Call Meeting to Order: The regular meeting of the Youth Advisory Board was called to order at
7:10 p.m. on Wednesday, October 1, 1997 at the Youth Activity Center by Board Chairperson Abby
Jones.
Approval of Minutes: On a motion by Phillip Chavez and seconded by Richy Lynn, the minutes of
the meeting of September 3, 1997 were approved unanimously (8-0).
Agenda Review: Item #9 (Northside Aztlan Community Center Update) will be deleted.
Citizen Participation: No citizen participation.
Agenda:
SENIOR ADVISORY BOARD INTRODUCTION
Jane Goodhart spoke of the Senior Advisory Board's interest in the topic of ageism and their wish to
combine forces with the Youth Advisory Board to address this issue. The Senior Advisory Board has
done a "Perspectives" television show with Mayor Azari and would like to do another "Perspectives"
program jointly with the Youth Advisory Board. Ms. Goodhart invited YAB members to attend a
meeting or meetings of the Senior Advisory Board which meets on the second Wednesday of each month
at 2:00 p.m. at the Senior Center. Councilman Smith expressed Mayor Azari's desire to have an
intergenerational activity that would involve the Youth Advisory Board and the Senior Advisory Board.
PRIORITIZE ISSUES FOR WORK PLAN
The Board members prioritized and scheduled the previously -identified issues as follows: November,
Transfort issues; December, Poudre School District Code of Conduct; January, discrimination against
youths; February, skateboard issues; March, non -athletic activities; April, smoking issues; May, youth
dance club.
COMMUNITY HOMECOMING PARADE
The City's boards and commissions will be cooperating on an entry in the community homecoming
parade by using a Transfort bus with signs on the sides listing all 23 of the boards and commissions.
Phillip, Farah, and Jo Faith agreed to represent the Youth Advisory Board as passengers on the bus.
YOUTH ACTIVITY CENTER UPDATE
Dave Mosnik reported that there was no interest in girls basketball even though flyers were sent to
coaches and schools. In addition, junior high schools were visited by the YAC staff. Will Smith
suggested that a flyer advertising our program be posted near the "cut list" at the schools. Dave Mosnik
will check on the possibility of doing this. The YAC staff is currently running an instructional volleyball
program.
Jo Faith suggested that site visitations include a lot of information as to what goes on at the YAC. The
YAC staff requests the Board members' help in getting the word out on YAC activities.
October activity calendar was distributed. Suzy Danford mentioned that the YAC staff has a program
idea contest underway, and movie nights are scheduled for Saturdays. Staff will reinstate the distribution
of business card -size handouts that list the YAC's hours and program information.
CSU students are hosting a dance at the YAC in November that will include games, prizes, etc.
NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE
Deleted from agenda.
OTHER BUSINESS
Richy Lynn will check with Fort Collins High about the possibility of holding the November YAB
meeting there. If approved, staff will distribute flyers at the high school and junior highs that feed
FCHS.
Abby will introduce herself to CSU's advocacy office and will try to get on their agenda. Board
members should contact Abby with suggestions.
The underage smoking ban does not appear to be enforced at Rocky Mountain High, Boltz, and
Webber although it is enforced at Fort Collins High. Board members report that tobacco products
are obtained through parents, other buyers, theft. Will inquired about the ordinance's effectiveness

in preventing teens from smoking in the first place. Scott Gammon stated that the goal of the
ordinance is to make the system uncomfortable and will probably never limit smoking by teens.
Dave Mosnik will research and report in November about a proposed teen criminal court where
juveniles caught in the act of committing non-violent offenses (the first time) can be judged by a
court of their peers.
CSU has completed the purchase of the old Fort Collins High School; however, the YAC will
remain at that site until at least June of 1998. Right now the Poudre School District is leasing
from CSU and sub -leasing to the City. Dave Mosnik will put together a proposal for a long-term
lease agreement.

On a motion by Steve Hill and seconded by Philip Chavez, the Board voted unanimously (8-0) to adjourn
at 8:25 p.m.
