The minutes of the March 17, 1982 meeting were approved unanimously on a motion by Sandy Bickel and seconded by Jim Mitchell. Report of Meeting with City of Loveland and Larimer County Officials Jim Mitchell reported on his perceptions of the meeting. - The meeting was not primarily a golf meeting. Open Space was the main issue. - Nona Thayer feels it is the role of the City, not the County, to provide recreation facilities. - Rod Chapman, Loveland Parks and Recreation, reported that Loveland is interested in expanding present golf course, not building a new course. - Jim Mitchell feels there is no point in continuing a discussion with Loveland and the County regarding a new golf course at this time. Maybe in the future in conjunction with potential Open Space/buffer land. Report of Meetinq of Fee Structure Committee Jim Mitchell reported that the Committee discussed a number of options; but the Committee was not ready to make recommendations to the Board at this time. Jerry P. Brown was asked by the Committee to put together some data on play records. Jerry said he hopes to have the data available for June 1981 for the next Committee meeting. Some of the items discussed by the Fee Structure Committee were: - Committee agreed it is important to maintain annual passes. - It is important to maintain a reasonable rate for the annual passes so they will continue to sell. - Possibly restrict players with discounted passes from playing during "prime times". - Discontinue single course pass. Only one pass that would be good for both courses. - Discount of 50% for juniors and seniors possibly too high. Quarterly Report Staff provides a Quarterly Report to the City Manager. This report will now be made available to the Golf Board, and will supplement the statistical Monthly Reports the Board now receives. The most noteworthy item in this report is that a new ceiling and storm windows have been installed at the City Park Nine Club- house. This should save a lot of money on energy, and really improves the appearance of the facility. Other Business Jerry P. Brown explained the Golf Fund will be affected by the hiring freeze. If full-time positions are vacated, they may not be filled. Jerry went on to explain that the 1983 budget will be the same as the 1982 budget, $420,567; no increase for 1983. Anything above the $420,567 allocation would have to be justified on a supplemental budget request, with proof that there are revenue resources to cover the supplemental requests. It was announced that the terms of Eileen Banks, Bill Basow and Kathy Bohmont will expire on June 30. If interested, they must apply by April 30. Jerry said he received a phone call from a Mr. Jay Walters. Mr. Walters requested that it appear in the minutes of the Golf Board meeting that he feels the single adult annual pass is too high. Jerry reported that there had been some vandalism on #5 and #12 greens at Collindale. Kids were caught riding motorbikes on the greens. The parents have paid for the damage. The kids wrote letters of apology. The police were not involved in the incident. Bill Metier is getting a new cash register. It is part of a new system that will help enable the City to make deposits within 24 hours. Currently, it can take up to 7 days to make deposits. Sandy Bickel suggested that we do a survey of golfers to get their input on fee structure and to use the survey as a vehicle for disseminating information to golfers. Bill Basow thinks the survey is a good idea. A Survey Sub -committee has been established. Bill Basow, Sandy Bickel and Jim Greer will serve on the Sub- committee. Kathy Bohmont feels that the game machines at the City Park Nine Clubhouse are inappropriate for a golf course clubhouse. Bernie Cain is going ahead with construction of the Southridge golf course.
