HomeMy WebLinkAboutYouth Advisory Board - Minutes - 05/10/1995CITY OF FORT COLLINS YOUTH ADVISORY BOARD CITY COUNCIL LIAISON TO THE BOARD: Councilman Will Smith STAFF SUPPORT TO THE BOARD: Peggy Bowers, Recreation Program Administrator; Scott Gammon, Police Officer; and Jackie Rael, Administrative Aide II MINUTES: Regular Meeting -- May 10, 1995 CALL MEETING TO ORDER: The meeting was called to order at 7:05 by Board Vice President Crissy Maxwell. Board Members Reagan Hogerty, Dallas Davis, Leticia Martinez, and Callie Sigl called to say they would not be able to attend tonight's meeting. APPROVAL OF MINUTES: The minutes of the meeting of April 12, 1995 were unanimously (5-0) approved on a motion by Matt Alvarez, seconded by Lois Switzer. AGENDA REVIEW: No changes to the printed agenda. CITIZEN PARTICIPATION: PARKS AND RECREATION MASTER PLAN Park Planner Janet Meisel spoke to the Board about the update of the master plan, which is part of the City's comprehensive plan. She said that Leticia Martinez and Abby Jones participated in the questionnaire representing the Youth Advisory Board. She gave an overview of the 1988 Master Plan and explained the growth in the community that warrants another community park and possibly a regional park, that would be co -sponsored by another municipality or other governmental agency, i.e, Loveland, and/or Larimer County; Windsor/Weld County. We are on line with neighborhood park land acquisition for the population growth in Fort Collins. However, we are about six neighborhood parks behind in development due to funding. Janet asked the Board if this draft master plan addresses the youth needs of the community? The Board decided they would like more time to review the material and get back to Janet in a month or two. Youth Advisory Board Minutes May 10, 1995 Page 2 Police HEAT Basketball Program Officer Ernie Tellez spoke to the Board about the HEAT basketball Program. He said the police started this program about four years ago for a physical fitness program. They then decided to go further with this to make this the official police basketball program. He said the kids often refer to the police as "the HEAT" and that is how they came up with the name. They do fund raisers, and visit junior highs as they want the kids to have a positive interaction with the police. This group raised over $2,000 for Social Services for Children's Protection in their recent game with PFA. He said the HEAT Team has been recognized by Sports Illustrated Magazine in January 1995 edition. Ernie said that they offer two basketball camps every summer. He said that they are trying to get corporate sponsorship and incorporate education with this program. Curfew Ordinance This proposed ordinance is a culmination of what was presented to the Youth Advisory Board in March by Attorney John Duvall and Bud Reed, Police Services; the Board's comments and recommendations from the April 12 meeting, and input from Swing Shift Police Officers. Scott Gammon said the officers felt that usually most kids under 17 have to be home by midnight so therefore the 12:30 curfew. Crissy Maxwell felt the compromises were good and she is glad that they added the school activities. Matt Alvarez said he agreed with the ordinance as written. On a motion by Abby Jones, seconded by Crissy Maxwell, the Board voted unanimously (5-0) to endorse the ordinance as written. OTHER BUSINESS - Crissy Maxwell said she received a call regarding the Transfort Committee/focus group. She will get with the other sub- committee members to schedule a meeting. - Matt Alvarez's new phone number is 490-8929. - Dallas Davis is representing Youth Advisory Board at the State Council meeting next week and at that time they will develop a regional "gathering" of the surrounding communities for youth Youth Advisory Board Minutes May 10, 1995 Page 3 affairs.
