HomeMy WebLinkAboutParks And Recreation Board - Minutes - 05/28/1986CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT PARKS AND RECREATION BOARD MINUTES: Regular Meeting - May 28, 1986 The meeting was called to order at 7:30 p.m. by President Cathy Mulcahy. Board Member/Secretary Mike ImMasche called to say he could not attend. President Mulcahy asked Vice President Karen Schubert to be acting secretary for tonight's meeting. Bob Aukerman is still on an excused six-month leave of absence. Agenda Review: No changes to the printed agenda Citizen Participation: No citizen participation Minutes: The minutes of the regular meeting of April 23, 1986, were approved unanimously, as corrected, on a motion by Bill Loy, seconded by Ann Schroeder. The correction was that John Rabun had notified President Mulcahy that he could not attend the April 23 meeting. Fishing Pier Project Superintendent. of Park Planning and Development Randy Balok provided the background of this project, which was originally approved and budgeted in 1984 to be constructed at Prospect Ponds, in conjunction with the Lions Club. The Lions Club decided not to take part in the project. Staff felt that building the handicapped accessible fishing pier in Sheldon Lake at City Park would be a better location. Project Manager Craig Foreman, our Department's Civil Engineer II, provided more detail on the scope of the project. Consultant Eldon Ward discussed the concepts and location of the pier, which is in the southwest corner of the lake. The plan presented includes alternative rail heights. The budget is around $35,000 which includes engineering design. The plan has been discussed with some members of the commission on disability. Completion of the pier should be around October 1. After further discussion, the Board voted unanimously to accept the preliminary plan, on a motion by Bill Loy, seconded by John Rabun. Proposal for Park Rules and Amendments to Open Space and Trails Rules Staff distributed copies of the draft Rules and Regulations for Parks and Open Space and Trails at the April 23 meeting. Jerry P. Brown discussed the process that is currently being carried out regarding the proposed rules. Randy Balok pointed out that staff has received phone calls regarding the use of boats with small engines on City lakes as one example of the need for these rules. After brief discussion, John Rabun made a motion, seconded by Karen Schubert, to adopt the proposed Park Rules and the Amendments to the Open Space and Trails Rules, and recommended same to City Council. The motion carried unanimously. Parks and Recreation Board Minutes (5/28/86)--2 1987 Proposed Parkland Fund Budget/Criteria for the Development of Park ee Jerry distributed copies of the 1987 proposed Parkland Fund budget and a summary of the development of parklands. The board reviewed the statistical study of parklands and housing development activities from 1972 to present, as prepared by the Community Development Department. The 1987 budget reflects the neighborhood data based on the report information, including the development of future park sites. Staff noted some recent concern regarding the current Parkland fee. The cost of building a neighborhood park is increasing and there appears to be a need to increase the parkland fee to keep pace. An example is that only yesterday we were notified that we must now start paying for street oversizing when we develop our new parks. The proposed fee is $3,300 per acre, which increases our costs $33,000 at Overland Park and $52,000 at Troutman Park. These new costs were previously not budgeted, so it will impact our long-term five year budget to accommodate the fees, and will probably delay parks construction in 1988 and beyond. Staff feels that the 1987 Parkland fee might need to be increased at least 8 percent over the existing $625 per dwelling unit rate in order to stay even. Staff will keep the Board informed. Other Business The June Board meeting has traditionally been a dinner meeting. It was unanimously agreed that we go out to dinner at a local restaurant at 6:00 p.m. for the June 25 meeting. Randy Balok reported an increase in prairie dog population at the Pineridge Open Space area, Maxwell Open Space, and other properties within the City. Staff has discussed the matter with staffs at Aurora, Boulder, and with the State and the Health Department, as well as private land owners. Randy said staff will propose a method for dealing with this very delicate issue. Cathy Mulcahy asked about vandalism at Warren Park that had been reported to her by a citizen. Staff was unaware of any such vandalism. Councilman Horak asked if the police were passing on their reports regarding vandalism. Staff will research this issue. John Rabun mentioned that some softball participants are displeased with the new 'one and one count' rule that has been initiated this year. Councilman Horak stated his opposition to the rule. He wants to know who voted on the rule, what was the vote, how were the teams informed, what is the documentation and rationale, etc. He believes many team managers were not informed, and the implementation decision was wrong because there was no public discussion. Someone said team managers might not have voted as a true representation of their teams feelings. Rick Ramirez said maybe we should have experimented with it in a few chosen leagues for the season before imposing it on all the L Parks and Recreation Board Minutes (5/28/86)--3 leagues. Jerry said only the %," "D," and E" leagues were using it, and that the "A" and "B" leagues were playing with traditional rules. Councilman Horak wondered if the Parks and Recreation Board had reviewed this change. Bill Loy stated that it is not the Board's work to review program rules. Cathy Mulcahy said she likes the rule and thinks it speeds up play. John opposes it.
