HomeMy WebLinkAboutParks And Recreation Board - Minutes - 01/28/19870 CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT PARKS AND RECREATION BOARD MINUTES: Regular Meeting - January 28, 1987 President Cathy Mulcahy called the meeting to order at 6:37 p.m. Board Member Ann Schroeder called to say she could not attend. Councilman Gerry Horak attended the meeting. Agenda Review: No changes to the printed agenda. Minutes: The minutes of the last regular meeting of December 10, 1986 were approved unanimously, as submitted. Citizen Participation: No citizen participation. Staff distributed Gold Medal Award lapel pins to each Board member and to Councilman Horak. Interpretive Signs on the Lower Poudre Trail Superintendent of Park Planning and Development Randy Balok distributed a brief report to Board members to read. CSU students, in cooperation with the Colorado Division of Wildlife, have proposed installing interpretive signs for the Poudre Trail from Lemay downstream to East Prospect. The students would design the signs and select the sites for placement. The Division of Wildlife (DOW) will pay for the signs and get them installed. The City will review the design and maintain the signs after they are installed. The students originally wanted to do 20 signs, but have agreed to do 10. Bob Aukerman explained the courses and extent of expertise at CSU. Randy asked if we should now get into the nature interpretation mode which is not budgeted? The maintenance staff has some hesitation toward this project. Randy proposed that we use this as a pilot program. Bill Loy suggested maybe a one-year time limit. Karen Schubert suggested information on both sides of the signs. Councilman Horak mentioned we should coordinate this project with the Natural Resources Department/Board as this type of project is within their scope. John Rabun and Mike ImMasche want to make sure the signs are readable and understandable. Bob Aukerman said it would be written to a 6th grade reading level, as are all DOW signs. After further discussion, the Board, on a motion by Bill Loy, seconded by Mike ImMasche, voted unanimously (8:0) to support the project as a one-year pilot program, subject to the suggestions made this evening. Other Business Recreation Superintendent Jean Helburg distributed copies of the 'new look' "Greening Leaf," senior citizen newsletter and copies of the EPIC grand opening brochures. There was some discussion about the ceremonies and the celebrity events. Mike ImMasche asked about the status of the FAST issue. Jean Helburg said we are meeting with them and negotiating a compromise. Parks and Recreate Board Minutes--2 • January 28, 1987 - Cathy Mulcahy asked H. R. to talk about last night's City Council worksession on the Master Plan. H. R. said there were problems with our presentation and some issues were discussed prematurely and out of sync. We should have done a better job and provided much of the data and information in advance for Council to read. There was some good information and discussion. - Staff distributed the schedule of all the meetings for 1987 and the 1986 Board members' meeting attendance report. Cathy Mulcahy was the only Board member with perfect attendance last year. - Councilman Horak asked about the status of a skateboarding area on behalf of another councilperson. He wondered if it would be a part of the Master Plan process. H. R. said he would consider it and ask the consultants to look at it and investigate the data, costs, and liability concerns. - Councilman Horak asked about the status of the proposal for the horseback volunteer patrol on the trails. H. R. said it has been put on standby pending our investigation of the group's prior work record. The Police Department has many concerns about this and does not favor the idea. - Ricki Slack asked about the horse-drawn carriage proposal for City Park. H. R. said they will run their 30-day trial period this spring. - John Rabun complimented Dave Mosnik for improving the JAA Basketball program by expanding teams at his school to give more kids the chance to play.
