Minutes of Meeting
April 20, 1977
The Golf Advisory Board was called to order at 7:30 P.M. by President
Lawrence Crandall.
The Board reviewed the financial report, which was provided by the Finance
Department. Some questions were raised regarding the principle and interest
for the Water Fund payback. Board members request that someone from Finance
attend the May meeting and explain the principle and interest payback program.
Discussion was held relative to the rule of requiring male golfers having
to wear a shirt and shoes while playing golf. After considerable discussion,
motion was made and carried that the rule was discriminatory and that it
should not be enforced on the golf courses because people are allowed to
go swimming, go to the parks and other public outdoor areas without being
required to wear shirt and shoes.
H. R. reported on the question of whether the Board was in violation of the
Sunshine Act. The Assistant City Attorney indicated that Boards and Commissions
that were advisory were not in violation of the Sunshine Act, but that it
would be considered more favorable if they were announced in the newspaper.
The City Manager's office has been announcing the meeting dates of both the
Golf Board and the Parks and Recreation Advisory Board.
H. R. presented a current tournament schedule of all major tournaments, plus
Men's and Women's Association events, Twilights, and many smaller tournaments
of 30 to 80 people. Over 44 dates have been requested for tournaments con-
sisting of Invitationals, private and public employees' groups, Men's and
Women's Associations for both courses, including events scheduled Monday
through Sunday.
H. R. reported that the wet well and the pumping plant has been bid for City
Park Nine sprinkler system, and that Dave Sadler, Superintendent at City Park
Nine, has installed both pipe and conduit crossing for the Larimer #2 and
New Mercer ditches.
Carpet and tile at Collindale is to be installed the week of April 25th; and
the maintenance addition at Collindale is completed.
Both golf courses have suffered considerable grass damage in some areas, due
to the long winter drought. Collindale is in very good condition. However,
City Park Nine has approximately 25% loss of grass on several fairways and
will be over -seeded early summer. Dave Sadler is trying to locate a slicer -
drill, which will do the best job for this over -seeding. The two or three
pieces of equipment bid for the golf courses have been received. Both super-
intendents have completely overhauled and painted all equipment and are ready
for the heavy golf season ahead.
Jim Mitchell requested that the Board should be spending more time looking
into long range golf course sites, as he indicated that according to the

growth projections for Fort Collins, now is the time to start locating
possible future golf course sites. The Pine Ridge property was discussed
and H. R. stated that the area has been looked at by all golf pros and
superintendents and by Frank Hummel, Architect, and from all indications
the area could serve as an 18 hole golf course provided adequate water
supply could be secured for the irrigation. This problem, along with
some good soil samples, needs to be pursued.
Mr. Mitchell brought up the question of the Bartran-Everitt proposal for
an additional 9 hole course north of Collindale, that was discussed over
2 years ago. H. R. gave a brief summary of what had transpired at that
time and the question was asked if it should be looked into again.
Next meeting will be devoted mainly to long range golf course plans.
