Mr. Lynxwiler moved to approve the minutes, as amended

Mr. Lynxwiler wanted to comment on the process the board had discussed at the June
meeting in reference to Westfield Park. At that meeting, it was decided that board members should
bring in slides of artists they thought would be appropriate for the park project. He noted that such
a process can lead to favoritism and distrust of the board by artists and the public and he advised
against using this process in the future.
Ms. Liska-Smith asked staff to clarify conflict of interest. Staff reported that the City is in
the process of revising its policies and will keep the board informed.

Addendum
At the special meeting held on July 10, 1997, the board met to review proposals for the
Timberline Road project. After reviewing slides and reading proposals the board rated and
discussed the top ten proposals. Finalists were chosen which will be paid $750 to return to a future
meeting of the board to present their proposal in the form of models and illustrations.
Ms. Liska-Smith moved to select the top five rated artists (Elaine Calzolari, Bruce
Taylor/Lynne Hull team, David Griggs, Robert Tully and Carolyn Braaksma) as finalists for the
Timberline Road project.
