HIST0RICLANDMARKS Cultural Resources Board Meeting July 25, 1984 4:45 p.m. Fort Collins Museum IMIM, lid* CRB Present: Anne Steely, Pauline Birky-Kreutzer, Alyce Milton, Barbara Cain, Jack Curfman CRB Absent: Michael Griffith., Jim Weitz Guests: Sara Briggs,Museum intern/CSU graduate student Karen Waddell, Core Area Neighborhood representative Dick Beardmore, Landmarks Preservation Commission Chairman Staff: Brian Moroney, Mark Breimhorst, David Siever, Edwina Echevarria I The meeting was called to order by Alyce Milton, Vice -Chairperson. II The agenda for tonight's meeting was approved. III The minutes of the June 26, 1984 meeting were approved as written. IV Election of officers - The nominating committee, made up of Barbara Cain and Jack Curfman, nominated Alyce Milton for Chairperson, and Barbara Cain for Vice -Chairperson. Mrs. Milton asked for any nominations from the floor; as there were none, Mrs. Birky-Kreutzer moved that the nominations be closed and that the slate be accepted. Mr. Curfman seconded the motion. Vote: Ayes: Unanimous. V The new CRB member, Anne Steely, introduced herself. She replaces Rosalyn Spencer, whose term expired. IV Staff Reports A. Lincoln Center, David Siever reporting 1. Several new projects for Lincoln Center: (a) Snow guards - A canopy will be built in front of the main entrance, to catch snow and ice sliding down from the upper roof. The canopy will also provide a smoking area for patrons. Facilities Dept. budget will pay for this improvement. (b) A small exterior entry way, to be built on the north side of the Mini -Theatre, is being proposed. (c) The Lincoln Center League is sending out letters soliciting $100. donations, to purchase the 218 new seats for the Mini -Theatre. The color scheme for the small theatre will be changed to gray and blue; risers have been ordered, to be paid for from receipts from the Birthday Ball and Christmas Hall of last year. 2. Mr. Breimhorst reporting: A new LC arts magazine, Art Linc, with information on Lincoln Center, its programs, the arts in Fort Collins, & an arts activity calendar, will be published every 2 months, commencing with an Oct./November 1984 issue. 8,000 copies will be printed for the first issue. B. Museum, Brian Moroney reporting 1. Skookum Day last Saturday, July 21, was. highly successful, and fun. An estimated 1,500-1,700 people attended. 2. The Museum is right on target, statistically, with budget, tours, visitors. 3. Permanent exhibits (a) 3 new permanent exhibits completed in the last few months. Mr. Moroney invited the Board to view them tonight. (b) The next new permanent exhibit case will concentrate on exterior architectural pieces taken from buildings around town that have been demolished. (c) Judy Sorbie is working on completing the Fort Case. 4. New labeling for the Museum: Ross Loomis will be submitting a comprehensive labeling policy report to us soon, which we will begin to implement ASAP. 5. New recent donations: many new and interesting donations, i.e., 280 early light bulbs, an interesting old wagon, the cornerstone from the Bellvue School. 6. The 1985 City budget will include funds to pay for a new roof for the Museum. 7. $2,500 is still needed by Oct. to guarantee $2,300 Boettcher Foundation grant for the Schoolhouse. Recent donation: $500. from Gene Mitchell. An article will appear in the Coloradon soon, to publicize the project and appeal for donations. A cooperative project with Empire Savings, which will involve the new Historic Landmarks booklet, and the Schoolhouse, has been proposed. Empire Savings is now studying the proposal. 8. New steel shelving is being purchased for the Collections room, to be paid for with Museum budgeted funds and a State Historical Society grant. 9. Portable shelving in the storage building out at the old Powerhouse is being constructed. VII Historic Landmarks Progress Report A. Mrs. Echevarria distributed an updated status report sheet of the CRB's prioritized list of properties proposed for local historic designation. S B. Mrs. Echevarria reported that the owner of 128-132 LaPorte Avenue had not responded as of today with the consent to rescind the local historic designation of the property. Nrs. r1ilton proposed that the Board proceed with the de -designation process. The Board assented. C. Mrs. Milton suggested that the tone of the Board, as far as landmarks business is concerned, might be more effective if it is more actionary, as opposed to reactionary. D. Mr. P'oroney suggested that names given to historic houses be dropped, except for secondary identification purposes, in light of the fact that some names given to houses are inappropriate and/or inaccurate. I'.r. Moroney also requested that some type of closure be given to the research and/or designation attempts concerning historic properties. Firs. Milton suggested 5 options to effect this closure: 1. Wait for change of ownership and then approach new owner. E. Update report on churches: fors. Echevarria reported that she and firs. Milton had met with the pastor from Grace Bible Church to discuss local designation, and that he indicated he would meet with the church board and perhaps ask firs. Hilton to talk with the Board. There has been no response from pastors at St. Joseph's nor from the German Congregational Church. The Board instructed i1rs. Echevarria to send a follow-up letter to these two. The Board decided to wait before acting on the First Baptist Church, as it is still for sale. VIII Formation of CRB/Landmarks Preservation Commission Committees: A. Mrs. Milton asked firs. Birky-Kreutzer to chair the committee on Certified Local Government, and that Anne Steely, Jim Weitz, and iiichael Griffith be members, f1rs. Milton will serve as an ex-officio member. C. Mrs. Milton asked that Jack Curfman serve as the chairman of the committee on Non-Consentual Designation and Incentives and that Barbara Cain and fiichael Griffith serve as members, with firs. Milton ex-officio on this one also. f"r. Beardmore stated that committee members from the Landmarks Preservation Commission have already been appointed and are ready to meet as soon as the CRB is ready..
