The following members were present: Jennifer Beccard, Robin Goette, Fran Johnson, Marcella Wells Karen Warren, Joan Day Board Members Absent: None Staff Members Present: Mike Powers, CLRS David Siever, Lincoln Center Joy Poole, Museum Marty Heffernan, CLRS Evan Hyatt, Lincoln Center Guests: Ellen Zibell, Fort Collins Convention and Visitors Bureau I [ehhf17_1 I. Consideration of tonight's Agenda Item VI., Fort Fund Guidelines discussion, moved up for discussion after Consideration of minutes of Feb. 26, 1997. III. Consideration of minutes of Feb. 26, 1997 Marcella Wells asked that all references in the minutes of item IV., Fort Fund Guidelines discussion, to the Visitors Center being located at I-25 and Hiway 14 be amended to state the location as I-25 and Prospect Avenue. Motion to accept minutes as amended - Robin Goette Second - Joan Day Passed unanimously VI. Fort Fund Guidelines discussion - Marty Heffernan, Assistant to the Director of CLRS, distributed a memo outlining proposed guidelines for disbursing the additional lodging tax revenues coming to Fort Fund. (see attached memo). The Board discussed the guidelines for the additional lodging tax revenues with input from Ellen Zibell of the Convention and Visitors Bureau. A motion was made to eliminate the proposed minimum amount of $2,500 that events would receive from this fund. The current limits of $500 minimum and $5,000 maximum would apply. Motion to strike $2,500 minimum and apply the current limits - Marcella Wells Second - Fran Johnson Passed - 4-1 Opposed - Joan Day Motion to accept the proposed guidelines for the additional lodging tax revenues as amended - Joan Day Second - Fran Johnson Passed unanimously n U E Changes were made to the guidelines that will be used to distribute the remainder of the Fort Fund revenues. Those changes will be presented to the City Council for their approval at their regular meeting of April 15, 1997. Motion to accept Fort Fund Guidelines with changes and additions - Robin Goette Second - Joan Day Passed unanimously IV. Resignation of Don Koessel - Jennifer Beccard discussed with the Board the resignation letter that was received from Don Koessel on March 4. Fran Johnson will write and send a letter from the Board to Mr. Koessel expressing the Board's positive feelings towards his contributions to the Board and the city during his time as a member of the Board. V. Discussion re: city budget 1998-1999 - Joy Poole, Museum Director, discussed with the Board a proposal to add money to the Museum's 1998-1999 budget for staff support. Board members suggested changes to a memo that Ms. Poole will be submitting to City Council for their consideration during the 1998-1999 budget process. Motion to endorse the memo to City Council as amended - Marcella Wells Second - Fran Johnson Passed unanimously VII. CIP letter and update - Jennifer Beccard updated the Board on the efforts of the Citizens Building Community Choices group to help pass the CIP initiatives that are on the City's election ballot. - 14,000 brochures and letters promoting the CIP issues were mailed on March 18 to patrons of the Lincoln Center. - Volunteers for the Citizens Building Community • Choices group will be conducting a "brochure walk" door-to-door on the weekend of March 29 & 30. - Tommy Short will be on the Phil Walker Show on KCOL Radio Mar. 27 to discuss the proposal relating to the CIP tax to purchase land for a new Performing Arts center. Ms. Beccard encouraged other Board members to write a letter to the editor of the Fort Collins Coloradoan supporting the CIP tax initiatives on the ballot. Ms. Beccard presented a draft of a letter that could be sent to the editor of the Coloradoan from the entire Board. This letter would be signed by Fran Johnson for the Board as a whole. Motion to accept the letter with changes made - Fran Johnson Second - Joan Day Passed unanimously Joan Day moved that the Board recommend that the City Council endorse all three ballot initiatives relating to CIP. Second - Karen Warren Passed unanimously VIII. Review of any past Fort Fund events - events: Reports were received and reviewed from the following Fort Collins Symphony - "Beethoven In Blue Jeans" Poudre Valley Hospital Foundation - Resolution Run Fort Collins Museum - Exhibitions Front Range Cultural Exchange - First Night Fort Collins IX. Committee Reports - Art In Public Places - No report. CVB - The Board is working on the details of getting the Visitors Center started. Museum - No report. Lincoln Center Board - The Board discussed the CIP ballot and the election of April 8. Ft. Collins Council on the Arts - Donated $100 to the mailing of letters promoting the CIP projects. Fran Johnson volunteered to take on the role of liaison to the Arts Council if the meeting time fits into her schedule. City/CSU Study - No report. The committee is waiting for CSU to officially request a final report from the consultant. X. other Business - The Board discussed the meeting room space at the Museum. If adequate meeting room space is not available when the Board is scheduled to meet at the Museum, the Board will meet at the Lincoln Center. XI. These concerts are free to the public and are underwritten by the Lincoln Center Support League. Friday noon "Out to Lunch" series (Noon to 1 PM) June 20 - High, Wide and Handsome Classic Country, Cowboy Songs & Rock -A- Billy June 27 - Pan Jumbies Steel Pans and Calypso of Trinidad & Tobago July 11 - Liz Bamez & The Mudheads July 18 - Rocky Mountain Banjos & Co. Razamatazz July 25 - TBA Wednesday Noon "Children's Series" June 25 - Betty Kopit Actor, Singer and Storyteller July 2 - Liz Masterson & Sean Blackburn A musical portrayal of the American West July 9 - Debut Theater Company Theater by Young People for Young People July 16 - The Van Manens Healthy Songs for Healthy Families July 23 - Jim Jackson A One Clown Circus Renewals for 1997-98 Series Tickets Renewals have been sent out for the Classical Music, Dance, and Film Series. Deadline for sending in renewals on these series is Friday May 2nd. Now that that has been installed, it makes it possible for the entire Lincoln Center to be hooked up to it's own LAN, which will allow sharing of information between individual areas (box office, backstage, administration, and scheduling) VISUAL ARTS: The Northern Colorado Artist Association 6th National Art Exhibition and Sale continues in the Lincoln Center galleries through May 9. This exhibit features the work of artists from across the country. City of Fort Collins and Recreational Fort Collins Museum Cultural Resources Board Fort Collins Museum Report April 23, 1997 EXHIBITS Our changing exhibit Colorful Kite Tales which opened March 20th has been attracting a new unanticipated audience of oriental students from CSU. Our summer exhibit will be the first of several MEN prototype exhibits. La Conte: The Hispanic People of Eort Collins opens with a reception on May 2nd from 5-7 p.m. It recognizes the contributions of the Hispanic people and focuses on three areas Including Origins, Unity and Discrimination. The Cinco de Mayo committee has contributed *100 for Ron Roybal, classical guitarist to perform. Andy Gavaldon will be presenting some opening remarks. EDUCATION The spring rush to the museum is on with PRD field trips. Rtudents have been having fun hying on costumes in conjunction with the THREADS OF FORT COLLIMS exhibit. A variety of Hispanic programs have been planned throughout the summer to introduce our MEN educational programs in conjunction with this prototype exhibit. COLLECTIONS This past month the museum learned that a State Historical Eund grant to restore the Eire Truck was not approved for funding Reviewer's comments indicated although the grant was well written there didn't seem to be a sense of urgency. Alison White is collaborating with Jill Gardner and former fire chief Ed Yonkers to strengthen the grant application narration to better reflect the need to restore the fire truck. It will be resubmitted for the May 15th deadline. MEN The museum staff will continue working with the Hispanic Advisory Committee to locate possible Hispanic collections for donation to the museum. Hundreds of family photographs have been collected for the Hispanic Data Base. Ross Loomis, CRU professor of Environmental Psychology and Amy Coto, graduate student will be conducting evaluations of the La Gente exhibit in conjunction with the MEN planning grant. The Fort Collins Museum and the Smithsonlan Institution will be submitting a State Historical Fund grant to jointly fund the production of an interactive multi -media CD-ROM on the Paleo Indians and Native Americans of Colorado. Total ptoduction/grant costs are estimated at $65,000. The Lindenmeier Paleo Indian site in Latimer County will be featured, since it is a nationally recognized archeological site. Video excerpts from contemporary Native Americans will be incorporated into the production. This exciting project aligns nicely with out educational goals for the new NEN programs.
