HomeMy WebLinkAboutNatural Resources Advisory Board - Minutes - 12/03/1986MINUTES CITY OF FORT COLLINS NATURAL RESOURCES ADVISORY BOARD DECEMBER 3, 1986 7:00 p.m. Board Members Present: Suzanne Bassinger Denise LaRue Scott Duncan Ari Michelsen Gil Fechner Pat Reed Bill Fischer Bob Sanz Board Members Absent (excused): Dave Dubois Pat Sousa Tim Johnson Staff Present: Roger Krempel Bob Wilkinson Brian Woodruff Edith Felchle Introduction of Resource Associate Krempel introduced Bob Wilkinson who has replaced Don Yon in the position of Resource Associate. Wilkinson briefly told the Board about his background and experience. He was warmly welcomed by the Board. Recycling Report Krempel gave a brief update on the Exxon overcharge funded city—wide recycling program. He stated that the Council has authorized the City Manager to enter into an agreement with the State of Colorado regarding the program. The program is now in the design and planning stage. Dream Works Mayor Ohlson asked to present a special issue to the Board. He stated that he has accepted the responsibility of gathering dreams relating to natural resources, for the Chamber of Commerce Dream Works project. He asked the Board to help him with ideas of how to go about getting people to submit dreams. The dreams need to be turned in to him by early January. He strongly encouraged NRAB members to submit their dreams and to ask their friends to submit dreams. He handed out a couple of format forms which can be used for dreams, but said the dreams can be submitted in any form and that they may be submitted anonymously. Natural Resource Training Session Krempel announced that in January the Division of Natural Resources will be holding a Natural Resource Awareness and Environmental Protection Training Session. The purpose is to raise awareness regarding ways to protect the environment. The training session will be offered to City staff and members of the development community whose work relates to environmental matters. Approval of Minutes The Minutes of submitted. the November meeting were unanimously approved as I Picnic Rock Krempel briefly updated the Picnic Rock matter, stating that he had discussed it with Mike Smith and a compromise is expected by the middle of December. Committee Reports Bylaws: Everything is up to date. Legislative Review: Plans to meet in January. There has been nothing in the Legislature requiring committee attention. Mitigation: Plans to meet early in January to discuss the DNR training session. Land Use/Wildlife: Taking a short rest after the Picnic Rock situation. Will determine if they need to meet in the next week or so. Education/Information: Met to review the city—wide recycling brochure being prepared by DNR. Developing a contact list of natural resource related groups and media people. Will have a preliminary list for review at the January meeting. Water: Plans to meet in the near future. Hazardous Materials: Plans to meet before the January NRAB meeting. Recycling: Met with the Education committee, to review recycling brochure. Goals: Since Sanz was the only person on this committee, he asked for a couple of additional members. Fechner and LaRue volunteered. It was stated that committee chairpersons needed to be re —identified. They are as follows: Bylaws -- Fechner, Legislative Review -- Fischer, Mitigation -- Sanz, Land Use/Wildlife -- Bassinger, Education/Information -- LaRue, Water -- Michelsen, Hazardous Materials -- (to be decided), Recycling -- LaRue, Air quality -- Johnson. Miscellaneous Discussions The matter of the underground storage tank leak at Swallow and South College was brought up for discussion. It was stated that the current proposal is for a temporary treatment facility to be installed in Mathews Street. This should be done in the near future. The various Poudre River projects were discussed. It was requested that a representative from at least one of the groups involved in these projects make a presentation at the January NRAB meeting. It was suggested that this could be Larry Simpson or Brian Warner. It was also requested that a flow chart of the players involved in the different projects be drawn up, making it easier to distinguish the projects from each other. The Thornton water purchase was discussed. Fischer briefly updated NRAB on the latest developments, stressing the fact that water quality is strongly protected in the agreement. There was brief discussion about some Colorado cities not meeting EPA air quality standards. This included discussion about diesel contributions to air quality problems. The matter of identifying all underground storage tanks in Fort Collins was brought up for discussion. Woodruff introduced Herb Saperstone and stated that he has volunteered to help in the search for underground tanks. Announcements Felchle announced that a City staff photographer will be at the January NRAB meeting to take pictures of the Board for various publications. The meeting adjourned at 8:30 p.m.
