HomeMy WebLinkAboutParks And Recreation Board - Minutes - 09/24/1985CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT PARKS AND RECREATION BOARD MINUTES: Regular Meeting - September 24, 1985 The meeting was called to order at 6:30 p.m, by President Bill Loy. Board members Ricki Slack and Secretary Mike ImMasche called to say they could not attend. Vice President Cathy Mulcahy served as Acting Secretary. In attendance were 11 CSU students from Dr. Aukerman's Budget and Finance class. Agenda Review: No changes to the printed agenda. Citizen Participation: No citizen participation. Minutes: The minutes of the regular meeting of August 27, 1985, were approved unanimously, as submitted, on a motion by Bob Aukerman, seconded by Karen Schubert. Gold Medal Slide Show H. R. briefly explained the Gold Medal slides. Public Relations/Marketing Coordinator Dave Warner presented the show. After the show, Board members made comments such as, "...terrific, beautiful, wonderful, etc..." The winner will be announced October 28, in Dallas at the National Recreation and Park Association Congress. Election of Officers As per the by-laws, election of officers is scheduled for the September meeting. Cathy Mulcahy was nominated for President, Karen Schubert for Vice President, and Mike ImMasche for Secretary. All were elected unopposed. Cathy Mulcahy took over the meeting and appointed Bill Loy as Acting Secretary. Pool/Ice Arena Naming Committee Jean Helburg distributed some information to the Board that was prepared by the committee. The committee prepared an entry form. The committee recommended publicizing the contest to name the facility in local newspaper and radio stations, as well as inform local schools, service and social clubs, etc. There was much discussion about the prizes to be given to the winner(s) of the contest. Bill Loy proposed a variable periodic award for individuals and groups up to a year. Karen Schubert suggested that a large group should use it one month. Jeff King thinks we should identify a cash prize as the award and then announce the usage portion award at the dedication ceremonies, determining at that time what is most appropriate. Jean Helburg suggested maybe a "cash prize and facility usage" to be determined later by Parks and Recreation. Jean announced that Councilman Horak has agreed to join the naming committee, which is also composed of Jack Luther, John Wigdahl, Cathy • i Parks and Recreation Board September 24, 1985 Page Two Mulcahy, Karen Schubert, Jeff King, and Jean Helburg. Jean said names will be submitted to us by the November meeting. She also noted a concern about the possibility of a suitable name not being submitted. Karen suggested that the contest be reopened and extended to a new deadline in that case. Cathy also said that families of those ineligible should also be ineligible. Future Community Centers Council Resolution 85-92 requested that the Parks and Recreation Board with assistance of staff, begin working on the plans and programs and funding for a complete system of community centers. Bob Aukerman and Bill Loy will work with staff on the preliminary process and bring recommendations back to the Board for review. H. R. said Board members should tour the Lemay Medical Complex site at Lemay and Prospect. It is being considered for a potential senior citizen center. Those in attendance agreed to tour the site next Tuesday evening, October 1, at 6:00 D.M. Trails Questions and Concerns Bill Loy requested the possible connection of the Spring Creek Trail in Edora Park to the parking lot in the northwest corner by the west ballfield, over the curb. Staff agrees it is a good idea and will review it. Bill also asked the status of connecting the Spring Creek and Poudre River Trails to the Foothills Trail and if it is possible to develop a bicycle trail connecting the two on the west side of town. Since the foothills trail will be 'natural' and not designed for bike traffic, it might be a good idea. Everyone agreed to look at a street surface route north and south for bicycles. After much discussion, the Board, on a motion by Bob Aukerman, seconded by Bill Loy, voted unanimously (6-0), to send a letter from the Board to the Mayor and Council proposing that bike trails/lanes be strongly considered along Taft Hill and/or Overland Trail and/or Shields (the connecting arterial roads), in order to complete the Triangular bike loop trail system in a safe and easily accessible manner. Other Business Staff distributed the 1985/86 Boards and Commissions Manual inserts. H. R. updated the status of the City Park roads and parking lot project and the Northside Aztlan Community Center Renovation project. H. R. stated that the Foothills Trail right-of-way (Campeau property) has all but been acquired and Council must officially approve the purchase agreement. R. said that the outdoor pool bathhouse/concession stand project will probably be delayed a year or two as the preliminary cost estimates for the project is about $200,000 more than the budgeted amount. We will review the scope of the project, and investigate funding alternatives. - Bob Aukerman asked for an update of the budget cuts and any program impacts. H. R. said nothing significant has been cut at this point, but any further cuts would probably begin to show. - Staff distributed copies of the memorandum from Silvija Widmer, Budget and Research Director, on the 1986 inflation rate. This information was requested at the last meeting. - Copies of the letter to David Neenan concerning the donation of the property adjacent to Spring Park were previously distributed. H. R. explained why we accepted the donation.
