HomeMy WebLinkAboutParks And Recreation Board - Minutes - 06/25/1997Call Meeting to Order: The regular meeting was called to order at 6:30 p.m. by President Diane Thies. Agenda Review: No changes to the printed agenda. Items of Note: The Board recognized Roger Tarum for his I t years of service on the Parks and Recreation Board. Mary Ness called to say he would be unable to attend tonight's meeting. Citizen Participation: No citizen participation. Minutes: On a motion by Marilyn Barnes, seconded by Rebecca Chavez, the Board voted unanimously (8-0) to approve the minutes of the regular meeting of May 28, 1997. English Ranch Park Design Park Planner Janet Meisel presented the master plan for the English Ranch Neighborhood Park with the changes suggested by the Board, staff, and consultant. She explained the differences are: • The restrooms have been moved to a central location • The playground area has been moved closer to the play fields • There was an issue of the practice fields for youth baseball and youth soccer. Staff resolved what the users' needs are and reduced the size of the soccer field to a youth soccer field. This plan was taken back to the neighborhood and they accepted the plan as altered. They were pleased with the playground and pavilion centrally located. The playground has been designed in a horseshoe shape and will have a horse theme with a corral fencing around it. Parking will be on Caribou and Kingsley and some parking on the north. Staff will meet with the homeowners adjacent to the park to discuss plantings and buffers. On a motion by Marilyn Barnes, seconded by Lance Freeman, the Board voted unanimously (8-0) to accept the park design as presented by staff tonight. Gold Medal Video Mike Powers explained that the highest award given by the National Parks and Recreation Association is the Gold Medal Award which the City of Fort Collins won in 1986. We entered the contest again this year and we have been chosen as a finalist in the I00.000-200.000 Donulation thanked Jean Helburg for her efforts in developing this for submittal. Jean Helburg thanked Janet Meisel and the Park Planning staff for their input, and Mike Powers for writing the script. Update on Senior Fees Discussion continued on the Board's opinion on fees and the review of a draft memo to the City Manager and Council. Jessica MacMillan said fees given just because a person is a certain age is inappropriate. Lance Freeman said that the way the Senior Board Members look at this is if the senior fees are discontinued, then discounts for youth shouldn't be given either. Diane Thies spoke about the last joint meeting with the Senior Advisory Board. She said the joint meetings have not been successful. The Senior sub -committee members want this to be reviewed by the Senior Board. Diane asked if this is acceptable? Jean said given the disparity by both Boards, that each Board write their own letter to the Council. Lance added there isn't a viable solution. Marilyn suggested that since Council receives an abundance of mail, our letter should be simple and to the point. David Hughes said there is a big difference between Seniors getting a discount and providing programs for youth. Jean said all discounts for youth are based on need. The Scholarship program of $53,000 for subsidizing youth activities. We were only able to fund 85% of all class activities and reimbursed no revenue for drop in fees to the program areas. The Board asked staff to gather the information from previous meeting discussions regarding senior fees and charges. Other Business Del Price thanked staff for the follow-up memo on the questions they asked last month. Rebecca asked what "Special Officers" means? Jean replied that these are officers assigned to special events. Lance Freeman said that it is illegal to bring any alcohol to any of the student athletic events at CSU and the alcohol free environment has been a positive influence.
