There was not a quorum in attendance. Agenda Review: No changes to printed agenda. Approval of Minutes: The minutes of the meeting of February 7, 1996 were corrected to read (page 3) "Stacie and Callie will graduate in May and are planning to attend college out of town". Citizen Participation: Ginny Brown from TEAM Fort Collins requested to be put on the agenda for the April meeting to discuss 'Build a Generation". Youth Advisory Board Minutes March 6, 1996 Page 2 Agenda Items• FORT COLLINS COMMUNITY FOUNDATION Diane Hogerty from the Fort Collins Community Foundation brought copies of their annual report for distribution to the Board. The Foundation recently received a donation of $1 million with the stipulation that the interest income (approximately $50,000 per year) be used specifically for youth. The Foundation Board wants input from the Youth Advisory Board and others as to potential uses of that fund. Diane invited the Youth Advisory Board members to challenge the Foundation to do more things. TOBACCO/SMOKING ISSUES Police Sgt. Don Vagge attended the meeting to seek input from the Youth Advisory Board on the question "should the City consider additional restrictions on the accessibility of tobacco products to youth?". After a somewhat lively discussion, the Board agreed that at this time, they would endorse education of underage youths rather than an ordinance prohibiting possession. Dave Mosnik reported that there has been a problem at the Youth Activity Center with participants smoking on the grounds. Since smoking is illegal on all school property, violators are told to quit, are suspended if necessary, and are required to talk to either Dave Mosnik or Suzy Danford to gain readmittance. RESIGNATION Leticia Martinez turned in her letter of resignation from the Board. SCHOOL RESOURCE OFFICER UPDATE School Resource Officer Pete Baker was unable to attend. Police Officer Jim Hoyne, who is a patrol officer in District 1, feels the SRO program is successful based on his interaction with students at Centennial High School. Even though he has no statistics, he feels there has been a rise in the number of incidents reported because of accessibility to a police officer. The intention, however, is not for police officers to make busts, but to establish a relationship with students. PEER COUNSELING UPDATE Lois Switzer will talk to Suzy Danford about recruiting YAC staff to get this program underway. TRANSPORTATION ISSUES UPDATE After having talked with his peers, Dallas feels that more extensive routes and later hours for operation of Transfort are the issues that need to be resolved. A recent transportation proposal may address these problems. Youth Advisory Board Minutes March 6, 1996 Page 3 1997 BUDGET INPUT This item will be moved to the April meeting. In the meantime, Board members are to give some thought to what needs exist that may impact the Recreation Division budget, including replacement of the Youth Activity Center if/when we no longer have this site. YOUTH ACTIVITY CENTER UPDATES Spring Break Activities Megan Newman, Recreation Intem, handed out the calendar of Spring Break activities. Posters have been sent to the schools, and information will be in the FCHS and PHS newspapers. Participation Report Participation for February totaled 12,741, 9,000 of which were teenagers. An average stay per visit is 2-3 hours, and it is not uncommon to have teens visit the YAC for 4-6 hours at a time. Full -court basketball play has brought in additional participants. A spring basketball league will be offered, a dance will be held on March 23, and there has been minimal interested in the computer lab. OTHER BUSINESS Dallas Davis made a plea for fellow Board members to attend YAB meetings and to arrive on time. Peggy Bowers reminded graduating seniors that we need responses by April 1 if they plan to resign from the Board. Peggy Bowers announced that police officers can play basketball at the YAC at no charge during any drop -in hours; at NACC during youth hours. A punch card is available at the front desk of each facility. SRO Pete Baker will be invited to attend the April meeting. Callie Sigl reminded Board members that school reports are due at the April meeting. Peggy will research the Boards and Commissions Attendance Policy to determine how many absences from Board meetings constitute grounds for dismissal. Abby Jones thanked the City for the invitation to the Lincoln Center on March 30.
