YOUTH ADVISORY BOARD MINUTES
Regular meeting — May 5, 1999

Call Meetina to Order: The regular meeting of the Youth Advisory Board was called
to order by Chairperson Phillip Chavez at 7:10 p.m.
Approval of Minutes: The minutes of April 7, 1999 were approved unanimously (6-0)
on a motion by Ben Brooks, seconded by Steve Hill.
Agenda Review: Delete item #5 (Welcome Mayor Ray Martinez).
Citizen Participation: Jeff Knezovich was introduced as a guest and also as an
applicant for a position on the Youth Advisory Board.
Agenda:
INTERNATIONAL YEAR OF OLDER PERSONS
Yvonne Myers addressed the Board regarding International Year of Older Persons 1999.
Her intent was to let the Board know about this designation and to ask for their help since
seniors quite often have issues similar to those of teens. The Senior Advisory Board
would like the Board members' replies to "what is your concept of a society of all ages?"
YAB members are invited to attend the Senior Advisory Board's meetings on the second
Wednesday of the month, 2:00-4:00 p.m. at the Senior Center. The SAB is working on
the concept of "dignity".

CITY COUNCIL POLICY AGENDA DISCUSSION
After some discussion, the Board voted unanimously on a motion by Steve Hill and
seconded by Phillip Chavez to submit to the City Manager the same topics submitted for
budget consideration in the years 2000 and 2001. Two items were added to the list 1)
increased activities for youth in Fort Collins and 2) develop a central clearinghouse for
local youth activities/resources with a communication plan to distribute information.
Janet Urban will draft a memo from the Board to the City Manager.
YOUTH MUSIC FEST UPDATE
Peggy Bowers and Steve Hill signed "conflict of interest" forms and removed themselves
from the discussion about choosing performers. Eleven bands submitted applications
and/or tapes to be considered for inclusion in the Youth Music Fest on June 5 at City
Park. The Board had a lengthy discussion about setting the criteria by which a band
would be selected or rejected.
Since the original goal of the Youth Music Fest was to showcase youth musical talent, the
Board, on a motion by Ben Brooks and seconded by Robin Horak, voted unanimously to
listen to the submitted tapes and give each group a "thumbs up" or a "thumbs down". If
the majority of the voting members of the Board didn't approve a group, then that group
would be up for discussion. The criteria for approving was whether or not a group was
determined to have "talent". As a result of this exercise, all groups were approved by the
Board, so all eleven will perform in City Park on June 5. The YMF sub -committee will
meet on Tuesday, May 11 to work on the schedule.
ORAL SCHOOL REPORTS
Steve Hill talked to Wellington students (post -Columbine incident) and the sense is that
they want to feel more secure in their school; there is not enough security.
Ben Brooks has helped announce the Youth Music Fest at Fort Collins High School via
posters and television. He also spoke to a teacher (student council advisor) at Preston
who reported that Preston students don't feel a part of the city since their school is
located so far south and east; would like more interaction.
Jeff Knezovich announced that the International Baccalaureate Student Council will be
hosting a forum on issues and will be inviting students from junior and senior highs on
May 22 from 8 a.m.-Noon.
TEEN PAGE IN COLORADOAN
Bill Leary volunteered to talk to Dave Greiling of the Coloradoan to keep the lines of
communication open regarding the topic of a Teen Page. Bill will report on the status of
this item at the Youth Advisory Board meeting on June 9.
NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE
Frank Martinez shared information on activities that are scheduled for summer at the
NACC and include the youth basketball program, teen weightlifting classes, vocal
workshops, dance on Friday, May 14 for 9u' graders and older.

YOUTH ACTIVITY CENTER UPDATE
The May activity calendar was distributed as well as the year-end report of non -sport
activities offered in 1998 and a monthly participation report for April. The YAC staff is
open to new ideas. A schedule of summer dances will be available beginning June 1.
Swing dances may be added.
OTHER BUSINESS
Ki Shih suggested that the Board discuss the Columbine incident. The IB Forum might
be a good place to start.
Adiournment: The Board voted unanimously (7-0) for adjournment following a motion
by Dondi Barrowclough and seconded by Robin Horak. The meeting was adjourned at
9:10 P.M.
