the Boys and Girls Club with their proposal. She said that they are working together to propose the best possible facility for the community. She said that this Board would be part of the advising team to tell staff Youth Advisory Board Minutes December 14, 1994 Page 2 what we need to provide, how can we employ the youth of the community, etc. Callie asked if the Youth Advisory Board would be able to endorse this? If the Youth Center is a reality, she feels it should not belong to one group, that it should be run by one committee not affiliated by any group and she would like to see the City run it. Abby asked what the School Board's intents are? Peggy said they are going to use the south end of the school as alternative schools and the rest of the building for a youth center. Leticia Martinez said that at a meeting she went to last night there was parental endorsement. Mayor Ann Azari said that if this Board wants to take a position, the Board could take action and write a letter saying that they support Fort Collins High School as a youth center. Crissy Maxwell asked if in the letter this Board could say they would like to serve as the advisory board for this position? Leticia said she went to meeting at Poudre R-1 with Don Unger. She said she talked to him about Old Fort Collins High School as a youth center. Mayor Azari expressed her support in the outreach program that Callie chaired at Poudre. The Board decided to write a letter to Poudre R-1 stating the following to endorse their support for the Youth Center at Old Fort Collins High: Establish the fact that there is a Youth Advisory Board. Long-term goal is to establish a youth center. In support of turning the north end of Old Fort Collins High as a youth center. Reagan Hogerty joined the Board at this time This board would like to serve in an advisory capacity for the development of Old Fort Collins High as a youth center. YOUTH FORUM POUDRE HIGH SCHOOL Callie Sigl chaired a youth forum at Poudre High School last month. She said forums like this could be very instrumental. Basically it was the same as the youth forum this fall that the City held. They broke into small groups of 5-6 people and they brainstormed. Each group had a facilitator. They came back together collectively and presented their thoughts. They talked about positive publicity, public television station, and radio stations coverage. The vice principal from Lincoln Junior High talked and motivated the group Youth Advisory Board Minutes December 14, 1994 Page 3 to make them understand that they could make it happen (youth center). If anyone would like a copy of the proposal, contact Callie and she will mail it to you. She said they had a diverse group on the committee. Peggy Bowers said that was part of the success of the program. Crissy Maxwell asked if the Board is interested in pursuing Mayor Azari's suggestion to hold a forum at the Junior Highs? Callie said that the Student Council's of these schools would be a good place to start. Stacie Smith said that she has heard from some junior high students who have ideas and want to have a voice. The Board members felt comfortable going to their designated schools. Callie said that before the February meeting that the Board members should contact their designated schools and use the Youth Center as a focus. Ask if there is a youth center in Fort Collins, what would you like to see there. Matt asked about the transition school; he will contact them. COLORADO YOUTH COUNCIL Callie Sigl said that she hasn't heard from Lora Anderson and will keep this on the agenda for next month. Crissy Maxwell will continue to try to contact her. OTHER BUSINESS - Abby Jones said the Board was invited to a Colorado Youth Employment Services meeting. There is a need for a person to work with youth employment 12 months out of the year. She reviewed the plans for "youth proposals" There is a need for a coordinator to help teens obtain jobs. The reporesentative they spoke with said he feels there are a lot of employment opportunities at a youth center for young people. Peggy added that youth employment is on the 1995 work plan. She suggested that the Employment Services representative come to the Board in February. Lois Switzer said that would be a good topic as it was brought up at the Youth Forum. The Board thought that the March meeting would be better. Callie said she would like to hear some of their goals and how the Board could get the word out. Leticia and Abby attended the Parks and Recreation Master Plan. They gave an overview on their perception of the meeting.
