Called to order by Acting Chairman Napheys at 7:45 P.M., City Council chambers,
300 W. LaPorte.

III'. Approval of Minutes
The minutes of the June 23, 1977 Special Meeting were approved by consensus.
IV. Election of Officers
With several members absent, Don Shoemaker moved that this agenda item be tabled
until the next regular meeting. Kelsey Smith seconded, and motion passed by
consensus vote 4 - 0. Ayes; Commissionmembers Napheys, Shoemaker, Smith and
Lambert. Nays: None. (Commission Member Steve Smith arrived later.)

Handicapped Advisory Committee
The Architectural Barriers and Housing Sub -Committee had investigated Oakbrook
Apartments for possible architectural barriers. Eleven units were to be for
handicapped persons. Several problems were delineated, and a comprehensive
list of these problems was formulated and sent to various senators and HUD
representatives. Ms. Lasley indicated she had received positive responses
from Congressman Johnson and John Endres, HUD. (copies distributed). The
sub -committee is also contacting local contractors and architects to assure
accessibility by the handicapped to their structures,
Dean Matsunaka, representing the Education Sub -Committee, gave the following
report:
There is a great need to educate the public and to employ more handicapped
persons. A public survey will be conducted, with the help of CETA workers,
regarding the number of handicapped employed, 8 - 10% of the handicapped
in Larimer County are employed. A sample survey this summer, given to
15 federal contractors, drew response from two of -them; Public Service
employs -.152 people, with no handicapped employees; the City of Fort Collins
employs 550 people, with five of them being handicapped,

Bob Whitlock, representing the Clearinghouse Sub -Committee,_ gave the following
report:
Functions of the Committee are;
1, Public information, e.g., a public library with material on the handicapped.
2. Problem solving and information service through Community Crisis Center
and the CAIRS Program,
3, Film production (public relations), Money raised through a bake sale
will go toward this purpose,
Regarding the White House Conference on the Handicapped:
Dorothy Lasley indicated the Committee had met with Janet Anderson (Coordinator
for the Governor's office on the White House Conference) of Denver who re-
ported on the conference.
Lee Brenton indicated Ms. Anderson's report was oriented toward how the
conference operated as opposed to results. The June report being compiled
on the Conference will be released in September, at which time the Handi-
capped Committee will present the report to the Human Relations Commission.
The Colorado delegation was the only delegation with elected representatives,
and the only one with a mentally retarded representative.

Issues were assigned to various workshops for discussion. 95-100
resolutions were proposed, and will be voted on at a later date.
- Dorothy Lasley indicated the Civitan Club is helping the Handicapped Advisory
Committee conduct a survey to find out the number of employable handicapped
in Larimer County, CETA will also be training and employing more handicapped
persons.
- Chairman Napheys invited the handicapped to contact the Human Relations Com-
mission any time they wish to be on the agenda,
- Dorothy Lasley indicated the Committee would be meeting with City engineers
soon and they may have a report then. The current subdivision code provides
for vertical curbs only.
Police Grievance Procedure
Lucia Liley indicated that City Council's official action on the procedure
was to indefinitely table it, The Police Grievance Committee met earlier
in the day, and the following options were discussed:
1, No further action on the procedure,
2. Administratively adopting everything in the procedure but the Human
Relations Commission's involvement.
3. Present the procedure to City Council again,
Liley indicated Option 1 is not desirable to the -Committee and that they -.were --
leaning toward Option 3. She further noted that the Committee would come --
back to the Human Relations Commission before going to City Council if Option
3 is chosen, (Napheys: - Will there be any benefit in submitting the
procedure to the Human Relations Commission again?) City Council is in favor
of retaining the polygraph with both involved parties taking the test. With
three new members on the Human Relations Commission, it would be worth
presenting the procedure again, A more uniform presentation of the procedure
to City Council is needed.
McGraw indicated that the issue has become one of whether the procedure should
exist at all.
Liley indicated that, at this point, the procedure needs to be revised by:
1. requiring both parties to take the polygraph, and
2. including a cover letter to City Council.
Commission Member Kelsey Smith indicated he would like the Committee to con-
tinue working on the procedure, Commission Member Shoemaker concurred.

- Norman Wynn, representing the Support Your Local Police Committee in Fort
Collins, distributed pamphlets on the Committee and requested support in
the following:
1, Support the police and their performance,
2. Oppose harassment of police officers.
3. Reject any civilian review boards.
The Committee has 22 paid members and several sponsors, No local police
officers are members of the Committee. (Napheys: Is there a liaison between
the Committee and the Police Department?) Wynn indicated he had talked to
Police Chief Smith himself.
Chairman Napheys thanked Mr. Wynn for his presentation.
VII. Larimer Human Resource Board
Ben Napheys reported on the June 29th meeting of the Larimer Human Resource
Board, indicating that Doug Erion (representing Loveland) had been appointed
Chairman. (See attached sheets for panel membership and calendar of events for
the Board.)
Napheys indicated he had been invited -to attend the Larimer County Commissioners
meeting on August 2nd regarding revenue sharing funds.__
McGraw indicated that Fort Collins City Council was allowing a planning figure -
of $85,000 for revenue sharing funds from the City, and that they will provide
additional funds as available.
Napheys noted that it would be appropriate to have three alternate members to
serve on the Board, This will be discussed at the next meeting.
VIII, Annual Report - Goals and Objectives
McGraw indicated that the annual report is due in August, and recommended the
appointment of a sub -committee to draft the report and the goals and objectives
for 1978.
Napheys indicated that Gloria Hershberger, as Secretary to the Human Relations
Commission, should meet with John McGraw and prepare a report of the Human
Relations Commission's actions from August 1976 to August 1977, and submit the
report for approval at the next regular meeting,
Napheys further indicated that he would work with John McGraw on the goals and
objectives for 1978.

IX, Other Business
Rosita Bachmann reported that;
1. One discrimination in employment case had been settled with back wages
of $500,
2, Attempts to conciliate in another employment discrimination case have
failed after 3 months, There will be one more attempt to conciliate
through the City Attorney's office, and the case will go to municipal
court if this fails,

Friday, June 17, 1977 - Previous applicant agencies and the general public should be
notified of the availability of applications for local
government funding through the Larimer Human Resource Board.
Wednesday, June 28, 1977 - Agencies intending to apply for funding should submit their
(extended to July 1) Notice of Intent to do so.
Tuesday, July 5 - - Training session.
Friday, July 8, 1977
Wednesday, July 20, 1977 - Larimer Human Resource Board meets.
