Approval of Minutes: On a motion by Phillips Chavez and seconded by Jo Faith Warsteane, the minutes of the meeting of April 1, 1998 were approved unanimously (6-0). Agenda Review: Item #5 and Item #9 were deleted. Citizen Participation: No citizen participation. BASH REPORT The last BASH activity was a dance which was held at the Youth Activity Center on April 29. The parry that was being planned for May 16 has been changed to June 6 and will be held at the neighborhood swimming pool near O'Dea Elementary. Swimming, games, a barbecue are on the agenda. A committee meeting is scheduled for tonight (May 6) to plan the next event. SCHOOL REPORTS Poudre High. Drinking was a hot topic, and students think the new zero tolerance law is too "pushy" Youth Advisory Board Minutes May 6, 1998 Page 2. SCHOOL REPORTS (cont.) More people are getting interested in BASH events. Interested in a music fest with bands, maybe at City Park. A lot of people want to know more about the Youth Advisory Board. CLP Junior High. Requested more activities for younger kids that are not music -related. Students are excited about non-traditional sports offerings at the Youth Activity Center but wish that the facility were closer for them. Overnight camping, fishing trips requested. Webber Junior High. Dances, sports and skateboard parks were the topics of interest to students. CSU. A referendum was recently passed to expand Transfort services. Some CSU students are upset that teens can ride Transfort free of charge yet they are assessed fees per semester. Lesher. Students' concerns echoed those on a survey recently conducted of teens (ages 11-19) by a group of CSU students - things that interest them, tobacco ordinance, major problems for individuals ages 11-19, activities preferred, etc. Heritage Christian. Some students wanted to know if there was a city-wide alternative to prom so they can meet kids from other schools (juniors and seniors). Fort Collins High. Many students wanted to talk about the recent senior ditch day where 100+ kids attended a party where alcohol was available. Some were cited for "minors in possession". The students who hosted the party thought that police intervention was unnecessary. Kristie Blackmon of the YAC staff will make a point to tell students about the Recreator and programs offered by the Recreation Division when she visits schools in the next two weeks. YOUTH ACTIVITY CENTER UPDATE April participation report was distributed as well as the results from a survey that was done by a CSU Human Development class last fall. Individuals comments from the survey are available for those interested. Only three teens registered for the Alternative Sports Festival on May 9 so it was canceled. Many kids thought the month of May was too busy for an activity such as this. Staff may include it in Spring Break activities next year. The instructors were excited about it being a good mentoring program as well as introducing skills. Staff may offer it as a family event with parents and kids ages 10 and older. No applications were received for clerical aide to develop a youth web page. The deadline to apply has been extended until the end of May, and applications will be distributed to PACE coordinators at schools. Copies of the job description are available from Dave Mosnik. Youth Advisory Board Minutes May 6, 1998 Page 3. YOUTH ACTIVITY CENTER UPDATE (cont.) Suzy distributed the Recreator and the May calendar that invites people to visit the YAC during their study breaks. There are a lot of new and exciting offerings in the Teen section of the Recreator for summer. Will Smith reported that the Recreator is not clear on registration procedures at the YAC; staff will review processes. YAC staff will be doing school visits over the next two weeks. If YAB members wish to sit in on the visitation to the school(s) they represent, they are welcome to do so. Contact Kristie at the YAC. OTHER BUSINESS Council members Wanner and Smith will be interviewing applicants for the open positions on the Youth Advisory Board. There were 17 applicants, more than for any other City board or commission. Youths are encouraged to apply for positions on any board or commission; Mayor Azari and Councilman Smith would particularly like to see young people apply for openings on the Human Relations Commission. There will not be a Youth Advisory Board meeting in June. In its place will be a social evening to bid farewell to outgoing Board members. The date is May 27, 5:30 PM at SportsCaster. Outgoing members are to bring their notebooks. Loveland formed a Youth Advisory Board nine months ago; Greeley has a Youth Advisory Commission. Councilman Smith suggested to Laurie Fonken-Joseph that these two boards be invited to the multi -cultural retreat in October and they could get together with the Fort Collins board and share ideas. Peggy Bowers said that tentative plans have already been made to get the Loveland board and the Fort Collins board together in October. Councilman Smith stated that folks in the community are beginning to look at how to address the "dead zone" (2:30-6:00 PM) when young people have nothing to do and tend to get into trouble. What would be a good thing to do as a community that would involve young people during this time frame? One suggestion was to provide free admission and transportation to EPIC. Smith also stated that there are many people who question the high schools' open campus policy.
