This meeting was a special joint meeting between the Cultural Resources
Board and the Fort Collins Urban Renewal Authority, for the purposes of: 1. Cultural
Resources Board members meeting Urban Renewal Authority members, 2. seeing,
hearing and discussing Nore Winter's presentation of the Colorado Design Guidelines
Project.
Jim Woods, Housing Rehabilitation Director for the city, introduced Fort
Collins Urban Renewal Authority members to the Cultural Resources Board and to
the audience. Ross Loomis, Chairman of the Cultural Resources Board, introduced
that Board's members.
Ellen Thexton, Director of Cultural Affairs, introduced Nore Winter, who
then presented his slides of examples of historic district design guidelines.
Mr. Winter stated that the Downtown Triangle is, for all intents and purposes, a
nationally -designated historic landmark. Its designation is official, even though
the paper work has not been completed.
Some other questions and comments:
Mr. Loomis: The Cultural Resources Board will modify the guidelines before
passing final approval of them.
Jim Woods: Will Ordinance #23 have guidelines added to it?
Mr. Loomis: We have been warned against making the ordinance too specific.
The question has arisen...should the ordinance be updated? The State Historical
Society has some legal help looking at the ordinance to determine if and how it
should be changed. The more we delve into this area of design guidelines and the
enforcement of the ordinance, the more we discover (e. g., modern building codes
conflicting with historic restoration).

Mr. Winter: The existing ordinance challenges the Cultural Resources Board
to develop guidelines. Fort Collins has an opportunity to set an example for the
state, and even for the nation in this area.
Terry Palmer, the Light and Sound Technician for Lincoln Community
Center, was introduced to the Cultural Resources Board.
The meeting was adjourned at 9:15 p.m.
