Approval of Minutes: The minutes were corrected to read $15.00 per person for the BASH event on January 17/18 rather than $10.00 per person. On a motion by Bonnie Deaville and seconded by Richie Lynn, the corrected minutes of the meeting of December 3, 1998 were approved unanimously (5-0). Agenda Review: No changes to printed agenda. Citizen Participation: None Agenda: TEEN ACTIVITY ALTERNATIVES Guests Sandra Deraney-Reilly, Courtney Reilly (223-7746) and Emily Baker (223-4438) voiced their concern with the lack of consistent weekend events that offer drug- and alcohol -free fun in Fort Collins for teens. They offered their support in trying to develop something through their time, resources, ideas. Courtney feels that dances are sometimes unsuccessful because teens are fearful of authority. Teens need to be involved in planning, promoting and implementing dances. Farah intends to get RMHS student council involved. Councilman Smith asked whether teens would be interested in going to a church to socialize. Ki-Shih (guest) felt that if the event didn't involve "church" in any way, the event could be successful. Councilman Smith will check with two different groups, Congregations Building Communities and the Interfaith Council, to see if they might be interested in pursuing this idea. Richy suggested that those interested in planning alternative events should join forces with the BASH committee. Richy and Steve are already members; Farah, Emily and Courtney will attend the next meeting on January 13 at 7 p.m. at Rocky Mountain High School. GLENWOOD SPRINGS ALTERNATIVE PARTY John Clarke, an organizer of the BASH event in Glenwood Springs, asked the City for $2,500 to help with funding. City Manager John Fischbach requested a letter of support from the Youth Advisory Board. On a motion by Richy and seconded by Steve, the Youth Advisory Board voted unanimously (6-0) to endorse the City's financial support of the BASH event. REMAINING SCHOOL REPORTS Bonnie Deaville reported that Heritage Christian students get their information on activities for teens through the Recreator and were eagerly awaiting the publication of the Winter/Spring edition. Councilman Smith questioned the report that students at Fort Collins High School feel harassed by police. Steve reported from FCHS student council that students feel harassed after school hours and even off school property by police officers (both resource officers and regular police regarding traffic issues). Abby said Lesher Junior High students who felt harassed by police tended to return the harassment. Farah reported that RMHS students feel harassed regarding traffic issues. Officer Gammon reported that he had sent an e-mail to his fellow police officers citing students' concerns. YAC UPDATE Dave Mosnik reported great participation during Christmas break; lots of new kids, particularly junior high age. The dance on Friday, December 19 was attended by approximately 50 junior high students; the dance on Saturday, December 20 was attended by approximately 100 high school students. RMHS is scheduled to host a dance on Saturday, January 10 with a disc jockey. The Recreator for Winter/Spring became available on 12/31 with lots of new activities for teens. There's a huge interest in fencing, basketball organizational meeting was well -attended. Dave is willing to set up a 3-on-3 basketball league for girls if 12 commit. Volleyball instruction on Saturday mornings begins 1/3 from 8-10 a.m. The January activity calendar was distributed. Youth Advisory Board Minutes January 7, 1998 Page 3. The YAC staff has created their own ID card system and have given out over 100 since January 1. NACC UPDATE The Toys for Kids program distributed 325 gifts to kids ages 3-12. A very successful toy drive was conducted at the high schools (and other locations around the city) for this program. The skateboard park at NACC is getting heavy use which spills over to the gymnasium for basketball play. Tutoring classes are suspended until CSU resumes. A particular professor requires community service work for her students; this obligation is fulfilled by tutoring. The wrestling program is going well. Some of the new activities being offered by NACC staff include cartooning, fly tying, cooking. Jose Sandoval encouraged teens to apply for the multi -cultural leadership retreat which will be held February 6-8 in Estes Park. The deadline to apply is January 16. OTHER BUSINESS * The Boards and Commissions appreciation event will take place on Friday, January 30 at the Lincoln Center. Abby encouraged attendance; it's a good opportunity to meet people. * There was discussion about having aYAB web page. Steve suggested that it be a separate page rather than part of the city pages and have links to and from the high schools and other city departments. This item will be put on the February agenda for discussion.
