MINUTES: Regular Meeting - January 20, 1982
The meeting was called to order at 7:32 p.m. with Tom Skillman presiding.
The minutes of the December 16, 1981, meeting were approved unanimously.
SOUTHRIDGE GOLF COURSE
There was a presentation by Frank Hummel and Clifford Buckley on the proposed
Southridge Golf Course. Frank Hummel is the designer of the golf course to
be located 1 mile south of Collindale, between Lemay and the railroad tracks.
It will be a privately-owned/public fee golf course. It will be a par 72,
medium length, multiple tees golf course. It will be 6,400-6,500 yards.
The greens will be similar to Collindale, but with more sculpture. There
will be 90 feet of elevation differential and more sand traps than Collindale.
It will be seeded by May, 1983 and be ready for play by July 1983. It will
be a daily fees course with a modest clubhouse (similar to Collindale) and
a maintenance building. The homeowners will have no special privileges. The
Bucain Corporation will be owner/operator of the golf course. A management
company will probably run the course. There may be a problem with Industrial
Revenue Bonds for a recreational facility. However, there are other, more
expensive, funding alternatives.
TOURNAMENT POLICY
Staff would like some input from the Board regarding tournament policy. Jerry P,
Brown pointed out that there currently is a tournament policy. Bill Metier
does not perceive there to be any problems with the policy as is. Jim Mitchell
feels it is important that increased demand for tournaments does not infringe
too much on public play. There is a general concensus that things are running
smoothly and we should continue without any changes at this time.
GOLF PRO FEE
Jim Mitchell recommended putting the following statement on the tournament
registration form.
"The professionals at the Fort Collins Municipal Golf Courses have
contractual agreements with the City, and receive no additional
pay for scheduling and assisting with tournaments. We recommend
that you consider gift certificates from the Pro Shop as prizes
for your tournament."
H.R. Phillips feels this statement would not be harmful, but would not want
to add incentives that could be manipulated.
It was agreed to include the statement on the tournament forms.
Jim Mitchell feels we should address the issues of fee waivers, special
privileges and tournament policy each year.

OTHER BUSINESS
Club Nautilus is going to buy score cards for City Park. Tom Skillman feels
that in the future we should put the score cards out to bid.
There is a possibility that after Southridge is built, they will want the
City to run it.
Although Southridge will be a public course, it can turn private when the
bonds are paid off.
There was a discussion about the time frame for a committee to discuss fees.
Tom Skillman feels we need feedback from the public. Eileen Banks feels it is
important that the committee start work on addressing the fee issues early.
Jim Mitchell feels we should initiate dialogue with Loveland Parks and Recreation,
County and Open -Space people about issues of common interest.
