GOLF ADVISORY BOARD
MINUTES: Special Meeting - November 9, 1981
The meeting was called to order at 5:35 p.m., with Tom Skillman presiding.
It was noted that because all regular members of the Board were present,
alternate Bill Basow was not eligible to vote; but, was eligible to partic-
ipate in all discussions.
The minutes of the October 21, 1981, meeting were approved unanimously as
presented on a motion by Jim Mitchell, seconded by Carl Kansala.
Tom Skillman explained that City Council approved the golf fee recommendations
that were approved by the Board at the October 21, 1981, meeting. Due to the
negative feedback from some golfers over the elinination of the Husband/Wife
category from the fee schedule, City Council would be open to alternative
recommendations from the Board, if the Board wished to reconsider its
recommendation.
Kathy Bohmont said she received many phone calls regarding the elimination
of the Husband/Wife category and there there were a lot of unhappy people.
Tom Skillman said this action has created some bad "PR" and feels that it
is not good for the golf program. He pointed out that the golfers of Fort
Collins already feel some resentment because it is the only "pay for itself"
Parks and Recreation activity and that the Board should be cautious about
alienating any group of golfers. Eileen Banks pointed out that offering a
discounted rate in a Husband/Wife category could cause bad feelings among
the single annual pass holders.
Bill Basow asked if the Parks and Recreation Department offered a Husband/
Wife fee category for any other activities. H. R. Phillips said all other
Parks and Recreation activities were on an individual fee basis.
Bill Metier said that if the Board is attempting to be fair, how can they
essentially lower the senior rate. Since 10% of the annual pass goes into
the Surcharge Fund, the seniors actually have a lower fee. He reminded the
Board that the people working at the golf courses will feel the brunt of
golfer dissatisfaction.
Bill Basow said the issue is whether being married entitles an individual
to a discount.
Jim Mitchell felt the real question was how to establish the basic rate.
He said with discounted categories (i.e., senior and juniors) the other
categories subsidize the discounted categories. He suggested for future
discussion of fees that City Council establish a policy as to what extent
some groups are to be subsidized.

Eileen Banks pointed out that in addition to subsidizing golfers in the
senior and junior categories, that the single annual pass holder also sub-
sidizes the golfers in the Husband/Wife and Family categories.
Jerry Brown said that for this year the subsidy to seniors and juniors from
other categories is approximately $26,000, which is approximately equivalent
to this year's revenue sharing.
Jim Mitchell suggested that for this year the Board adopt a variable -sized
family fee schedule.
Bill Basow asked if our golf courses now have maximum usage; and if so, should
the golf rates encourage increased usage. H. R. Phillips and Bill Metier
estimated golf course usage at 75%; with available time being at non -prime
times, and during the non -peak playing season (November -March).
Jerry Brown recommended not reestablishing a Husband/Wife category for senior
citizens because they already get a substantial discount.
Sandy Bickel feels that philosophically, a Husband/Wife category is discrim-
inatory and that a single golfer should not be assessed a higher fee than a
married golfer.
Bill Zech said a variable family rate structure appears to the the most
reasonable and least offensive option.
Eileen Banks said that if the Board feels $200 is a reasonable rate for
a single golfer, than it should follow that $400 would be a reasonable rate
for two golfers. She maintains that there should be a standard rate for all
golfers. Everyone who wants to use the City golf courses should be assessed
the same fee. She felt once a standard rate for all golfers is estabisihed,
the Board would have to address the issue of discounts for seniors and juniors.
But she feels a 50% discount in any category is excessive.
Kathy Bohmont moved adoption of a variable family rate structure as follows:
Family (Spouse and all children age 18 or under)
Primary User $200
Secondary User/Spouse 100
1st Child 50
2nd Child 50
3rd Child or more 50
Bill Zech seconded the motion. Carl Kansala moved to amend the motion to
delete the reference to children so the maximum for a family would be $300.
Motion to amend died for lack of a second. The original motion passed 6-1,
with Eileen Banks dissenting.
Jerry Brown proposed the following combination variable family rate structure:

Primary User $250
Secondary User/Spouse 125
1st Child 65
2nd Child 65
3rd Child or more 65
Kathy Bohmont moved approval of the proposed combination variable family
rate structure. Sandy Bickel seconded the motion. The motion passed 6-1,
with Eileen Banks dissenting.
Jim Mithcell moved that, at the next meeting, the Board appoint a committee
to examine rates for 1983. Tom Skillman seconded the motion. The motion
passed unanimously.
There was a brief discussion about whether the Board needed to meet at the
regularly scheduled time in November or in December. It was pointed out
that the Board unanimously passed a motion at its September 16, 1981, meeting
requiring the Board to meet every month.
Kathy Bohmont moved that the meeting be adjourned
motion. The meeting adjourned at 6:50 p.m.
