Approval of Minutes: There were no minutes to approve. Agenda Review: No changes to printed agenda. Citizen Participation: No citizen participation. Agenda: ELECTION OF OFFICERS Abby Jones was elected as Chairperson for a one-year term; Richy Lynn was elected as Vice Chairperson. Youth Advisory Board Minutes September 3, 1997 Page 2. REVIEW GROUND RULES, GOALS, IDEAS/TOPICS FOR 1997-1998 The ground rules, goals, and topics for discussion that were developed at the Youth Advisory Board retreat in August were reviewed and refined. Copies are attached. SCHOOL ASSIGNMENTS The schools that each board member will represent and gather information from throughout the 1997-1998 school year were assigned. A copy is attached. City Council liaison Will Smith offered to visit schools with Board members if they wish. CITY COUNCIL'S 1997-1999 POLICY AGENDA Having reviewed the memo from City Manager John Fischbach requesting information from the Board on how its work will support the accomplishments of the policy agenda, the Board discussed how topics identified at the retreat in August will relate to this request. In particular, transportation, intergovernmental cooperation, and sense of community (youth) will be incorporated into the Board's discussions. A copy of the Board's response memo is attached. YOUTH ACTIVITY CENTER UPDATE Dave Mosnik distributed the July and August participation reports. Staff believes that summer drop -in participation has been affected by the number of teens having jobs. Staff will report on the sale of old Fort Collins High School to CSU and the future of the YAC when they have more information. NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE Debra Bueno distributed a flyer which noted youth activities including tutoring which begins in October. Drop -in wrestling is available at both the NACC and the YAC; drop -in boxing is available at the NACC. Staff is currently working with people from the library to set up 4-5 computers that would have internet access. Hopefully, this project will be completed by the first of 1998. OTHER BUSINESS • Will Smith reported that Build a Generation and Fort Collins/Loveland Parent magazine are hoping to do a program associated with youth and youth issues. ASCSU has been asked to participate. Will suggested that the Board may want to invite Ginny Brown to a meeting for an update. • In reference to the recent local riots, Will asked the Board's input on what might be done to prevent future happenings such as these. Interested Board members might want to contact ASCSU to discuss their thoughts about prevention; Scott Gammon should be kept apprised of plans. Youth Advisory Board Minutes September 3, 1997 Page 3. Adjournment: On a motion by Brooke Delehoy and seconded by Bonnie Deaville, the Board voted unanimously (8-0) to adjourn at 8:25 p.m. pectfully sitted, J et Urban, Administrative Aide Next Meeting: Wednesday, October 1 * 7:00 p.m. * Youth Activity Center YOUTH ADVISORY BOARD 1997-1998 GROUND RULES • Be punctual • Come prepared to participate • Set and adhere to deadlines • Attendance required • One person speaks at a time • Don't over -generalize • Finish one idea before moving on • Respect others' opinions • Make group decisions • Communicate with peers and share their input with the Board • Help each other • Be thorough • Follow through with actions, intentions and commitments • Eliminate personal prejudice YOUTH ADVISORY BOARD 1997-1998 GOALS: • Accomplish as much as possible • Do rather than talk • Try to speak to and represent all youth and get "the message" out • Show positive image of youth • Be more visible • Be more accessible to community • Make a difference • Think community -wide • Develop relationships with other youth advisory boards across the region/state • Hold YAB meetings in the schools • Create a more "open" environment to encourage more youth participation. ISSUES: • Transfort drivers' attitudes and schedules/routes of buses • Concert venues • Poudre School District Code of Conduct • Discuss availability of non -athletic activities in the community • Youth dance club • Youth discrimination (gas stations, stores, etc.) • Smoking issues (consistency of enforcement, sentencing guidelines.) Fischbach, City Manager FM: Youth Advisory Board Abby Jones, Chairperson RE: City Council's 1997-99 Policy Agenda As a result of the Youth Advisory Board's first meeting with new members on September 1, 1997, the following issues were identified to address during the upcoming year (not in priority order). Transfort drivers' attitudes towards youths and schedules/routes of buses Concert venues Poudre School District Code of Conduct Availability of non -athletic activities in the community Youth dance club Discrimination against youths (gas stations, stores, etc.) Smoking issues (consistency of enforcement, sentencing guidelines) The Board's discussion about Transfort issues will relate to both Theme 1 (Planning for Land Use, the Environment, and Transportation) and Theme 5 (Financial Policies). Incidentally, the Transfort topic has been an issue for the Board since its inception in 1994. Theme 2 (Sense of Community - Youth) is an ongoing undertaking of this Board. On a monthly basis, staff from the Northside Aztlan Community Center and the Youth Activity Center share information on events and activities that are upcoming; Board members assist in distributing this information to the schools they attend as well as those they represent throughout the school district. Board members also actively solicit input from students at all the junior and senior high schools in the district on issues/topics of importance to them. City staff members use this information in program planning. The Poudre School District's Code of Conduct will be evaluated by Board members and their peers during visitations to the various district junior and senior high schools. It is the Board's intent to draft an informational letter to the school board referencing students' concerns. This project, though not directly related to the key issues in Theme 4 (Intergovernmental Cooperation), may enhance the cooperative relationship between the City and the school district. Resources required from the City for completion of these tasks will be very limited. We currently have an ongoing relationship with the Recreation Division and Police Department staffs and will contact Transfort staff for discussion of the transportation issue. AJ.ju
