Call Meeting to Order: The regular meeting of the Youth Advisory Board was called
to order at 7:05 p.m. on Wednesday, September 4, 1996 at the Youth Activity Center by Staff
Liaisorr Peggy Bowers.
Agenda Review: The agenda was revised to reflect the absence of two presenters.
Approval of Minutes: There were no minutes to approve.
Citizen Participation: No citizen participation.

Agenda Items:
YOUTH ACTIVITY CENTER UPDATE
Greg Roberts and Dave Mosnik handed out a 1995 and 1996 participation report for the
Youth Activity Center. After a year of operation, the YAC staff is pleased with participation;
discipline problems have been minor with most being spoken obscenities and only two
physical confrontations. Courtesy has been demonstrated consistently by youths.
Staff handed out the newsletter that is being distributed to schools. Staff will visit junior high
schools three times per year during lunch hours to promote the YAC. If YAB members are
interested in getting involved in contributing to/publication of this newsletter, they are to
contact the YAC staff.
Through the YAC, there is access to the public library's computer system. Funding for this
was provided by a grant. The library will probably also provide bookshelves and books for
the YAC.
Internet access at the YAC is not available at this time. Staff is available to assist in the
computer lab.
The YAC staff has planned a Laser Tag Lock -in for September 20 with another one being
scheduled for November. CSU men's basketball team may practice at the YAC during
Christmas break; CSU volleyball participation is unknown.
Staff feels that being able to provide drop -in usage at no charge to youths and the fact that
they can ride Transfort free has been helpful in boosting attendance numbers.
The YAC has hosted lacrosse clinics/practices and soccer practices/games. There hasn't been
much 'interest in outdoor intramural sports. Basketball is by far the most popular sport and is
played all four seasons. Lesher Junior High uses the track; Centennial, the Jacob Center,
Larico, Poudre Transition Services all use both indoor and outdoor facilities. Visits by these
groups have resulted in later visitations by these kids on their own.
YAC staff indicated that programs are planned that are non -athletic in nature and are
advertised in the Recreator. Kevin suggested debates, discussions, role-playing games. Staff
is open to suggestions. Another suggestion was to play "Uncommon Knowledge" where
prizes are given for the right answer to a question that requires research.
Dave Mosnik said a juggling club and a fencing club are interested in using space at the YAC
in return for teaching teens and allowing them to participate.

Planned dances have been poorly attended. YAB members think having dances at the YAC
may cause teens to think of them as "school" rather than 'club" dances. Staff invited the
YAB to work with them to plan and implement dances. Some suggestions were to do a
"battle of the bands"; have a parking lot dance; distribute fliers downtown on Friday night for
Saturday night dance; combine outdoor dance with volleyball, frisbee, etc.; work with student
government at each school to plan a school -affiliated dance at the YAC.
ELECTION OF OFFICERS
The following Board members were elected to office for a one-year term: President, Dallas
Davis; Vice -President, Abby Jones.

YOUTH MULTI -CULTURAL LEADERSHIP RETREAT
Presenter was unable to attend.
REVIEW OF GROUND RULES, GOALS, IDEAS/TOPICS FOR 1996-97
Through the process of multi -voting, the following ideas/topics for 1996-97 will become the
focus of the Board's work plan.
1. Smoking issues
2. Youth night club/concerts
3. Youth art show; extending programs for youth.
4. Youth suicide issues
5. Transportation (including light rail)
Will Smith reminded the Board that their work for the upcoming year need not be restricted
to these selected items.

OTHER BUSINESS
- Peggy Bowers encouraged Youth Advisory Board members to contact staff if they discover
or hear of any needs not being met.
- Will Smith told the Board about a City staff member's recent visit to Vancouver where they
learned of a program entitled "Tapping Teen Talent", a grant program for youth groups that
did community service projects (trail clearing, bench installation, etc.). There is a video
available which the YAB indicated they would like to view at a later meeting.
- Will Smith updated the Board on the proposed ordinance that relates to smoking (possession
by teens; retail availability). The Federal proposal related to this issue is currently being
reviewed by the City Attorney. The effect this Federal proposal may have on the local
ordinance is unknown at this time; however, this topic will appear on a future YAB agenda.
- Board President Dallas Davis reminded the members that school reports are due at the
November meeting. Since Dallas and Abby Jones have some experience in contacting
schools, they encouraged Board members to contact school principals and counselors, visit
leadership and civics classes, and hand out their name and phone number so students can
contact them.
Will Smith reiterated that he is available if any Board members wish to contact him for any
reason.

OTHER BUSINESS (cont.)
- The community mural project is progressing, and anyone interested in participating is
encouraged to drop in during posted hours in the former AVA Kids store on Walnut Street.
