Call to order - (3:34 a.m.) Corinne Govan II. Consideration of agenda - Added a discussion of how the Board will disperse the recommendations for funding from the Cultural Development and Programming and Tourism Accounts for 2000. Moved item IV. to item VII. III. Consideration of minutes of December 2, 1999 - Staff will amend the minutes of December 2, 1999 to correct the spelling of Rob Knebel's name. Future meeting dates/times - The Board discussed possible changes to their regular meeting times and dates. To accommodate Board members and the Board's City Council liaison, it was decided that the regular meeting schedule would be changed to the fourth Thursday of the month at 6:30 p.m. The meeting location will remain at Lincoln Center. The next regular meeting will be held Thursday, March 23 at 6:30 p.m. at the Lincoln Center. Fort Fund meeting times and dates will remain the fourth Wednesday of the months of January, April and June. VI. Joint meeting with the Museum Advisory Council - Jill Stilwell, Museum Director confirmed with the Board, a joint meeting with the Museum Advisory Council. The meeting will be held Monday, February 28 from 5:30 to 8:00 p.m. at the Fort Collins Museum. The purpose of this meeting is to allow the members of each group to become acquainted with each other and to determine the responsibilities of each. The meeting will also be used to brainstorm short- and long-term priorities for the Museum and to begin the process of developing a work plan for those priorities. Brenda Martin will facilitate the meeting. Since the Board will be attending this joint meeting, there will be no regular meeting of the Cultural Resources Board held in February. VII. Allocation of Fort Fund budget for 2000 The Board discussed possible allocations of the projected Fort Fund budget for the three funding sessions in 2000. Fran Johnson suggested that the Board make recommendations to disperse the Fort Fund budget in the following way: First Session (January) - $50,000 Second Session (April) - $85,000 Third Session (June) - $40,000 Joan Day moved that the Board approve the proposed suggestion for dispersing the Fort Fund budget for the year 2000. Second - Loren Hooper Passed Unanimously VIII. Fort Fund proposals - From 4:00 p.m. to 8:15 p.m. the Board heard presentations from Fort Fund applicants and made recommendations for funding. (see attached funding recommendations) IV. Annual eeport for 1999 - • The Board discussed changes to the draft of their 1999 Annual Report. After making changes they approved a final version. (see attached copy) Motion to accept 1999 Annual Report as amended - Joan Day. Second - Jennifer Beccard Passed unanimously Staff will submit a copy of the Board's 1999 Annual Report to the City Clerk's Office for their records. VIII. Review of any Past Fort Fund Events - The Board reviewed final reports from organizations/events that were funded by Fort Fund: IX. Committee Reports - No reports. X. Other Business - Bruce Hendee has not been in attendance at several of the past meetings. Corinne Govan will contact Mr. Hendee and discuss his plans to continue as a Board member. Staff will notify the Convention and Visitors Bureau that Fran Johnson will now serve as the liaison to the CVB's Regular Board members. The Board considered a letter from Joy Vernon of openstage etc. informing them of changes to an event that was funded by Fort Fund in June, 1999. Fran Johnson moved that the Board allow openstage etc. to keep its Fort Fund grant given the changes to their event. Second - Jennifer Beccard Passed unanimously XI. In 1999, regular meetings were typically held on the fourth Thursday of each month from 7:30 a.m. to 9:30 a.m. at the Lincoln Center. The Board receives monthly staff reports and acts in an advisory capacity for the Cultural Services and Facilities Department that includes Lincoln Center, the Fort Collins Museum and other issues as they arise. The Board reviews and works with staff on the following: Annual Budget, Facilities improvement and Programming (Exhibits, Shows, Outreach). Members who served in 1999 were Jennifer Sterling Beccard, Fran Johnson, Joan Day, Bruce Hendee, Loren Hooper, Corinne Govan and Ayleen Bums. Jennifer Sterling Beccard served as Chairperson from January through July. Corinne Govan served as Chairperson from August through December. Fran Johnson served as Vice -Chairperson. Council liaison: January - March: Will Smith April - December: Karen Weitkunat. Staff Liaisons were Mike Powers, David Siever, Jill Stilwell and Evan Hyatt. Liaisons from the Convention & Visitors Bureau were Rita Greene and Rick Degeneffe. YEARLY HIGHLIGHTS - 1999 CAPITAL IMPROVEMENT PROCESS - NEW PERFORMING ARTS CENTER The Board continued to work with staff towards the recommendation of a site for a new performing arts center. In 1998, City Council directed the Board to work with staff on the selection of a potential site in the downtown area. FORT COLLINS MUSEUM The Board assisted the staff of the Museum with the creation of a Museum Advisory Council. The Board assisted the Museum staff with acquiring on -going funding for a full- time Administrative Aide position. The Board asked the City Council to consider a one -rime addition to its budget to renovate the Museum and enhance its exhibits. Using the newly created system, the Board recommended funding in the amount of $53,750 to 43 organizations in January, $69,500 to 10 organizations in April, and $59,775 to 31 organizations in June. City Council approved all funding recommendations. The Board will continue to monitor the Fort Fund process and make changes as needed. ARTS ALIVE FORT COLLINS In 1998, the Board made a proposal to the City Council to establish a community arts organization known as Arts Alive. In 1999, Arts Alive Fort Collins was formed and the City Council budgeted $70,000 to fund Arts Alive as long as the organization secured matching grants. Board members assisted in establishing a Board of Directors for Arts Alive and in the hiring of an Executive Director. During the budget process for 2000-2001, additional funds were budgeted by the City for Arts Alive. Dates for renewals are: Dance Series April 24"' Classical Music Series April 241h Showstopper Series May la` Travel Film May 8`" Children Series May 8"` Anything Goes June 26" During the month of February the Lincoln Center hosted several youth oriented performances: All State Choir (Feb 6") involved high school choirs from all over the state (over 2000 people attended these shows) Poudre School District Honor Choir (Feb 8" — sold out) Fort Collins Symphony 4th and 61" grade shows (Feb 12' — four shows) Symphony Concert for Kids, Peter and the Wolf (Feb 251" — sold out) Lincoln Center Children's Series presented two shows, Tom Chapin and Fred Garbo (Feb 3,4 and Feb 24,25 — (sold out — approximately 4500 children and parents attended each show) - Martha Graham Dance Company presented a Master Class at CSU for members of the dance community on March 2"' - Maripat Donovan — Star of Late Nite Catechism gave a Master Class at CSU for members of the theatre community on March 15' VISUAL ARTS: Exhibits at the Lincoln Center include the Poudre School District Student Art Exhibition in the Intimate and Walkway Galleries from February 25 — March 30. Don Michael Swartzentmber "The Totem Triptych Collection" will be in the Lobby Gallery from February 19 — March 30. 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 City of Fort Collins and Recreational Fort Collins Museum FORT COLLINS MUSEUM REPORT CULTURAL RESOURCES BOARD March 23, 2000 The first joint meeting between the Cultural Resources Board and the Museum Advisory Council was held on February 28`h. The meeting facilitator, Brenda Martin, drafted a summary of the meeting (see attached). Currently city staff from the Museum, Poudre Fire Authority, Historic Preservation, Transportation, and Facilities are exploring the possibility of creating a Transportation Museum in the Trolley Car Barn. FRANZ-SMITH CABIN/COURTYARD EXPANSION • The donated funds for the relocation of the Franz -Smith Cabin are currently going through the appropriation process. Staff is working with the Landmark Preservation Commission (LPC) to amend the historic district of the Museum and its Courtyard to include the Franz -Smith cabin. The LPC proposal will also request approval for relocating the Janis Cabin. Current plans call for moving the Franz -Smith cabin the first part of May. • Staff is meeting with Jordan Mestas, a senior Landscape Architecture student at CSU. Jordan will be designing the landscape for the new expanded Courtyard. • Staff is also working with the ALCC (Associated Landscape Contractors of Colorado) to implement the landscape plan in the fall 2000 and spring 2001. PROGRAMS • On February 2, the Museum hosted a teacher in-service meeting for Poudre School District Second Grade Teachers. 18 teachers attended and learned about Museum tours, programs, and services. • The 2000 Community Time Capsule was buried in the Museum's flower box on February 29`h. It contains more than 50 items representing life in the 1990s. A complete list is on file at the Museum. • Dr. Ken Rock presented "From Russia to the Rockies," a lecture in conjunction with the Ung�rr Leit exhibition, on March 2. • The United Way "Sharin' of the Green" annual run on March I Ith brought 180 people to the Museum. • Das Grebel Hans restaurant sponsored the Making History Series: German Noodle Making Class on March 14`h. Due to its popularity, a second class is being scheduled. • Treloar Tredennick presented an information slide show to the Rotary Club Thursday March 16. COLLECTIONS The Museum was awarded a Conservation Assessment Grant to analyze the condition of its collection and structures. The grant allows the Museum to hire a professional objects conservator and a professional architect to complete the evaluation. The site visits will occur in September. The Museum has received an average of two calls or letters per week from Native American Tribes in response to the summaries of the Museum's Native American holdings sent in December. To date, only one Tribe has actually visited the Museum and no requests for repatriation have been received. II-11 1l:cni1MI Monday, February 28, 2000 5: 00-7: 30 p.m. Fort Collins Museum North Gallery The first annual joint meeting was held Monday evening, February 28, 2000, between the city of Fort Collins' Cultural Resources Board (CRB) and the Fort Collins Museum Advisory Council (MAC). The primary goals for the meeting was the sharing of information about the two organizations and their relationship to each other, and creating a vision for the Museum in the 21" century. The meeting was hosted by the Museum staff — Director Jill Stilwell, Curator of Exhibits John Carr, Curator of Collections Cheryl Donaldson, Curator of Education Treloar Tredennick, and Museum Store Coordinator and Museum Accountant Beth Higgins. MAC member Dr. Brenda Martin of Martin and Associates facilitated the meeting. Present from the CRB were: Jennifer Sterling Beccard, Ayleen Burns, Joan Day, Corinne Govan (Chair), Loren Hooper, and Fran Johnson. Present from the MAC were: Chuck Hagemeister (Chair), Brad March, Brenda Martin, Arlene Nededog, Anna Otto, Mabel Preble, and Pam Uhls. David Siever, Director of Cultural Service and Facilities for the city of Fort Collins, and Evan Hyatt, Publicity Coordinator for the Lincoln Center, were also present. Four journalism students sat in on the first half of the meeting for a class project under Colorado State University Professor Joe Fuentes. Not present were Bruce Hendee of the CRB and Beth Price of the MAC. Copies of the agenda and four other handouts (CRB By -Laws, MAC member contact list, Museum's 2000 calendar, and copy of Jill Stilwell's overheads) are attached. This report will be divided into two sections. The first section will briefly highlight presentations made by the Govan, Hagemeister, and Stilwell. The second section will discuss the results of the "Creating a Vision of the 21st Century Fort Collins Museum" workshop facilitated by Martin. Brief presentations were made by CRB Chair Corinne Govann and MAC Chair Chuck Hagemeister. Corinne stated that the CRB is charged within their by-laws to assist cultural organizations of the city, specifically: 0 • Sec. 2-203. Functions. (5) To assist, advise and make recommendations to the Director of Cultural Services and Facilities and the City Council in cooperating on community projects with other civic organizations and with individuals interested in the city's cultural programs and facilities, in order to promote awareness and understanding of, and appreciation for, the value of cultural resources in the community. Corinne also suggested that the primary way in which the CRB can be of assistance to the Museum is through recommendations to City Council and the sharing of information about Museum needs and happenings. Chuck presented a brief overview of the mission and role of MAC as an advisory council to the Museum Director, and not as a replacement for the role of the CRB. He introduced the MAC members (see attachment) and discussed what we have been doing and are planning to do for the remainder of the year. Museum Director Jill Stilwell made a brief slide show presentation that reflected the history of the museum. She noted that the 1990s were full of changes for the Museum as it not only had three directors and complete changes in staff, but the Museum field in general became more focused on education and community outreach. Jill then showed a series of overheads (see attached) highlighting the role of the Museum in the community by sharing the Mission of the Museum and its statement, the 1999 Strategic Plan, staff, vital statistics, and plans and activities taking place this year. The following section will examine the results of the "Creating a Vision of the 2 1 " Century Fort Collins Museum" workshop facilitated by Brenda Martin. The intent of the workshop was to generate ideas, create a sense of responsibility and ownership, and to build consensus on how the CRB and MAC can work with the Museum and its staff as the Museum moves into the new century. Initially, Brenda went around the group and had them state in one to three words what a museum means to them. "Education ... exhibits ... collections ... learning ... sharing ... magic ... fun ..." were a few of the ideas people shared. The group then brainstormed individually for 3 to 4 ideas that they felt to be important for their vision of the Fort Collins Museum in the next century. Small groups of three persons were then formed to further brainstorm and prioritize the top 3 to 4 ideas. After placing the ideas before the group, and clarifying as needed, the ideas were then organized into clusters and given a title. The group then talked about the clusters, what they meant, and what insights were gained. Seven clusters were formed, each containing various components. In spite of the number of components, it was noted by the group that the clusters were equally important in creating the overall vision of the 2l't century Fort Collins Museum. 1. More Staff a. increase staff (professional) Part of the mission of the Fort Collins Museum is to be a dynamic institution that provides opportunities to learn, reflect, and have fun. This was obviously significant to the group in how the museum presents itself, its programs and its exhibits as noted in cluster 1. The group was also adamant in its determination that the Museum be an integral part of the local community, as well as being renown regionally, nationally, and even internationally as noted in clusters 2 and 3. The need for the Museum to expand and increase its physical facility was discussed in cluster 4, and even further emphasized in cluster 5 where the Museum is viewed as a living and integral component of the community as a heritage and learning center. Clusters 6 and 7 reflected the basic needs on which to build clusters 1 through 5, and that is through increased funding and staff. Both funding and staffing factors were determined by the group as the fundamentals to create the vision of the Museum as described above, and it is here where the CRB and MAC can begin their collaborative efforts and offer the most assistance. As noted earlier by CRB Chair Corrine Govann, the CRB can be a voice for the Museum in matters relating with City Council and the Mayor's office, especially concerning funding by the city and staffing issues; share the vision of the Museum with other city cultural organizations and constituents; give insights and share information through their liaison with MAC, Joan Day; and offer expertise and knowledge such as through an annual joint CRB and MAC meeting. MAC will strive forward in its purpose to provide community based input on the Fort Collins Museum's programs and services; to advocate for the Museum and enhance its public image; to build the Museum's constituency; to advise and support the Museum Director; to bring expertise to the Museum; and to assist in fundraising efforts.
