The September 22, 1982 minutes were approved as written, CITY CLERK
III Staff Reports
A. Museum - Brian Moroney
1, The Museum's Program Director, Len Epstein, was the recipient of a grant
to attend a museum educator's conference in Chicago the week of October 19.
2, The Museum is negotiating with Poudre R1 to spread out more the 4th
graders' visits to the Museum instead of having them bunched up into mostly May and
September. Also, the Museum would like the visits to be a little longer each time
so that more depth can be given to the tours,
3. Water seepage due to heavy summer rains and sprinklers has caused seepage
through the Museum's west basement wall and into the Milkhouse basement, Items stored
in the Milkhouse basement were damaged but have since been restored.
4. The Folsom case is in the last stages of completion (i.e., map, labeling)
5. Next exhibit - approx. Nov, 15 to Jan. 15, a traveling exhibit on
immigration from the Statue of Liberty National Monument.
6. Museum traveling exhibits: (a) near the west entrance in the County
building lobby; (b) the black Santa Clara pot now in the lobby at City Hall will be
moved to Lincoln Center; a new exhibit on minerals is being prepared and will be
taken to City Hall.
7. The Indian beadwork case is completed, Pauline Birky-Kreutzer congratu-
lated the Museum on this attractive exhibit.
8, Mr. Moroney attended the Amer, Assoc, of Museums conference earlier
this month in Dallas/Ft. Worth, which he felt was very worthwhile,
9, Mr. Moroney reported that the Museum is taking steps to achieve
accreditation from the AAM. Mr, Griffith offered the assistance of the Bd, in this
regard.
10. A suggestion was made that the Museum consider microfilming all Museum
collection records.
B. Lincoln Center - David Siever
1. Council has approved the 1983 budget, the new Cultural Services &
Facilities policy and the new Special Fund Accounts. The main feature of the C.S,&F,
policy.states that 40% of the expenses of all divisions of the department must be
recovered and that 55% of expenses by Lincoln Center and Perf, & Visual Arts must be
recovered.
2. Planners for next summer's Festival of the Arts are considering holding
the festival at Lincoln Center instead of at City Park, Performing Arts groups like
the idea. Tentative dates are June 11 & 12.

3. Lincoln Center staff is brainstorming with local marketing people and
graphics designers to market Lincoln Center better with a more limited '83 budget.
4, Revenues are still down (4%) from last year at this time.
5. Report on fund raising and donations:
(a) $2,028 net profit from Mayor's Ball - money to be raised for LC
exterior sign,
(b) $5,000 from the Kluver Foundation for the program endowment fund.
6. Fort Collins Foundation fund-raising program will be Sat. Oct. 30, at LC.
7. The City newsletter insert into electric bills featured the Cultural
Services & Facilities Dept. and cultural activities this month and was estimated to
have reached 30,000 households and/or businesses, One response to the newsletter from
an individual resulted in a $10. donation to the Museum's Boxelder Schoolhouse project,
8. Recently -installed cable -TV at LC was used for the gubernatorial
candidates' debate. Mr. Siever is looking towards videotaping capabilities at LC
some day, for community access/benefit, possibly through grants (i,e., NEA).
C. Performing and Visual Arts - Mark Breimhorst
1. 1982-83 Arts Series ticket sales are down from last year - 10% in volume,
6% in actual dollars. Prices of ads in the Arts Series programs and more advertising
in those programs will bring an additional $3,000 in advertising revenue.
2, The International Poster Show, currently showing at LC, was helped
financially by United Bank. Jack Curfman designed the display of the 197 posters.
A poctcr contest for high school art students was held in conjunction with the poster
exhibition. The winning poster will be used in the publicity for COSAAN, the final
program in the '82-'83 series.
3. Christmas shows: (a) art miniatures (max, size-8XI0 in.) will be for
sale. 200 entries so far ($1, from each entrant). Lincoln Center will receive a
20% commission on sales. (b) Michelle Bakay's paintings in the Intimate Gallery
(c) Valerie and Priscilla Snyder's puppets in the lobby gallery.
IV Report from Ellen Thexton
A. The LC League Perf. Arts Committee (as defined in the LC League By -Laws)
is being formed again for a period of at least one year to determine if it is a
viable committee.
B. Mrs. thexton is studying a possible pattern here - of individual ticket sales
going up in proportion to series ticket sales, as they are in other parts of the country.
V Old Business
A, Update on Schoolhouse project,
1. Specs for Phase I (basically moving the building & resting it on a new
foundation within the Courtyard) are being prepared by Mr. Moroney and detail exactly
how we want the Job done and the type of materials we want used. The formal bidding
process through the City will begin as soon as those specs are completed, Once the
concrete for the foundation is poured, cold weather will not impede the remaining
construction steps of Phase I,
2. Fund-raising projects: (a) raffle of a piece of art work early in
1983; (b) spring fashion show,

B. Update on historic properties sources: Alyce Milton reported that sources
of files and information on historic preservation/landmarks were found in the
following places: (1) Museum (Edwina's office), (2) City Planning Office (John Dewhirst)
(3) Library (Charlene Tresner), (4) Liston Leyendecker and his students.
Next step: compile list of properties for prospective designation,
Mr, Griffith moved and Jim Weitz seconded the motion that Mrs, Milton prepare
a list of persons who might have their own list of properties they feel should be
designated, give that list to his. Echevarria, who will send letters to these people
asking for their input, The Bd, will cross-reference the lists from the replies,
study and prioritize the list of properties according to guidelines (adding its own
lists), and proceed from there with the designation process, as outlined in the City's
landmarks preservation ordinance, AYES: Unanimous,
C, Maxwell House - In view of the fact that the Board's original recommendation
of local designation for the property at 2340 W. Mulberry is still pending and it is
now known that the present owners do not wish to withdraw their consent to designation,
a motion was made by Alyce Milton and seconded by Jack Curfman that the Board resubmit
its recommendation to Council. AYES: Unanimous.
VI New Business
A. Staff job descriptions and responsibilities since the Jan, 1982 reorganization;
The Board discussed briefly the job descriptions/responsibilities sheets which had
been distributed to them on Ellen.Thexton, David Siever, Mark Breimhorst, Sherry
Arensmeier and Brian Moroney.
B. Meeting places for 1983 - The Board will continue meeting alternately at
the Museum and at Lincoln Center,
C. Michael Griffith called a CRB work session for Tues., Nov, 16, 7:30 a,m.,
at the Alouette restaurant,
